Jnstrow , is nn iiniiniitcd anil sparkling
analysis of legerdemain as practiced bj
professional jugglers , nnd by alleged
mediums. Nothing can be happier
than the reference to mental contagion
by which the tone of the mind of many
believers becomes deplorably unhinged
nnd they PCO what others bcoor profess
to sec. The power of Bympnthy is vcr.v
curious , though it is a factor seldom
recognized. A reporter of the Now
York Sun who was detailed to study the
Cardiff giant visited it in company will
eoino hundreds of persons on
the first occasion , and was
deeply impressed with the conviction
that it was u petrifaction. Ho saw it
the next morning alone and was not in
the least impressed , but recognized the
tool marks , saw the anatomical errors ,
which inndo it impossible tlmtjaiiything
refcombling it could livo. and detected
the resemblance of the face to the mask
lakou of the llrst Napoleon after death.
Ho had not really been personally im-
jiroBSod by it on the lirst occasion , hut
had received through sympathy the
impressions of the oilier visitors. Mr.
SorviiM of liruoUlyn communicates n
most interesting paper on certain phe
nomena in the mountains of the moon.
Dr. Abbott's article on the "Pino Tree
Lizard" IB able , but it is cold blooded ,
nnd the writer details experiments that
wore exceedingly cruel , and not vary
necessary without any cotibcioiihiicbs
that ho'outmgcs the sensibilities of
bis readers "Evolving the camel" by
Grant Allen is pleasant and contains
Homo information , but it is rather light ,
nnd upon the whole is not up to the
Htandard of this periodical. "Infant
Mortality" is a very serious and
voll considered ' topic , and
the facts given with regard to
diplheria and dinrrhojn. are of the lirst
importance , especially in the west ,
whore there aru too many cities like
Denver , which is upon the verge of
Btllling in its own filth. Tbo "Origin
of Forest Groupings , " by the Marquis
do Kaportn , is a translation from the
Revue rtt'H DctixMondoH , and will pleafco
the reader , though it will probably fail
to convince him. It is based upon the
very questionable hyptlicsis that the
world wius once red hot , and began to
cool at the Doles , and that vegetation
spread from thorn to the rest of the
globe. This is not IIB probable- it
looks , and as Adhemar's hypothesis is
every whit as iirobablo , and knocks
out the groupings of the marquis very
badly , the reader will be content to got
the facts without accepting the infer
ences. "Animal Arithmetic" is a
translation from the HovuoScicntiliquo ,
and will hardly satisfy the average
reader.

The ninth volume begins with the
prcbont number , which is a very good
one , and contains a grand article upon
A. M. Palmer's company and theater.
This is profusely illustrated , and many
of iho cuts are cluiriniug , but exception
must bo taken to the hideous photo
gravure of a scene from "Jim the Pen
man. " Those who sway the destinies
of illustrated periodicals must realize
that photogravure is so inferior a btylo
"
that it must bo used" , if at all , by itself ,
as as to avoid those comparisons whioli ,
in the language of Mrs. Malaprop , are
urovorbially odorous. O. W. Simon's
illustration o ( Alexander Salvini as
Lancelot , is curiously incorrect. IIo
has portrayed him in the cos
tume of the eleventh century , in
stead of the lifth. If lie over ex
isted , lie wore the cuirass and
tunie and buskins of a Roman general.
There is another excellent article on
America's crack regiments , very satis
factorily illustrated. But perhaps the
gem of the number is by Harriet Taylor
Upton on the koto or Japanese harp ,
which is charmingly written and beau
tifully illustrated. "Mr. Myndert's
Grandfather" is interesting , but it has
a ilavor of n ghost story in Sir Walter
Scott's novel "Thoftnliquiiry , " and the
liney are so parallel that it seems some
thing more than working from a sug
gestion.

The lirst article is a description of
winter in the Adiroadachs , which con-
tuiiiH gome illustrations that are abso
lute gems of engraving. We prefer the
jino from the drawing of Hamilton Gib
son to another made from a black and
white of J. Francis Murphy , for the
former knows the limitations of the
xylographc-r , and enables him to do his
best. Murphy , on the other hand , with
far moro genius and far moro artistic
power than Gibson obviously gave the
xylographor something which he could
not do , aiul the result is unsatis
factory. George -Hitchcock's paper on
Uolticelll is ndmir.ible for the illustra
tions , which are wood engravings that
simulatefusain drawings with a per
fection that is inimitable. The original
drawings wore made by George Hitch
cock himself , and are full of the beauty
of Itotticelli's faces. Hut in two of the
cuts the wood cutter made a bad botch
of his work , notably in the Annunci-
nAion and the Madonna of the Louvro.
Still the public in getting the two illus
trations on pages 711 ! and 71 ! ! is ex
tremely fortunate , for they breathe the
very spirit ot Botticelli , and suggest iu
a remarkable degree his color charm.
The article itbolf is written with great
knowledge and with abundant sympa
thy. II. G. Hunnor'a story is not bad.
but somehow it wants the sense of llesh
nnd blood about it , and has the air of
being turned out to order upon what
the author conceived to he popular
linos. The Lion of the Nile is a poem
powerful , but perplexing , and it is
illustrated by Kllliu Voddor with draw
ings that are far moro powerful than
the text , but still moro puzzling. The
combat between the rotinrlua and the
Eocutor in the colossoum is terrifically
real , though the engraver lias not boon
equal to the opportunity. The paper
on old glass in new windows hardly does
justice to the subject. Robert Louis
KtovciiBon's serial , "Tho Master of Ual-
lantrcao" is full of lire nnd life nnd
abounds with action. It is the perfect
antipodes of the llowoll school that
alms at artistic ftrndations nnd only
obtains a dull monotony that is most
wearisome , Talcing it all through , the
Christmas number of Scribnor's is iv
great one , and will enhancetho already
high reputation of the periodical ,

The recent appropriation for ' nnva
construction in the United States ant
in Spain have brought these two na
tions to the front in the list of those
building fast commerce destroyers
while tlie withdrawal of the Magadan
and the Chanxy from the naval pro
gramme of ISHS has relegated France.
to the third place in tonnage of nine
teen knot cruisers.
In Great Hritaiu it is well understood
that a largo part of UicsC vessels have
been especially constructed to pro }
upon British commerce in case of war
and the moral otlcct upon the Hoard o
Admiralty is already disccrnnble in the
character of vessels to bo laid down in
1H88. No new armored construction is
to bo entered upon , in order that the
bulk of the appropriation may be
devoted to the building of fast protector
cruisers. Even now JJritish shipown
ers , stirred by the results of the receni
maneuvers , arc demanding increase !
appropriations for last vessels. It ib
probable , therefore , that Great Hritain
will not rc.st content until the number
and tonnage of llor Majesty's nineteen
knot cruisers exceed the o of any othei
t'vo naval Powers.
Great Hritaiu at present , however ,
has little to fear in w'nr with any people
but the French. Franco possesses a
lleotof armor clads and torpedo boats
strong enough to raise any blockade ,
while from her fortified ports , looking
on three seas , fast cruisers could sally
forth to their worlt of destruction and
return in safety for coal and munitions
of war. Uuder such conditions speedy
unarmorcd ships would contribute
much to the settlement of vexed ques
tions with iho greatest naval power on
earth.
AMERICA'S WKAK POINTS.
The ports of the United States and
Spain , on the other hand , are practic-
aliy defenceless , and even when de
fended could bo blockaded by the Hrit-
ish licet. The career , therefore , of a
Spanish or American commerce de
stroyer would bo largely determined by
the capacity of the vessel's coal bunk
ers. In a war with either of these na
tions Great Britain would , witli small
delay , blockade the enemy 'b ports , and ,
aided by fortified coaling stations nil
over the face of the globe , would oblit
erate the commerce and make short
worlt of the unarmed cruisers of her foe.
Among the now British cruisers to bo
built in 18S8-S9 are the Blenheim and
the Blake , which are intended to sur
pass anything thus far designed in arm
ament , bpeed , coal endurance and pro
tection. On a displacement of 0,000 ,
tons they will carry engines developing
21,000 horse power , and a maximum
speed of twenty-two knots ; 1,700 tons of
coal , giving them a range of operation
at ten knots of about fifteen thousand
knots ; a.deck armor six inches thielc on
the slope , and three on the center and
ends , and a main armament composed
of two long D.lMnch nnd ten 0-inch
breochlcading rifles the latter all
rapid firing guns. One of tlicso remark
able guns has recently been tested at
Portsmouth , with results that in. ty revo
lutionize the armament of fast cruisers
if not their construction.
Next in interest if not in value to the
niako and Blenheim is the French
cruiser Dupuy do Lome , a vessel rosein-
uling somewhat tlio heavy French
armor clads Marceau and Magenta , but ,
unlike them , protected uy a urreat ex
tent of thin side armor against shells
charged with melinite or other high
explosives.
Under the ministry of Admiral Aube
experiments with these projectiles wore
tried upon the old ironclad Bolliqucuse.
The results were kept secret , but as
very soon after tlio Dopuy do Lome was
laid down a vcbsel specially construct
ed to resist melinite shells it is generally -
ally inferred that their action unon unarmored -
armored structures is destructive in the
extreme.
The Dupuy do Lome will have a dis
placement of 0,800 tons , nnd with a horse
power of M,000 she is expected to show
a speed of twenty knots. Her fore-and-
: ift lire will bo very heavy two T.til
inch , three 5.4 ! ) inch and two rapid lire
guns , t5 ! millimetres , tiring directly
ilioiul , and the same battery , minus the
last two , directly astern. Besides those
she will carry twelve rapid fire and ma
chine guns of smaller calibre.
Six bolted cruisers , each of 7,000 tons
displacement , are to bo laid down in
Spain three at the crovornmont yards
of Cadiz , Forrol and Cartagena , and
.hroo at Bilbao , whore * the Harrow
Shipbuilding company has established a
ilant. They are of the English Aurora
ypo but are nxpected to develop "a
lighor speed , and are to have twelve
nstoad of ton inch armor at the water
ino.

n these days when whole broadsides are
loliverod by electricity , is the hpavlly
armored conning tower.
On the subject Admiral Elliott writes :
'Tlio safety of conning .towers is a
natter of su promo importance , and
their size and form admit of any thick-
less of armor being applied which may
jo necessary to render them perfectly
n vulnerable. The fate of the ship will
depend upon tlio working order of this
center of control of the eolentiflc ar-
angomentsby which- the fighting power

"If , in the future , " says an American
writer , "further unarmored construc
tion is contemplated in this country ,
the vessels most needed nro those of the
first class , taking the 500-ton vessel aa
n type. Such a vessel , with the great
est attainable speed , heavily armored
conning tower , enormous coal capacity
and a battery of six nuipu-firing guns ,
throwing high explosive shells , repre
sents the best features of the modern
niifotceii-Unot cruisers already under
construction. But it is doubtful whether
so large a part of our naval appropria
tion for new construction should , i\ *
hitherto , bo devoted to the building of
unarmored cruisers. To give our com
merce destroyers higher value , we need
submarine torpedo boats , monitors and
dynamite gunboats for coast defence ,
especially the monitors. The embers
look well in foreign ports , they suit tlio
temperament of our olliccrs , and they
are beyond question an essential part of
our lleot. .lust now , however , our fleet
is almoii wholly composed of them. To
bring about a just proportion in the
component parts of our little navy ,
congress should replace the ancient
single-turret monitors with similar
structures of modern design , lay down
four heavy armored battle ships nnd
contribute to the defense of our coasts
fifty or a hundred submarine torpedo
boats. "
