Each year adds to the Improvements and renders the making of this record moro and more difll- cult. Of oourso the work should not bo longer delayed. The present olllccs of the engineer ire totally inadeqnato to the de mands of its Increased and rapidly increasing business. Larger ones must bo Imd. With the Increased clerical work it is necessary that competent and sufficient assistance shall bo secured. Whatcvci expcnso Is necessary to be Incurred In order that this department of the ofllclal work of tbo city shall bo prop erly executed should b3 cheerfully borne by all taxpayers. Of course , duo economy .should bo observed at ull points , but the saving of money is sometimes the most ex pensive economy , and this fact Is true in the present Instance. The committee that has tbo matter in hand will doubtless see that thcso demands arc immediately met. Then when a taxpayer wants to know where the nearest sewer pipe is. and how far below the surface of the earth , ho will not have to hunt up an ox-city engineer or the man who dug thu trench to get the doflired information. ISarnes was then an employe of J. P. Sioborling & Co. , of Chicago , and the alleged larceny was of the company's money , which the accused was charged with collecting and converting to bis own use. The case was brought be fore Judfxo Barnett , Various pretexts were assigned for securing continuances , and the case was set for triala half dozen or moro times. Later , Attorney Sims Hied two other Informations of the same import : buta hear ing of these cases was never secured. Dur ing the latter part of Mav an agent of the above firm came hero and told the justice that the cases were settled , and on the last time set for the trial there was no appearance of anyone representing the prosecution and tbo cases were dismissed , the costs being taxed to the plaintiff. Yesterday the costs were paid and Humes now has the annoying record cleared up. It is understood that the same course is to bo followed In the James F. Leo case. Colonel onol Daily , the county attorney , Is reported as determined to push the case to the end and not allow any patching up. If ho prosecutes it seems that it will bo no easy matter to settle it , as It Is 'said the state has in Its possession an admission of Lee that bo actu ally helped himself to money belonging to the Boston Tea company. His Justification is said to bo that the llrm owed him and ho took this peculiar way to secure his pay. There seems to bo u growing practice of using tbo criminal arm of the law to force the collection of debts and tbo settlement of financial difficulties. Just how far this sort of practice can go is not determined. It seems that there Is a great recklessness hero in charging men with crookedness , or else those who lllo Informations are not so anx ious to have the guilty punished as to secure enough cash to make them whole. Williams , swore out a warrant nt the city clerk's ofllco yesterday afternoon for tbo arrest of John Maharvno , runs the lunch counter at the Turf , and Hilly Walters , a city gambler , for assault with Intent to kill. Young Williams' story of the affair is as follows : Ho was going homo Monday night nt about midnight , and when in the vicinity of the Methodist church ho met a woman , who asked him to accompany her home , as she did netlike like to go alone. Ho consented , and the pair started down Uroad- way , meeting Mnlmr and Walters near tbo No.I hose houso. A few friendly words wore exch nngcd between the woman and Walters , who is reputed to bo her "solid man. " The couple passed on down Broad way , and no moro was seen of the men until they reached the corner of Seventh street , when they Jumped out from behind the cor- , ncr of the drug store , and began to beat Wil liams over the head , ono with a slungshot and the other with a loaded cane. Ha was knocked down repeatedly by the cowardly ruftlans , and dually loft on the ground In sensible. Ho was arrested shortly after ward by Captain Dyer and taken to tbo station house , whcro a clmrgo of disturbing the peace was lodged against him , and no was thrown Into a cell. His father was notified , and the boy was re leased about 4 o'clock. His head presented n horrible sight , being covered with largo bunches , raised by the terrific blows of tbo heavy weapons. Omi eve was swollen com pletely shut , the victim's face was discolored and ho was covered with blood. U is rather a strange proceeding to throw tin innocent man Into jail , simply because ho is found almost Insensible on the streets , bruised and bleeding , when his condition snows him to bo a butter candidate for medical attendance. The military salute of four rounds was fired over the grave in honor of his rank as an oflicer In the army. Richard , son of Patrick Hannifun , died yesterday morning at his father's homo near Underwood , ng--d twonty-threo years. IIo was in the habit of drinking heavily , and it is thought that the oxtoisive use of liquor may have had something to do with his early death.
