The committee appointed for that purpose
visited Lake Manawa yesterday for the pur
pose of determining what Improvements nro

report will be given later. It is understood
that they deem it practical and not expensive
to maintain the lake Jjcyond any possible
danger.
In iKHco court yesterday morning William
Lynch , charged with the larceny of a pair of
pants was released. Dennis Harmcr was re
lieved of ? 11 for indulging in malicious mist -
t chlof. John Kane , charged with being
if drunk was allowed to depart. The case of
Charles demons for breaking a window and
otherwise distuibing the Sunday iiulet on
lower Uroadway was continued.
The road between this city nnd Lake
Mariana has been graded up and Is now In
line condition for a drive. This will make a
very popular drive , as the well known at
tractions at the lake arc just the kind that
draw well during the heated term. Many
of the citizens who own horses and buggies
will prefer this mode of travel to the motor
cars , although the latter will bo In demand
by the majority , who desire a quick trip and
comparative freedom from dust.
The new police uniforms arrived yesterday
and they are daisies. The patrolmen's suits
are made with a single breasted frock coat ,
buttoning to the throat , light colored helmet
hats , for summer wear , and regulation belts.
The chief's coat is a double breasted frock ,
with velvet collar and cuffs , and his shapely
cranium Is to be surmounted by a handsome
cap. The uniform- lit remarkably well ,
but will not bo put on for steady wear until
to-morrow , when they will appear in the
parade.
E. D. P. Fisher , whose hard drinking of
late lias made him almost a mental and
physical wreck , stai ted for Chicago last evenIng -
Ing , in the care of Sheriff O'Neil. Ho will
bo placed in the Washingtonlan home , and
it is hoped that ho will soon be restored to
his former self. Sheriff O'Neil will return
to-morrow , During his absence Deputy Ucn
Kiddle and liaililt Wall McFaddon are run
ning tlio city and county according to their
own tastes.

The case of Felling , the DCS Molncs do-
tcctlvo charged with seduction and person
ating an ofllcer by the Mnyno womnn ns
staled In yesterday's Hun , Is attracting con-
sidcrablo attention. A UEB rcporlcr yesterday -
day called upon Colonel L > . V. ' . Tulloys , pres
ident of Iho liuv ancCitjcr league , and asked
that BcntlSuian whether or not iTelllng was
is < h(5 ( employ of that organization. Ho stated
that Felling was in their employ for the pur
pose of obtaining evidence against the sa
loon men and had been woritiiig for them lor
about two weeks. He expressed the belief
that the accusation brought against the man
was the result of the work of the saloon
keepers , who have plavcd similar tricks on
previous occasions. One man was bought on"
nnd then arrested for taking a bribe and con
fined In jail nt Omnlm until the adjournment
of the Icrni of court hero , thus kceping his
testimony out of court. Mr. Tulloys said
that his confidence in Felling was unshaken.
and that ho behoved that the detective would
como out all right. His reputation for
twenty years past Is claimed to bo nbovo re
proach.
Felling was seen and denies In tote the
slory told by Miss Mayne. Ho says that ho
is well known in DCS Molnes as a republican
and prohibitionist and stales lhat ho was ar
rested for sending dclcctivo circulars
through malls and was convicted by a
whisky jury and lined S100. The Jury was
composed of nlno democrats and thrco re
publicans , all whisky men , who "had it infer
for him" on account of his prohibition ten
dencies.
A manlby the name of Bradshaw , also of
DCS Molncs , has been in Iho cily for the past
week in the employ of Felling. Ho left for
DCS Monies Sunday morning. There Is , also
in the city nt lite present time a paity giving
tlio name of W. Downs , who claims to be an
old partner of Felling. He is collecting
money for the Legion pf Honor , and says
Felling is a rascal and swindled him out of
? r > 0 ( ) . Ho also claims to have evidence that
would sciul Felling across the slate
if lie so desired , but docs nut udvanco
it as it would hurt his business. Downs'
story Is decidedly thin and is a lit
sequel to the accusation of the Mnyno woman ,
as neither his incredible yarn nor the poorly
patched-up story of a prostitute are well cal
culated to injure the character of anyone ,
It is an admitted fact that there will bo a
red hot light between the law and order
Iraguo anil Iho saloon men during the next
two weeks , The temperance folks claim to
have testimony against every saloon in the
city , and indisputable proof in several cases
of the violation of injunctions.
These cases have been ready for some time ,
but they were held for trial until Judge
Dcemcr's term here , as the temperance people
ple have more faith in securing a fair ruling
in his court than under some of the other
district Judges. It Is avell known fact that
Judge Deemer is very strict , so far ns the
mandates of the court arc concerned , nnd is
unusually severe in all cases of violations of
injunctions. Of late but little has been heard
of the temperance people , so far ns lighting
the saloons is concerned , but this quiet
was only the calm that precedes the
storm , as the battle will bo
renewed next week with increased vigor.
'Ihe movement is not confined to prohibition
ists , ns there arc many engaged in it who arc
opposed to prohibition , but who , neverthe
less , desire to see it enforced as long as it
is the law. There has been such open nnd
flagrant violation of this law that the bctlcr
class of cilizcns nro getting heartily sick of
it , and many who voted against the law arc
giving their money and influence to help enforce -
force it. It is a lamentable state of affairs
that private cilizens should bo compelled to
devote their tnno and private means lo per
forming the work that city ofllcials are paid
for doing if they wish to see the law en
forced. Almost without exception the ofll-
cials are opposed to prohibitory law , and
for this reason they refuse to enforce it , re
gardless of their oaths when thuy entered
upon the duties of those offices. Con
siderable pressure has been brought
upon Mayor Kohner trying to induce
him to insist on his officers closing up the
saloons , but ho is so completely in the power
of the liquor men that ho is afr.tid to make
the move. Ho "wants to , but dassent. "
He is unwilling lo acknowledge that this IB
the case , so he sajs that "Ihu temperance
alliance folks have started in to shut up the
saloons , nnd he don't want to tauo their Job
away from them. " When it is suggested
that he swore to enforce the laws of the state
of Iowa , ho shirks the responsibility by say
ing Hint St is the duty of the eitv solicitor to
prosecute Iho parlies violating the law , nnd
docs not want the blame to rest on Mayor
Uohrer's shoulders } . Ho believes in a high
license system , nnd is running the city ac
cording to that theory , although ho calls it
by a different name. His $50 n month lines ,
amounting to SuUU per year from each saloon
keeper , are not licenses , nevertheless the
naymcnt of the sum prolecls Ihe liquor
dealer from any interference on the part of
the city , and its non-payment means that
the police force , under the direct orders'of
tlio mayor , will close up the place.
This is the slalo of affairs lhat has necessl-
lalcd Iho organization of n law and order
league , and its attempt to enforce the law
has caused its opponents to villify the
character of Its employes.
