There wns n lively row nt the Phoenix sa loon at about 5 o'clock yesterday morning , although nt that time the plnco should have been empty in obedience to the mayor's Sun day closing order. It scorns that there were several parties inthlo who were in such n condition that they could not be kept quiet , nnd ns it was getting daylight and n great many passers-by would soon bo on the street , it was decided that they must go. They objected , nnd the barkeeper "bounced" them out of the back door into the alley , and was preparing to lock the door when they rushed in again , nnd the dcor wns looked from the inside , making prisoners of several parties who had been attracted by the nolic , and had crowded In with the rest. After in dulging in two or three lights , the disturbing clement w.is again ejected , this tlmo through the front door. Two more lights occurred on the sidewalk , nnd during the fracas two lights were smashed out of the front of Hclsler's barber shop. The parties were afterwards bundled Into a hack and driven away , so that when the po lice finally arrived overi thing was quiet , and the only sign of life was the man re setting the glass. The police reported nil saloons as being closed during the day. and after 12 o'clock Saturday night. The ' 'copper" on that bent must have been suffering from chronic deaf- nrss , or ho would not , have made so great a mlstalte. The result of the mayor's order was appar ent during the day , however , ns the ciowds of loafers that usually block the sidewalks in Iront of the saloons nnd gambling houses were not to bo seen. Some of the knowing ones went to the back doors and rapped for admittance. The curtain was pulled aside , and if it happened to bo the right one ho was admitted. However , it was a great improve ment , nnd the major will probably succeed after a while in having his order strictly en forced. The Woman's Exchange will serve lunch on Decoration day at 500 Brond- wny , from 11 o'clock until li o'clock , and ice cream and cake during the nftor- noon nnd evening. The C. B. & Q. will run a special train to nccommodnto the democrats , their friends and the general public , who desire to attend the National Demo cratic convention nt St. Louis , Juno 6 , or the Derby races Juno 4. This train will leave Council Blulls Sunday , Juno 8 , about 1 o'clock p. in. , ( exact time given later ) arriving at St. Louis in the morning for breakfast. Fe'liictlon or Itlnukinnil ? Miss Annie Mayne. n woman living at the > rncr of Broadway nnd Oak street , makes serious charges against n party by the name of Felling. She alleges that he came to her house a few weeks ago nnd represented him self to bo n detective employed to arrest women of questionable character and told her that she was being looked upon with suspicion. On the occasion of bis second visit he told her that unless she complied with his wishes he would have to arrest her , and she avers that in order to escape arrest she yielded , and ho accomplished her rum. She declined to fllo nn Information against the man , but wanted to Jlnd out at nolko headquarters whether ho had any such authority as he pretended. A Hr.i : reporter Investigated the mnttcr yesterday , and ascertained that the woman is well known to the police nnd has among them a reputation which Is not of the best. In regard to her charge of seduction against Felling , they all say tint she was probably seduced , but that it must have happened sovoiol years ago. She in formed the reporter that her name was "Miss" Annie Maync , nnd that she was thirty-six years of age. She claims to malto a living by "sewing a little , and occasionally letting n room to a friend. " A professional gentleman of the city says that a few years ago she was the wife of the landlord of a hotel at a well known summer result , a few miles out of Chicago , and tliat after accumu lating quite n fortune her husband deserted her , and she has since that time gone on the downhill road. The man Felling has been in this city but three weeks , and It is claimed that ho is In the employ of the temperance alliance folks , nnd his business is to purchase whisky at the saloons fo that ho can testify in court when the cnscs of the saloon men aio calloJ for trial. > Ono theory in repaid to the woman's charge is that she has hccn brought up by tno saloon keepers to trump up this accusation against the man for the purpose of getting him out of the wny , or of placing him in s\uh a Hglit that his stories will not bo believed , Another is that ho refused to make a finan cial settlement for cartnln services which she had rendered , and that now she is hound to have revcngo , as she could not get the money. There are those who believe thai Felling is guilty , as charged by the woman. She says that ho wore a detective's badge on the inside of his vest. If this is true am ! Felling is not a detective , he can bo arrest oil for ncrsonating nn ofllcer. The matter is now in the hands of the police nnd they nro looking into the case. Felling rooms on Upper Broadway , and his landlady says ho has been there two weeks. He was not nt home when the repoitor called yesterday. Future developments In the case are awaltet with Interest.
