Al though the most of the places which were run by responsible persons have been closed , there are probably more places in the city where Intoxicating drinks nro sold than there were six months no. It seems to take a eng time for the prohibitionists to get the courts to close uu a place after the proceed- ngs are fairly commenced. By the- time that particular place is shut up , two new ones start up to take Us trade. Mayor Holiror has decided that saloons which run must pay a license , or rather must pay some fixed amount each month for the [ lurposo of helping to pay the extra expenses of the city government. Yes terday Deputy Marshal White was going the rounds notifying the saloon keep- jrs to step up to the city building by 2 o'clock Saturday nnd pay fjl ) for the privilege of Rolling drinks in May. The threat is made that those who do not pay on or before , that tlmo will bo promptly closed by the city authorities. Most of those thus notified nro not dis posed to pay the desired SCO u month. A few .hlnk favorably of pajlnp the llrst month , nnd then see whether the city will carry Into execution the threat of closing the places which have not paid. Others object to even this , for it is well known that in the times past this has been tried , and nftcr some have imid for several months and others have paid nothing , the slate would be wiped out and a fresh start taken , so that the delinquents have had the advantage over the others , by getting out of paying more than one month in six. Another trouble in Inducing the saloon men to pay their monthly license is that some of them nro still imylng f-5 n month apiece to the lawyers \yho are defending them. The lawyers udvlso them not to pay the amount asked for by the mayor , as the city can afford tie protection iu return for the money. The lawyers seem to think that the only protec tion which these saloon men can get is that which the lawyers give them by delaying the coses in court and lighting them thcro. To > ay ? 5'J a month to the city and $25 a menthe : o the lawyers makes a pretty heavy license , especially when there Is no assurance to bo had but that the place may bo closed up at any time. In view of this complication there s a disposition to pay the $25 a month to the lawyers and run the risk of the city doing anything to close them up. Yesterday Judge Jjoofbourow passed upon Lwo matters which have been pending before dim for some time. One was that of the ; notion in the case of Conrad Gcisc , in regard to the brewery , by which it was sought to tiavo the case transferred to the federal courts. Judge Loofbourow , after having the question under consideration since last fall , has decided to overrule the motion. The other case was that of Dan Carrigg , who was up for contempt in violating the writ of in junction. Judge Loofbourow imposed a fine 3f 300 , a snug little amount , but ono which Carrigg , who is blessed with abundant means , will find no difllculty in paying. The other saloon cases are to come up week after next. It is expected then that there will bo some other places closed , and some new ones started. Catch-ns-Cntch-Cnn. An article appeared in THE Bnn a few weeks ago In regard to the action of the flm committee in sending hose-reels Nos. 1 and 3 to Alderman Waterman's paint shop. It was preaictcd at the time that the taxpayers would nave reason to do some lofty kicking when the bill was presented , and the predic tion bids fair to bo doubly realized. * Mr. Waterman presented on itemized bill at the last meeting of the council and among the charges appeared the following , although the exact spelling will not bo given for fear the reader could not understand what was meant : "To painting hose-reel No. 1 , f75. " In accordance with a custom recently estab lished by the council , itemized bills are not read , but the sum total is announced and passed upon accordingly. For this reason Alderman Waterman's little bill amounting to f 154.85 was allowed , there being J2 for a set of wheels , nnd other items included. No ono was any the wiser as to what it was for. than before it was taken up. The council did not care to acknowledge that it had thrown awav nearly $75 of the city's money , yet such is the case. The reels might have been painted by the members of the depart ment , ns has been the custom In the past , and the only expense to the city would have been for the paint. Heel No. 4 was painted in that manner , and there was no cry raised about going outside to get a striper. The painting gave satisfaction , and no ono pretended to criticise it. When THE BKI : announced the action of the council in first making a grab for the spoils , the democratic organ made haste to explain the matter by stating that Mr. Bradley , of the flro department , was not a carriage painter , nnd that oven if ho could do the plain work , a striper would have to bo hired to do that part. If there had been no change in the administration Mr. Bradley would have striped the reels , and no stories of his inability would over have been talked up , but it was not to bo expected that ho would take issue against the powers that bo. especially as ho holds his position at their will. Hud ho declared his ability to do tne work , ho would have been deemed an "offen sive partisan" and off would have como his head. It was decided to paint the reels be fore the election , nnd at the time of the change the flro lads had given ono of them ono coat of paint. No sooner was Mr. Water man elected and appointed chairman of the flro committee than ho ordered the reels taken to his establishment , not that ho might gain anything by it oh , no but that he might save the city needless expense. His wonderful philanthropy panned out re markably well for him , but it requires an expert to sco wherein the city is much richer by the transaction. There are very few fire alarms nnd the boys have ample time for work of this kind. The city is not as flush as it might be , nnd economy in such matters would prove very agreeable to the already overtaxed citizens who have to meet the bills. It seems to be the aim and purpose of some of the councilmen to get every cent they can from the city treasury , cither for themselves or for their favorites. The squandering of money and draining the treasury can not result otherwise than disas trously to the city. Ono can not help but admire their stupendous nerve , nor refrain fiom feeling curioubity as to what their nuxt move will bo , but lest their present policy of impoverishing the city should grow monoton ous , it is suggested that they adopt another plan and try for awhile to suvo money. Foi some time post the marshal has been clean' ing up the alloys at the order of the council , The parties owning the adjacent property were notified to do the work , but if they failed to heed thu order , the wort was done ut the expense of ttio city , The statutes provide that in such cases suit shall be cnteied against the parties by the city solicitor , but thus far no steps to re < cover the money paid out for tills work have ever been taken , und thecitUcn who failed U obey the orders of the marshal was Just EC much ahead. No additional ground will have to bo purchased , as that now owned by the city in sufficiently large to nccomodato the proposed building. When Mr. Moore locked up for the hlght ho loft one gas jet burning. Later Oftlccr Martin of the merchants1 police noticed that thcro was no light In the store , but ns both doors were locked , thought no more about it. Yesterday morning when the store was opened the back door WAS found unlocked , and the money ilrawer open. As the lock of the drawer has been broken for some time Mr. Moore has been In the habit of putting the change In n canvas bag nnd biding it under the counter behind a pile of cigar boxes. The thief was evidently aware of It , ns the bag containing about $11 was missing.
