THE OMAHA DAILY BEE SEVENTEENTH YEAK. OMAHA. WEDNESDAY MORNING. JULY 27. 1887. * NUMBEK ASTONISHING REVELATIONS , Chicago's Boodle Trial Bringing Oat the Pacts of the Big Combine , HOW THE COUNTV WAS ROBDED. Contractors Testify to the Knomions Sums of Money I'nidthe llnpuclons CommlsHlonniM For the Scour- IriK oT Contracts. Woreo Than Kxpcctcd. CHICAGO , July 20. ( Special Tclceratn to the Hm.1 : Overwhelmingly as everybody lias long understood the proof against the county boodlers to bo , only the few who knew what it really was were prepared lor the astounding revelations aheady made. First Lynn told how lie had robbed the county of over 812.0UO In two years , and by inference , nt least , proved that his associates were even greater rascals , for Ills testimony showed him to be a cheap sort of thief who was content with * moderate share ot the boodltt. Following him was the carpenter , Lobatcln , who told how ho had given up 8500 on' two different occasions for small jobj In the court house , Dan Wren Doing the collector. Then the Clews and their book keeper explained how McDonald , as the agent of the ring , had demanded handsome commissions on nil plumbing supplies pur chased lor the county , this commission to bo ndded to the purchase price ; and how Chairman KU-hin who , by the way , elected himself to the proud position by his own vote had urgud thepavmeut , pretending It would save the county money. Voslerday the Clybourno llros. told how they had charged the county 319 per carload for gravel which they preturiod to sell for SI I , and sent in a bill for l.ObC carloads when they had furnished only b30. The money stolen from the county in this way they had either paid In advance to get the contract or divided between Var- neil , the warden , or Kola1 , the milkman , to bo handed o\er to the ring. KoUo unblushIngly - Ingly admitted that ho had paid from 81,000 to S'AGOO per year to got his milk codtract , and Heissler , the baker , swore that ho had paid similar amounts for the bread contract. To-day Hipper , for along time the meat con tractor and agent of the rlni fer levying and collecting assessments from other contrac tors , which they were to add to tholr bills nnd collect from the county treasury , told tils story. The court loom was again crowded to-day when Jadgo Jamlcson entered the room and began tlio day's woik. F. W. Hipper , who for years has supplied the county with meat , mid who is generally regarded as the most Important witness the htato has , was placed on the stand and gave most sensational testi mony. It seems that Hipper not only paid for his own contract , but acted as ago- between for the other contiactors and the county commissioners. Nocontiactor could gut a contract without payln ; Hipper , and the latter related at length how thcsH various bums woio divided among the "boodlers. " The lirst witness was James W. Keo , a milk contractor , who told how he had to pay Hipper and McGarlgle fiom 81,000 to S1.500 rach lor every yeaily contract he secured , ho was followed by Hipper himself , who'-o testimony made to-day thu most sensational and exciting ot the county robbcis' trial , According to his testimony , there w.xs not a slimlo contractor who escaped tlio blackmail ol the "gang , " and even urn county physi cian , Dr. Hlntlmrdt , with other county em ployes , paid tribute regularly to the corrupt commissioners. When asked how ho made those payments , Hipper said : "I slinplv put thu money In their hands , or put it in their pockets. " "What sort of coats did they wear ? How did you find their pockets' . " ' asked General Stiles. "Oh , I always found their pockets. There was no troublu about that. " The following extract from the day's record will show how things were iranaged : "Do you know anything of a meeting ot 'tho 'boys' aitho Gault house during the jear of IBN'.V" "Yes. sir. "Ono thmiMUid dollars each , provided we would pay 51,000 to each of the commls sloners in this deal. " "Well , how many , If any , did you control your.iell ? " " 1 had no control over any.
