Howrfrd Ilamon , James Green and Willie Dtigan , three Omaha boys , were in custody hero yesterday. They had run away from their homes and had no money with which to got back across the bridge , and could not swim. They arc hold until their friends can send for them. The decision of the ourt will bo watched for eagerly , for in lie contempt proceedings the penalty is cavy , consisting of ? . 'Ie ' was yesterday sentenced to thirty lays in jail on the general charge of vag- ancy. Happy Children. Yesterday the little folks of the Homo f the Friendless were given an enjoyable rip to Lake Manawa. Express and 'bus men generously gave the little ones a free ido , and others contributed to their cn- ioyraent , so that they had a free ride , n free bath , frco ice cream and a jolly imo. The little ones were as merry as iould be , i nd as they started off for their .lay's recreation they went singing hrough the streets. Most of the inmates 'f ' the homo have few such days of joy , , nd the occasion was heartily appreciated by them. The children are said to bo better cared for than when the invcstiga- ' 1911 of the institution showed up such a tartling state of affairs. That invostiga- ion has resulted in some changes for the better that arc known. The policy of refusing to allow good families to adopt children from the homo has been aban doned. The appearance of the children , at least , indicates that they are getting better food and more of it , ami bettor care than at the time of the investigation. Brief ninzc. Yesterday noon a gasoline stove blazed up in the homo of C. W. Hunt , corner of Pierce and Grace streets. The stove had been leaking a little , and Mrs. Hunt had lust filled the gasoline tank. As she .ightcd the ( ire it blazed up fiercely. In attempting to put it out ono of her hands was badly burned. A lire alarm was turned in , but the blaze was over before the arrival of the department. The damage to the house was light. Some Advice. One of the best ways to help build up Council Bluffs is to give employment to workingmen , and then whun the work is done pay their wages. Those who try to shield and bolster up enterprise1) at the expense of those who earn their bread by the sweat of the brow , are equally re sponsible with those who refuse to pay those who have worked for them. It is all easy enough to shout and to scold. One instance is sullicicnt. A laboring man lives in a house hero owned by an Omaha man. The agent of the house is an attorney here. The workingman is honest and industrious. He worked hard and faithfully , and calculated on the $28 duo him , to pay the $14 rent , and have some money left with which to buy some necessaries for his family. Now that ho has earned the money ho cannot get it. The debt is not disputed , but the man who employed him says ho cannot pay him. The workingman tins no money with which to go to law , and there are such larger claims that his would bo swallowed up. The Omaha landlord demi > nds his monoy. and urges his agent in Council Blufls to force the col lection. The poor fellow knows not what to do. Ho cannot afford to lose $28 and his landlord docs not seem willing to wait until ho can earn another $33. These men , with plenty of money in their pockets , strut about and tell the poor fellow to keep still and let it go it is for the good of the city , and the enterprise must bo encouraged. Those who are shouting so hard should go down in Ihcir pockets and pay off tlieso workingmen. All enterprises giving honest employ ment to labor should bo encourage pro vided the workingnion are paid for their workIt is no benefit to the workingman - man to bo given employment if he is to bo knpt out of his pay. Work to build up Council Bluffs , but work to build it up on the sure foundation of prompt pay for honest work. Pacific house is the nearest hotel to the majority of real estate offices in the city ; $2 pur day. _ Wecdlnic Out "Black fibcep. " A captain in the regular army says in the St. Louis Globe-Democrat : r'Tho army was full of black sheep just uftcr the war , and for ten years there was n constant weeding out of the drunkards and gamblers. The army is a garden of paradise now comuared to its condition ten years preceding and ten years fol lowing the war , and the officers who seem to make it a part of their duties to bo drunk arc very few. Prior to the war the army was located on the frontier , and the mon spent their lives in the foris fur away from civilization. To drink , to gamble and debauch wore the results of thcso men's en deavors to undurj their lonely existence. 1 knew more than one commanding olli- cor who debauched the character of every young man under him by making it a sort of matter of reproach to any otllccr in the fort not to play cards or carouse with hhi ) . Habits thus formed were con tinued and impregnated the service. After the war the army was recruited by mon who had only practical experience , having como from volunteer companies. To them came the tradition of tinti-bol- lum days , the tradition that to be an offi cer in the United States army ono had to bo a jolly dog. The thing became fear ful and soon at headquarters it was de termined to stop the demoralization. What was known as the Bonzino Court of Inquiry waa formed , whoso objects were to inquire into the antecedents and character of ollicurs. No man was called before it who had not been known as ono of the offenders , and therefore to bo summoned meant dismissal. Many resigned rather than appear , but there w&s little difference between that and dismissal. Very few men in the army resign without good cause ; as Ben Butler - ler lias expressed it , "Few die and none resign willingly. " Hence up to live years ago it was pretty well understood what resigning meant. Now the old cle ment has been generally weeded out , and young otllccrs can go into the army with out having to become rakos. With the advance of civilisation there is practic ally no frontier and none of the reasons for the old regime. PUNCH PHOTOGRAPHS. A System to Wliloh Tourists Strongly Object. San Francisco Chronicle : When the tourist from the cast gets as far on his way to California as the Missouri river , his regular round-trip excursion ticket is "taken up" and another ticket , reading from his original point of departure to this city and return , is given to him in exchange. This is a now method , adopted by all the overland lines except the Atchlson. for the laudable purpose of preventing the scalping of tickets In this city. But while it serves this end , it is productive of a greater evil than that which it is intended to overcome. It ubjects the traveler to great inconvcm- nee , gives rise to disputes between him- elf and the ticket agents , and often troves an expensive matter for the pus- icnger , resulting in delays as well as an- toying , and what some travelers consider mpcrtincnt inquiries , and make the re- urn passage anything but plain lulling. Much complaint has been made in consequence of the 'ntroduction of tins system. The rouble all arises from the fact that the ickct given at the Missouri river by the vcrland agents contains what is called "punch * photograph" of the holder. This is supposed to bo a complete dc- crlption of the passenger. Along the margin of the ticket is printed in a traight column the following words , in mall , black typo : Male Female , Hllin Medium Stout. Young Mldillp-nml Eldcrlj. KYK Liirht Dnrk. lUii-Lliht-lnrk. UKAHU Mustache Chin Side None. The passenger is photographed on the ickct bearing his signature by punching out all the words that arc not descriptive of him. If for a male.the word "fomale" "s cut out by the punch ; if ho is slim , the , vords "medium" and "stout" are Hinchecl ; if his eyes are light , the word 'dark" is stricken out ; and if lie wears no beard , the word "none" is loft stand- "ng , while "mustache. " "chin" and 'side" are punched. Now.it is readily seen how a train agent passing hui- riedly through a crowded car is likely to make errors in describing his passengers on their tickets , and so far from being a ' 'photograph" of the holder , the mar ginal sketch often becomes n rank saricattiro. Even when the punch mark raithfully portray the features and figure .ho female passenger cannot always pre serve her good temper on looking at the picture drawn for her. A well developed lady of uncertain age is not likely to con sider it a compliment to bo labeled in cold type as "stout and elderly. " That , liowever , is nothing to the treatment ro- icivcd by a Boston girl on her way to Jaliforma who was "photographed" as i "female" of medium build , middle- aged , dark eyes and hair , with a side- beard. This description , while contain- 'ng evidence of careless , free hand por- ; raiture is not , however , as bad as that of an olive complexioned young lady who was punched as an elderly llmalc , " slim and with light eyes and hair and u chin beard. Tourist passengers on the overland trains often derive great amusement from a comparison of notes , or , rather , of tickets , but their fun is turned to disgust when they are told that they cannot secure return passage on the tickets when they have been wrongly portrayed by the train agent. They find none of the easy going ways of the Mis souri river railroaders in the rigid , ruld- hampercd agents of this city. When , after "doing" the Golden state they desire - sire to take passage homeward on the portion of their ticket still remaining unused , and think ing that the irregularities in their personal description will be over looked as a little joke of the train agent , they go to the Central Pacific ofllco to conform with the red-tape rule of sign ing their nani'is and haying their tickets stamped , they are surprised to find them selves hauled up with a round turn , and put to the alternative of remaining in the city or buying another ticket to their destination , thus paying twice for their passage. Before the ticket is stamped and thus made good for .the return trip , the agent must satisfy himself that the description and signature thereon tally precisely with that of the original holder. If thcro is only a trilling discrepancy the passenger , by making an extra ten-block passenger round-trip tour to Fourth and Townsend stronts , can sometimes make good his claim to being the original holder of the ticket. In any event , there is delay and annoyance , for no fault of the passenger , but in order that the arbi trary rules of the Southern Pacific com pany may bo rigidly enforced. Instances of the injustice of the now system are not wanting , and could bo pub lished by the column. One of recent oc currence was that of a young eastern lady who was rather slim when her punch photograph was taken , out a oriel sojourn in California brought her under the classification of "stout. " Being classed as slim on her ticket she could not , without much ditlicultv , ob tain return passage. The signature ex perts squinted at her handwriting through the microscope , and made her stand off to bo gazed at by the figure ex perts. Although greatly annoyed and , in fact , insulted by this treatment , the young lady bore the ordeal patiently and after an hour of dilly-dallying and sub jecting the ticket and its holder to all sorts of tests , the agents finally con cluded to grant the application for re turn passage , paid for two months be- forcr. A queer case was that of a gentle man and his wife whose descriptions had become transposed by the carelessness of the train agent and who had to dance attendance on the Fourth and Townsend street officials in order to have the mat ter sot right , thereby losing their tram and having to remain over another day. Eastern visitors who are not used to this sort of experience do not know exactly what to make of it , and they ask : "what kind of people are these California people ple , anyway , and whom do they get their ideas of the courtesy duo to travellers on their lines ? " _ A Great Singer. London Musical World : In ono of the many attractive environs of London Mmo. Jenny Lind Goldschmidt lives to day , passing her old ago in a most peace fill , happy manner. She is in her UOtt year , but is still youthful in feeling am' intensely interested in every miisica event. Among the greatest of the achieve ments witnessed by thn people of Vienna was that accomplished by herself , anil it must bo a source of great happiness to her to recall her triumph in the Austrian capital. To-day she passes quietly in and out of her homo , unnoticed except by these who know her worth as a friend and neighbor , and greet her with re spectful deference. Forty years ago every civilized country in the world know of her wonderful powers and was ready to do her honingo. She could not pass from her hotel door without encounter ing crowds , who would stand for hours to see her. Probably no woman upon the stagti ever hold precisely her position. There may have been quite as much curi osity to see other famous singers , and crowds have followed them , but thn people ple of two worlds respected Jenny Lind , and the old feeling has not died out.
