Charles Crowley aud Charles Cherod were like wise fined yesterday for the same offense. Fred Kclso had to pay dearly for sleep ing off a drunk on the Ogden house side walk. At n recent meeting called by the busi ness men of Panama , arrangements were made to celebrate the "glorious" on a grand scale. The programme presents in addition to all the usual attractions , several specialties of unusual merit. Hon. Charles A. McKiu/.io , of Dunlap , will deliver the oration. Friday evening , Mrs , Hasolton and her little daughter , and Mrs. J. E. llarkncss. were out driving , when the horse jumped at some object by the roadside , and the carriage was suddenly overturned. Mrs. llnselton had her ankle badly hurt , and the little girl had an arm broken. Mrs. llarkncss escaped witli some bruises , Tlio carriage was badly demolished , The public evidently appreciates the drinking fountain in Hayliss park. There is little opportunity for the dippers to rust. The water is kept cool by one hundred and fifty pounds of ice daily. The waste water causing the spot to be muddy about tlio fountain , the trouble is being obviated by tlio putting down of paving. The coming meeting at the driving park is to bo the greatest ever held hero. There was never such n list of en tries , and the races will be the best yet hold in Council IJluffs. With such liclds of horses there will bo a crowd of people drawn to this city. The chariot races will also form nn interesting feature of each day of the meeting.t t * The boys are getting too previous. The Fourth of July is not here and yet the nuisance of lire crackers is getting so that the city marshal is obliged to give notice that ho will arrest all offenders hereafter. Last evening some mischiev ous lad fired a cannon cracker in front of a barber shop on liroadway. The bar ber was so startled that in jumping ho cut his customer's chin very badly. West Point Appointment. Congressman Lyman , of this district , has been notified by the war department to nominate a person for appointment as n cadet to the United States military academy , nt West Point , from this con gressional district , the appointment to take effect in June , 1838. The person nominated must be be tween the ages of seventeen and twenty- two years , and a resident of this con gressional district. He must bo unmar ried nnd at least live feet in hcighth ; free from any infectious or immoral dis order ami generally from any deformity , disease or infirmity which may render him nnlit . for military Borvico. lie must bo well versed in reading , writing , orthography , arithmetic , grammar , descriptive geog raphy , particularly of this country , and of the history of the United States. Who shall receive this nomination shall bo de termined by a competitive examination by a committee of three competent gen tlemen to bo selected by Congressman Lyman. The examination will be held at the court room , in the masonic build ing in Council Ulull's , commencing at 10 o'clock n. in. , Friday , July 8a , 1837. At the above named time nnd place nil young men of this congressional district who desire this nomination and come within the requirements are requested to present themselves. A. Noodlosa Scare. There was a report yesterday afternoon that the Chicago , liurlington & Quincy railway had a switch engine with a force of men at the Ninth street crossing to prevent the laying of the motor line across Us tracks. The presence of the engine and the men confirmed the belief that the railway company proposed opposing the motor line , and possibly delaying it for some time by litigation. The first is that by some oversight the motor line folks neglected to give the railway company a guarantee that the crossing would bo made perfectly safa nnd secure. The railway company has taken this precaution to secure such a crossing and such u guarantee. The matter will bo adjusted immediately , and as tliu crossing need not bo put in at once , the work of track laying will bo rushed right along. The arrangements with the other railways have been all made satisfactorily , nnd the C. , U. & Q. matter can bo finally ad justed , as it is a technical objection simply. With the filing of a guarantee ngainst liability from accident , the cross ing will bo put iu without further ob jection. _ Foltowlnir the Law. There is au important section of the statutes , in regard to the filing of deeds , which has not been lived up to very closely in yoaM past. The present re corder , Mr. Thomas , having his attention directed to the matter , will hereafter not record any deed until the requirements of the following section are complied with : Sec. 1053. The recorder shall not file for record any deed of real property until the proper entries have been made upon the transfer books in the auditor's ollice 'and endorsed upon the deed. These , with the other im- irovements being made at the lake , will 'cndor ' this the popular summer resort of western Iowa. On the day of the opening there will be special rates given on all the railways running into Council .Huffs , and there will be all the desired acilities for getting to and from the lake , and all needed means of enjoyment. It s expected that there will bo several housand of people from all points of tlio compass. The Congro- ; atlonai church people have taken steps n the matter , and are completing ar rangements by which they will not only iccuro a financial benefit from thci day , jut what is still more desirable , will se cure the presence in this city of a largo number of the best ncoplo of the sur rounding country. The visitors arc to bo met at the lepots , are to bo shown such courtesies is are needful to make them feel at lomo , and secure the greatest enjoyment ind establish a more friendly relation ship between Council Blulls and all the country surrounding it. It will be a great day for Council Huffs , and the visitors , who como hero expecting a good time , should be so cor- lially received and courteously treated as o ensure for every one of them one of ho happiest days of their lives. Council Hull's lias many attractions , and the ipeeial beauties and enjoyments of Lake tlanawa will be in splendid condition on his opening day. 15y the arrangements ) cing made it is dillicult to see where visitors can get so much for so little money as by coming to this city on this opening day. Aside from such arrangements for ilcasuro as are under the auspices of the church folks , there will doubtless be other special attractions on that day , offered by private parties and by other societies. It is expected that there will > o some entertainment in the evening and throughout the city there will bo activity and life. n Justice. The history of the squabble about fish- ng in Honey creek has been a serio comic one. One of the most ludicrous chapters is that growing out of the arrest of David Dunklc , on the charge of being drunk and disturbing the peace. Dunklc , who is an old resident , is said to have jccn the chief advocate of those who tave been fishing with seines in the lake and creek. He has been a justice of the peace for a long time , sixteen years in all , and is still in ollico in Crescent. The L/'ouncil Bluffs sportsmen have rather > ) lamed him for taking the part of the illegal fishermen and causing trouble to those from the city 'who sought to stop the seining. It seems that some of the Council Bluffs boys , knowing Uuukle's weakness , resolved that the next time ho visited the city they would get him full an d have him put behind the bars. Ho was hero Friday , and the boys were very cordial. Treat fol lowed treat until tiio judge was pretty mellow. Then lie got to talk ing uolitics , a topic in which lie takes much interest. 'Squire DunKle , when sober , is very talkative and very excita ble , and when mellow the more so. Ho prides himself on his long and loyal dem ocratic service , and on the fact , too , that ho served his country gallantly at a few dollars a month , carrying his gun as a private through many a mile of tired marching , and being in many a hot bat tle. Ho was in condition to be easily an noyed , and when ho got started talking about the veterans and President Clove- land's battle fiug order , ho wr.s croatly excited by the combination of whisky , democracy and loyalty. Some one twitted him about having received a bounty of $700 to enlist in the army , and that made him iiottcr yet , and ho de nounced it as a lie. He called the presi dent some epithets not laid down in the rules.of etiquette , and when another dem ocrat reminded him that Clevolaiul was of his own party , he poured forth a stream of talk , loud and angry , and not parlor talk. A crowd gathered about , and Officer Stevens hearing the noise a block away , hurried to the spot and ar rested 'Squire DiinUle. After being in jail for a short time M. I ) , lirown went his bail , and the old man appeared yesterday afternoon for trial. There was a cloud of witnesses against him , but ho gave them a rigid cross- examination , serving as his own attor ney. He questioned them closely as to whether they thought ho was any drun kcr the night before , than he was then. II so , how much drunker. Ho conducted his defense witli shrewdness , making the witnesses squirm , and the audience smile. It was in his closing urgument , however , that he covered himself with forensic fame. He thought that if the time had como when a democratic soldier could not express his opinion freely con cerning a democratic president , the American nation , proud and glorious as it was , had better quit , quit , quit I "If I cannot come to Council 1 ! lull's and when attacked on the streets , with the charge of having gold myself for $700 , 1 can't express my opinion , I say , down with the Hag , and 1 had better go to Omaha or somewhere else to do my trading. If this time has come , and a man can't talk politics witli out being arrested on the heinous crime of being di unk andalsturbing the pence wo hau better go back to the days o Homo , when a man was afraid to say his soul was his own. 1 have about made up my mind not to have much to do witl politics after this. 1 have been abusci by republicans , and now the democrats thumselves abuse mo , a democratic ad ministration arrests mo for expressing my opinion on the streets. After this I'm going to vote independent. I'm for the nag. I'm for the country. I leave the case in your honor's hand , and if you're a mind to line mo , all right , I'll say auien , " Judge Aylcsworth , one of the demo cratie family , gave a very temperate de cision. Ho thought from the evidence that there might have been some con spiracy to got the 'squire mellowed up and to get mm in trouble. Ho though that Dunklo rather overstepped the line and that there waa some disturbance though not a very serious one.
