Jt is said that he is nsconipletc a wreck , physically , mentally anil morally , as the Merchants National i financially. He stands or sits , a hag- Kant ttutuhman over thu closed vauUs , waiting for the bank examiner to come from Washington , waiting for his senior and relative , Stebbins , to come to the roicue. Slebbins has done nothing e\- ccpt to telegraph his willingness to put up $50,000 to resume , if the public will put up enough more and guarantee con tinuous depositors enough and be real good tn the banks , to insure solvency and restore lost conlidenco. Hut there is no business future for either Stebbins or Fox in the "Hills. " The prime causes for the failures are speculation , inconi potency anil abuse of trusts. The prccip itatlng cause , perhaps , was Fox's break ing the stock market , but the decline of tin- concerns bi-gan long before that. The truth now sterns to bo that run NIVIH : : W\H MAN KNOUOII for so o.xten.siyc and perplexing respon- fcibilitics as managing a chain of banks in a mining country , liuforo Stobbms , bis relative , took him np his financial ex perience , 1 am told , was such as he could acquire in peddling sowing machines. Everybody except StebUins sees it now ; the Minacious and well informed eaw it mouths ago. They saw it when Fox's manners drove awaj friends and customers ; when largo loans on made qnate securities were made to favoritics when ho began to speculate MI stocks when whispers of use of collaterals , a hi Ferdinand Ward , and ugly disclosures of onii or two .suits at law to recover per sonal deposits were heard ; and when it was said that Fox wns stimulating to stand the btrain of so much responsibil ity. One incident , of many that are now at hut freely talked , may sullice for illus tration : Last summer , when that gal lant and bimply-honcbt old soldier , GINI : : AI , sruiims WAS HITIKID : : on half pav and left the Fort Meadq com mand , ho placed an order with Fox to purchase a thousand shares of Iron Hill , thu then price being $0. Fox expressed doubts as to liis ability to obtain the stock for that price , but promised to do his best. Weeks lapsed and Fox reported the order not tilled in his letters to Gen- urol Stnrgis. who had left the "Hills. " Meanwhile- price of Iron Hill was steadily declining. It ran along thus until Gunonil Sturgis returned to Deadwood - wood to find Iron Hill down to near a dollar Ho countermanded his order and was told by Fox that the stock had been purchased for his account at $0 and the 1,000 shares were tendered him. The date ut which the $0,000 was "drawn from the secretary's account in Chicago showed that the sum would have bought two or three thousand shares , instead of one thousand , in open market ; indeed , cir cumstances indicate- that the transfer of stock was not made until the minute that General Sturgis appeared to COUNTiilMAND : TIIK CHIWEH. The matter seems more affecting because the money was a trust belonging to the grandchildren of the Jolil soldier , a fact that I niu told Fox was apprised of in advance. In another similar case , that of Mr. lloldon , the cattle man , restitution was compelled irom Fox ; but the veteran was too sensitive and humiliated to go into court with the matter. It is gener ally believed now that Fox's break of the stock market was to stay the totter ing banks , but the manner of his mad ness had little method of remedy in it. There was a great boom in minning shares last spring. Iron Hill , the favor ite , went above $7 and thu entire list soared. Everybody went along. Mow companies multiplied , sonic of them based on a prospect hole and a stock cer tificate. Miners , merchantswashwomen navvies took hold ; the very editors and printers who had struck otf certificates at a cent apiece paid dollars for them a stamp aiid signature being added. A lo cal reporter told mo that ' "he had a trunk full of souvenirs of the boom. " TUBS CAME A KEACTION. Iron Hill went down slowly to $5. Every body tried to brace thu market ; to be a bull then was ns much a patriotic duty as it was in ' 01 to stand by the Union. while everybody ulso was whistling to keep his couniuo up and urging every body else not to soil , Fox , treasurer of the Iron Hill company , appeared on thu steps of his bank ottering largo blocks of the stock at f 31. It was usulcsss to boost when the olllcers of the company were cutting the legs from under their own property. It was n moat-axe blow through a strained nnd iullatcd balloon. Everything went to the "demnition bow-wows. " Iron llil ! came down by the run to about lifty cents. ( Jrticrs from outside stopped short ns grandfather's clock ; and as for homo capitalists , they wore loaded to thi ) guards already with stocks so tliero WAS no ono to unload upon. Shares could not bo hypothecated for loans. ly ! common consent and common neces sity forcible collections of debts wore suspended ; assessment for work on min ing properties were discontinued and sales of stocks delinquent on assessments already levied were waived in the case of homo delinquents. WITH FUUEIOK SllAHEHOLnEUS it was sometimes different , however. I know a case where an assessment was levied by the local directors on a stock largely held outside. When thu outside stockholders had paid in advance of date of delinquency , another mectins of the resident dircctorj was held and the as sessment declared off ; but no effort on the part of those who had paid could over secure a return for their money. In cue case the reputable olllcers of the com pany pleaded inability to return an as Bcssmont of ? tl.25. Everbody is a bull. Tlicrc n absolutely no short interest , and no dealing in fu tures at all. All day and every day they try to boost each other's stocks , while the crowd of speculators , ench lingering the little bundle of certificates next his heart , anxiously watches the black-board. The vete ran broker of the Hills said to-day : "There Iso little money that we have to deal according to our pile , nt present. " All arc unanimous in predicting another big stock boom Inside of six weeks with that optimism that is so characteristic of mining communities. Why .shouldn't they predict and work for it ? The iiilln- ciices against them are the undeveloped condition of most of the properties rep resented by stock ccrtihcatos and the scarcity of money. There is perhaps no stationary thing that hears more of the steady buof human con versation on all known subjects than the Hotel Register. The Register says : " 1 heard two gcntlumen in conversation here last night and one of them was a lawyer. Perhaps the other was , too. The lawyer says : 'I had a case this morn ing ; my client was rich ; first time he was ever arrested , and ho was furious with indignation anJ vowed he would spend hundreds of dollars. The charge was n technical violation of the sanitary law. Ho was guilty , however. In my argu ment 1 contended for his innocence. As the warm weather is approaching , it will bo necessary for shippers to pito morn attention to the manner iu which they pack their butter for shipment. The uitail urocors will only buy the best butter , and the appearance of the packages has much to do with selling tt. Ditissiii : Pori.TUY The poultry maikut has been devoid of any especially new feat ures this week , the comlltiou of the market being very nearly the same as last week. The receipts of chickens are about equal to the demand and the market steady at Sc for peed stock , with an occasional sale atOu for very nice stock. The demand for turkejs continues light , but the receipts have not been very heavy durini : the past few days. The bulk of the stock is selliuc at SS'Jo. Geese and ducks sell , In a small way , all the way from Sffijioc for good stock. GAMn There has been no game In this week. It being too early In the season tor ducks and cebe , and too late for othur kinds ot gai'jo. Porvror.B There have been afcwhomo- prown In this week , which sold fairly well. The demand for coed homo-grown stock Is good , but poor quality stock has to be worked oil at lower ligures. Iu a few Instances choice stock has been sold as high as 70c , but It would not be safe to regard that as the maikct. There Is still a liberal .supply of Colorado stock on the market which Is very choice and sells well.
