There never was a city more completely taken by storm thlm Council Binds. The boom struck it with all the force and sud denness of a cyclone , but unlike the cy clone there is more than wind , and that more is not rnin and devastation. Council Blulls has long had railway and other advantages far in excess of those pos sessed by most prosperous cities. Despite these advantagcs.and the fact that Omaha with all of its wonderful growth and bright future is just on the other side of the river , properly has been ridiculously low hero and inactive. Ton days ago the boom struck the city , nnd such a scene of excitement as has been kept up since has seldom been equalled in any city. Each day new capitalists have appeared with their pockets full of cash eager to snatch at bargains. Every day has seen some change of piospoct for the better. Each day has seen tlio sales swelling larger and larger. The news of the passage of the bill for the building of another wagon bridge has incieased the excitement and strengthened confidence. People are coming in from all parts of the country , cast and west , and deeds cannot be made out fast enough. Abstract men are way behind with their work , real estate deal ers are kept up day anil night , and every ollieo of this sort is still crowded till mid night. The picture cannot be overdrawn. The shrewdest and sharpest business men seem to bo as much rattled as the lesser ones. Ono of the bankers re marked , when asked for his advice about a purchase , "To be .frank with you , I've lost my bearings. 1 don't ' know what to say. " Another heavy property owner hero expressed his feelings , "I don't Know what it means. The boys have just taken up the reins and they have run away from us old fellows. " Another told the Biu man. "They're dealing too quick for mo. hast night I saw two lots advcr- tisco in an evening paper and this morn ing 1 went to the man early to bo sure and get them. Why , bless your heart , they had been sold twice befoio I could get there. " It's too quick for me. " The assurance that another wagon bridge is to connect the city with Omaha has added fuel to the llames of enthusi asm. It seems equally well settled that a union depot on Tenth avenue will bo built tin's season. The work already started in and about the transfer bhows that that portion of the city will be quickly bottled up. The new wagon , railway and street car bridge of the Union Pacilic will soon bo finished. The build ing of a largo now hotel , in fact the ar rangements for numerous such great en terprises , began to assume tangible shape about the same time , and this fact , to gether with the wonderful cheapness of nroporty.has caused the boom to start bo suddenly. As tlicbOj plans progress , ana the actual work begins the boom cannot but increase in si/e and permanency. One gentleman oilers to bet if 100 that Council Blulls will have a population of 100,000 in three ycara. He proposes that the money shall bo deposited in the bank , and allowed to rest at interest , the win ner of the wager to take the amount with thfi-nterest. One ot the singular facts of the boom is that there is so much activity when the weather is so cold that onp cannot got about to look at property without danger of having the cars or nose nipped. The DCS Moines Hcgistor is sour. It has been trying to maKe some stir for Us own city , nnd now it looks at the genuine prosperity of Council Bluffs , and sneer- mgly says : "Trying to manufacture a boom. " The other papers of the state are giving the city credit for being so wido-awako , but the Register can nee nothing good unless within the limits of DCS Moines. To the Edi tor of the BIK : : To give yon an idea of the trials and vexations that assails the eager speculator in Council BlulYs , I will vo you the sketch of the deal of ono lady. 1 thought I would try my luck nnd having some money in bank at a low rate of interest I had an idea that I could do better. Why couldn't I speculate as well as a man ? I speedily found a very allablo dealer , who had "Just what I wanted , a beautiful lot for $300 , one-third down , and it would bo surely worth $100 more in loss than a mouth. " I went to ho bank after $10 to pay on the con tract , to bind it until the papers could bo made out. On returning to the real es tate ollieo and when I olletcd the money 1 was surprised to be told that tiie agon t had made a mistaKo. It must be one-half down , instead of one-third. I was bound to speculate any way so 1 agreed to this chance and the contract was made out. wont homo to think of myself as a spec ulator in land , and to decide what was the very least price I would take for mv bargain. I wouldn't sell until the boom was at its height. I had just laid aside my cloak , thinking of the genuine seal skin that would boon take its place , out of the prolits of the deal , and how sur prised my husband would be. when a messenger boy rang the bell. Ho brought word from the agent that there was an other hitch in the deal. The owner would not sign the deed. lie wanted $325 for the lot , one-half cash. I put on my things , took another long walk through the cold , and the storm , wishing I had the desired sealskin then , and half frozen arrived at the real estate ollieo only to bo informed that a misunderstanding be tween the owner and the agent had caused me to Ipso my bargain. I was naturally indignant , but tlio agent pleaded so hard to bo let oil' , and not censured. Ho said that life was hard enough with him at the best. Ono man had that morning threatened to sue him for $1,000. Another had threatened to pound him. Ho was beset by perplexi ties , and now to have got a woman to scold him , it was too much. I took back my $10 and went homo sadder but wis r. The parting words of the agent still ring in my cars "I'm sorry , for I know j'on have lost $1"0 by this. " I have quit speculating , and given my spare money to my husDand to speculate with , ho promising to give mo n sealskin out of the prolits. A VICTIM. A tilt : Tiling. F. J.
