The institution of which I wish to spunk ia the Nebraska Btiito pctiitnntiiiry , It was my fortune very recently to pass a couple of hours in conversation with a man who luui served a short term in our fetato prison and who favored 1110 with u highly entertaining and intel ligent account of Ills Rxpurionco while working ot t his sentence. A brief : io- count ot Itis case is necessary to explain why his evidence was miltlcicnt to con vince me of the truth of his ahsoi lions and also to give your readers an understand ing of Ins situation as a disinterested wit ness. He was convicted bv a jury con trary to I he expectations of jnilgo , prose cuting attorney and all the belter class of the community who were familiar with the details of his case. 1'or some reason a ne\v \ trial was not procured , al though I am reliably informed , one would have been granted had the matter been properly attended to at the tiiuo and hud tlio nrisonor requested it. Under tluvse circumstances ho went to prison jn Lincoln , accompanied by a pe tition signed by the judge who tried him. the attorney who'prosoeiiltd him and many mlliiential citizens of the commu nity where this case arose , requesting good treatment for him , at the hands ot the people in charg'o of the penitentiary. He informed mo that as to his own treat- moni ho could not complain , having been well fed and treated more as au employe than a prisoner , but said his heart bled for the loss fortunate convicts who were not allowed the privileges alloted to him. His account of the sitHuringt ) of those men was distressing in th < j extreme. While many of the evils mentioned by him may be necessary to the proper management of such institutions , 1 feel certain many others can and should be speedily remedied. His first complaint against the manner of conducting the prison related to the attention ami earo lurnishcd to sick prisoners , and among the examples given ot the neglect and wilful disregard of duty , is thu following : A young convict who had , L think , live or six years of his term to serve , was taken sick. It was conceded that ho was unable ; to work , so ho was at the time in question left in his cell , whu.ro ho was visited by the so-called physician in charge. The .young man begged of the doctor to allow him some other food than the revolting "hash , " which seems to be a part of the institution. Ho was informed that hash was gooii enough for him , and iho guard was instructed to give a iloso ot medicine which he did , and which proved to bo a violent cmetio from the eil'ects of which the young man was very sick all night. At the time of swallmying the dose , which ho was familiar with , ( it being customary to give such ilrnirs on nearly all occasions to the common prisoners ) no remarked to my informant that ho would never take another dose of that kind. The day following the above mentioned treatment the young man by some un known means got possession of a pocket knife and severed his jugular vein and was sent home a corpse. While suicide may not bo unusual in prisons , certainly it should not be fos tered by such malicious treatment. It is not to be presumed _ that the legislature provided medical aid for convicts to tjio end that they bo iven medicine whose only efl'ect is intended to keep them from calling upon suoli aid the hccond time. No one could listen to the account that 1 listened to without becoming convinced that there was something materially wrong in the administration of the medi cal department in our state prison. I\ly \ Informant says .that tlio cell's are intestcd with bed bugs and roaches in great numbers. That although there is much food , which is good and would bo a common luxury to the convicts , carried trom the tables of the guards and ollicers to the hogs ; every scrap , no matter what its condi tion , loft by a prisoner is saved and mixed with the hash of ftituro meals , of which htid : meals mainly consist. 'I hiw hash is represented I\H a. disgusting mix ture , plentifully seasoned with Hies and roaches in the summer , sickening to now convicts and only eaten by the older ones from sliour compulsion , it being preferable to starvation. Another st-oniim ; trouble is that orery oflunso against the regulations of Iho prison receives exactly the same punish- iiiei-t the convict who slays his guard and the one who upeakfi without permis sion each going to the dungeon and losing the chance to shorten his term of sentence by good behavior. 1 profess to know nothing , personally , about this matter , nnd would certainly dislike to create any false impressions with regard to the management of the prison , but if the half ot what 1 am told in- true ( and I cannot disbelieve it under the circumstances ) there is much need of prompt action in this mattci and 1 simply wish to sound the alarm that wrongs may ho righti-d if thqy exist , trusting this will meet the oyiss of people who ai in posi tion to mnnd matters.
