TT XtutntAiiA , Neb. , Nov. 10. - [ Correspondence spondence of the UKI : ] A ynar ago this month i wrote and published in the Chicago Tribune a paper on the army which was copied into Iho HKK. The object of the paper was to show our con- grcs nipn that the army needed no now legislation on the subject of retirements , except to make the law for compulsory retirements take ell'oct whou olllcors bo- cinto sixty-two years of ago instead of sixty-four as at present. The paper was severely rrlti/.ised as "misleading and holding out false hopes ot promotion to the junior olllcors of tlio army. " That part of Hie paper which was most severely condemned wns the follow ing : "Now it wo go into the next year , 18riO , we find llvo ( t i ) colonels of infantry will be retired by compulsory retire ment , being sixty-four years of ago , VI7. : ( { Illinrl , Mnrohl , IM. \VllUlns , AiiKim 1 , l"vSrt. 1'otti'i , October W , 18 ( i. Wliivtlcr. Oetobur Ifi , isSfi. liimlluy , Di-ceiiiber 1U , Ib O. So wo will have live now colonels of infantry certain next year , Chambers Yard Hli.ss Gibson and Anderson. So , too , we \yill have live now lieutenant colonels in infantry. Smith , Poland , Pearson , Jordan and Jewell , These in turn will give us live new captain.- ! , live new first lieutenants anil they will make room for live now second lieutenants. Hut compulsion retirements in ItttiG will not be the only cause of promotion. Death , sickness and voluntary retire ments will as usual swell the li.st so that wo shall likely have in 1880 , seven now colonels , eight new lieutenant colonels , ten now majors , fifteen now captains and eighteen new lirst lieutenants in infantry. " This statement was thought to bo ox- tiavagant and "misleading to congress men as well as holding out false hopes to the juniors of the army. " Well , the year 18MJ has now nearly passed and wo can see who was right and who was wrong. Kirsl , wo have lor new colonels , 18bO. Uftttciumt Colonel Chambers , vice Gilbert ictired. Lieutenant Colonel Yard , vice linger , pio- niotod brUiuliiT. Lieutenant Colonel Bliss , vice I'otter , promoted meted bilk'adicr. Lieutenant Colonel Gibson , vice Wllkins , letlrt'd. Lieutenant Colonel Anderson , vice Hunt , died. died.Lieutenant Lieutenant Colonel Townsend , vice Wil- cov , piiunoted britt.uller. Lieutenant Colonel Ciotlon , vice \Vhlstler , retired. There will still bo one promotion to the grade of colonel in this year , \it : Lieu tenant Colonel Kobort La Motto , vice Colonel Luther P. Uradley , who retires December Itf , 18SI ! , being sfxty-four years of ago. So wo will have eight now col onels of infantry in ItiSG instead of seven , as I predicted. Now , if we go into the lieutenant colonels wo tind the following promo tions : .Majov I'olaml. vice Chambers , uromoicd colonel. Major I'carson , vice Yard , promoted colonel. Major Jordanvice Hliss , promoted colnnol. .Major .Jowett , vice ( libaou , promoted colonel. Major Urayton , vice Anderson , promoted colonel. Major IJusli , vice Townsend , promoted culonol. Major Dates , vice Crofton , promoted colonel. Continuing to the list of captains , wo find : Captnln Urndy , major , vice Lieutenant Col onel Poland promoted lieutenant colonel. Captain Andiows , major , vice Liouloannt Colonel Pearson promoted llentennnt colonel. Cupttiln Head , major , vice Lieutenant Col onel J01 dun promoted lieutenant colonel. Captnln 1'urke , imijor , vice Lieuteimnt Col onel Jowett promoted Ikmteuiiut colonel. Captnln Theaker , major , vice Liciitcnnnt Colonel Urayton promoted lieuteaantcolonel. Captain Lyster.major , vice Lieutenant Col onel Bush iHoinotL'd lieutenant colonel. Captain vnnvidzali , major , vice Lieutenant Colonel ltalci i > iomotua lieiiteiiant colonel. Cnptidn WlUotf to bo promoted , vice Drum to be promoted lieutenant colonel. Tills fulls two short. If wo look at the captains of infantry , however , WQ lind that lirady , Andrews , Head , Parko , TheaKcr , Lyster. Vnnviil- 7ah , Stacey , Schwan , Clous , Jackson , lieach , Alurdock , Courtncj' , McDonald , Kvans , Mitchell and \Vliitnoy have all disappeared from the list of captains in 1880. There tire eighteen of them in stead of fifteen us 1 predicted. The sub ject need bo pursued no further in in fantry as the eighteen captains make room for eighteen Ural lieutenants , who , 1 claim , would receive their captaincies in IbSK , in infantry. Do not understand mo as objecting to bo criticized. 1 like that , only iprofer to have thu critic know more than 1 do and correct mo when 1 make mistakes in stead of blundering worse than the one he asaiimcK to crilici/.o. The olliccr ( and ho must have been nn otllcer for no civilian could writu as ho did ) who ns- sumed to reply to my paper on the army written last November did not know what ho was saying about promotions ami 1 think ho will now admit it himself. How lasfaroll'on the cavalry and ar tillery as ho was on the infantry , but quite correct on the stall' corps , from which fact I surmise ho belonged to that corps. Wo will not quarrel , however , and I promise him tlio "prophet" will not prophecy for lt > 87 , but leave- all to himto inform us what promotions wo may expect in the next year. Since the Bin : published the long list of army reiiromenls 1 sent it , I have had many inquiries from ollicor.s of the army as to the remainder of the list. Ills no small labor to get up a correct litt , but I am now compiling one from 16i ! ) ( to 1000 inclusive , nnd as soon as it is completed 1 will send it to the Bin. : Those inter ested can look out for it in about two weeks. Moat of tlm inquiries about dates of retirements come from the cavalry , and ag I have about completed the field ollicor.s . and captains of cavalry , 1 will append their retirements hereto : Oidfrt ot retlri'ini'iits of lluId ofllccrs of the cavalry corps , United States army.
