It is not to bo domed that there is n
considerable drift of opinion favorable
to the view that the time is not remote
when it may bopomo oxpedlont. if not

been lending in this direction for year- ,

extended reference lo this matter in con

the conditions inimical to labor.
Senator Sherman remarked thai wo
should not be so anxious as wo have been

natural to encourage Midi immigration ,
and all the conditions favoring it. There
came to us from all European countries a

pire. Wo had in 1883 in thi * country

laborers have added enormously to our
wealth , nnd have made us what we are ,
but now with changed conditions there
is a growing feeling that oven so great a
good may have clcmcnls of danger in it.
Thu linu was Jirst drawn upon the
Chinese , and we have by general consent
gone lo the extent of practical prohi
bition of Chinese immigration. Another
indication of public opinion is that on
the 20th day of February , 1SP5 , congress
almost without debate or division parsed
a law prohibiting the importation and
migrations of foreigners and aliens undur
agiotiiuonl or contract tn perform labor
in the United States. Hy the act of Au
gust n , 18 * . ' , n duty of fifty cents is levied
upon each passenger not a citi/.cn of the
United States , who shall come by steamer
or sailing vessel to the United Slates from
any foreign port to a port within the
United States. And if there Is found
among such passengers any convict , lu
natic , idiot , or any person unable to take
care of himself without becoming a pub
lic charge , then such persons .shall not bo
permitted to land , hut must be returned
to whence they came. "lam not sure , "
said Mr. Shcrmun , "but that the princi
ple of these laws may not in time be OK-
lended to oilier objectionable classcn with
great benefit to our country. Suilicient
to say , that with our growing population
wo must commence the .stuuy of those
problems of social order and employ
ment that have occupied the attention
of European countries. Yo mudt cul
tivate a stronger national feel
ing. The civil war bns removed the
great cause of our dissension. Let n
feel that as members of the great Ameri
can family we are all akin to each
other , that we cherish the same Hag ,
enjoy Ihe same- liberties , arc entitled to
the same protection , and are common
heirs of an inheritance of free institu
tions founded upon the valor and wisdom
of our ancestors , and preserved and
strengthened by this generation. " It is
certainly significant when a distinguished
statesman like Senator Sherman , always
careful of speech and knowing his
ground perfectly , thus commits himself
to a large body of his constituents in
favor of discouraging a too free immi
gration , and to sugKusts at least thr.t thu
subject is worthy of serious general con-
sidenvllon.

The recent seizure by a United States
cutter of two Canadian vessels in Hohring
strait , on the ground that they were
eatc.hing seals in walers coded lo Iho
United States by Kussia.-will undoubtedly
aflbrd the state department another op
portunity to oxuound international law
in connection with Iho sea rights of the
United Stales. These scly.uros were
ellcctecl sixty-live and 120 miles from the
nearest land , nnd wore made under the
act of congress passed in 130S , making it
a penal on'onsc to kill uny fnr-bcanng
animal within thu limits of Alaska , or
the waters thereof , except by permission
of the secretary of the treasury. The ob
ject of the act was to prevent the extinc
tion of the fur-bearing seal by the inpa-
city of teal hunters , as was done in the
"islands in the south Pacific that were for
merly a favorite breeding ground of the
animal , but arc now entirely deserted.
This is the lirst application of Ihe act ,
and it has raised several very interesting
questions. One relates to whether Rus
sia had the right to convoy to the United
Stales , as it did by the terms of
its treaty In connection with tto sale of
Alaska , the greater part of I5ohring
strait ; another is whether any foreign
government will rcco ni/o such a right
under international law ; and still another
is , what is n closed sen ? which it seems
has never been positively determined by
International law. The treaty rights of
this country in Buhrlng slrail which
was held by Russia lo bo n closed so.i
have never been tested , but tt is rpdto
probable Hint thcso occurrences , which
denote n determination to carry out tlio
act of congress , will open up a contro
versy which will settle the above ques
tions. It is also suggested that the constitutionality -
stitutionality of Iho not might very prop
erly be made a subject of test , since its
oiled is to grant to lliu Alaska commer
cial company n monopoly of the right to
catch seal in Uohrlng strait. The matter
derives additional importuned from the
fact that tlio lease or franchise of the
Alaska company will expire Jn 1890 , and
the next congress will have to consider
Iho question of its renewal ,
TIIK proposition to establish a line of
steamers butwocn Now Orleans and Rio
Janeiro is meeting with considerable on-
conrngomnut. Three steamers will bo
required for n monthly service , and it Is
estimated that the cost of thu licet will
not bo over $ : 0,00a. , The Ur.v/.nlian gov
ernment is strongly in favor of giving a
Inrgo annual subsidy to the enterprise ,
and thi merchants of Kin Janeiro are
very enthusiastic ever the projoel. They
sent the United Sta'o-J consul to the
NuwOrh-ans board of trade lo ndvoonto
the establishment of the line , nnd to as
sure that body that they would duplicate
the amount of stocK suhseribod in Now
Orleans. That such a line of fteamcrs
could bo run profitably there does not
seem to be much doubt , oven if it receives
no subsidy from the United States. Our
government has put itself on record
against subsidies of all kinds. The Now

saying this much we are not to bo misunderstood -
understood ns desiring to discourage tlio
Brazilian steamship undertaking of our
New Orleans friends. The government
spoon in all sueh ca e in time * past has
proved a delusion alid a snare. It neither
permanently extended our commerce nor
enabled us lo build up a prosperous mer
cantile marine. We have unlimited con
fidence of the suece.sH which inn-it at
tend a private enterprise of the kind if
on a solid basis , and in responsa to some
ascertained business or economic require
ment , but none whatever if It is to de
pend upon treasury gratuities.1
Jrixii : MANNINU , who will succeed Jlr.
Jackson as minister to Mexico , i * well
spoken of , and there is reason to expect
that ho will make u satNfaetory repre
sentative-oi the government in the "sis-
lur republic.1 Whatever exigency may
have existed in connection with the still
pending matter of dinuronco between the
two countries has passed , and what re
mains in controversy will bo settled by
the deliberate- and unimpassioued
methods ofdlplomaoy. The United States
government will doubtless iiiMst upon a
modification of lliu obnoxious laws
which were brought to Unlit in the Tut-
ting case , and it is hardly to bo supposed
that Mexico will refuse to m.ike a conces
sion in this direction , since it appears
that she is-altogether siniruhir in respect
to these laws among countries having in
ternational relations with cacli other. It
may not bo an a flair of a day. however ,
to overcome Mexican attachment to old
forms , and care and disoret o i w'll need
to be used. There K reason to believe
from what is said of Judge Manning that
his judicial cxneiiunco and temper pe
culiarly lit him for this delicate duty.
The country will bo gratified to find that
the administration has not made another
mistake in his appointment.
Tin : policy of Ihe Canadian govern
ment in striking a blow at the shipping
interests of the United States whuiiuvci
it can find opportunity for doing so , is
supremely narrow and stupid. It more
over denotes a malicious disposition
which should not appear in the sober
and deliberate acts of a government ,
particularly in its relations to a contigu
ous nation. A case in point is the rcccn t
decision of the Canadian minislcr ex
cluding vessels of the United States from
going from one Canadian port to the
other lo get cargoes , which , it is poinled
out , will Inivo a disastrous cil'ect upon
the Georgian Hay trade , as it doubtless
will , if enforced , upon the trade of other
localities which have hitherto been freely
accessible to American vessels. If the
Canadian government is foolishly expect
ing to force concessions from the United
States by proces-es of this kind , it will
certainly be disappointed , while it' it
should compel a policy of retaliation ,
Canada would unquestionably bo the
greater snllorer.
Wi : are assured by Dr. Miller's paper
that the now public printcrMr. Benedict ,
will attend to his duties "in n lirst class
manner1 , because as a printer , business
nmn and democrat ho is above reproach.
We haven't the least doubt of it. The
first duty of the public printer is to fill
the cases with and provide "phat takes"
for political strikers and lifers , who have
boon running country weeklies in the in
terest of congressmen. The next and
more profitable business of the public
printer is to trudo at old iron prices the
printing presses and machinery , which
his predecessor has bought at list prices ,
for other presses and machinery. The
commission on those trades will enable a
man who Is industrious and economical
lo accumulate about iflOO.OOO a year on a
salary of § 4,000. With proper business
tact the new public printer will bo able
lo keep Iho wolf from the door and buy
Iho Omaha ILruhl at the end of Cleve
land's term.

the congressional convention. Church
has operated in Lancaster county for a
number of years. His drafts upon the
property owners of Lincoln have always
been honored nt the point of the ballot.
Even the saline con tractors have remitted

sometimes under protest. Wo remember
seeing a lotlor which contained one of

The return of Prince Alexander to Sofia ,
wjth n pDpulnr welcome of tlio most dem
onstrative character , while it appears to
have been received by most of the na
tion with great satisfaction , has evi
dently not improved the temper of Rus
sia , whatever changes it may render nec
essary in her plans. The spirit shown In
the answer of the c/ar to the conciliatory
note of Prince Alexander is very far from
being amiable , and the closing sonl'j ncos
suggest the wrankling of a bitter feeling
of disappointment nnd resentment which
may readily be viewed ns n menace of
further trouble. Tlio expressions in
European diplomatic circles , so far as
they have been obtained , tire not whollj
loassuring. While there is a concurrence
uf opinion that Russia will
for the time being remain an
inactive spectator of ihe events
incident to the resumption of the govern
ment of Bulgaria by Alexander , it is ob
viously the belief that the designs of that
power wjll merely bo held in abeyance ,

it is in process of settlement complica

ity of a European war is not necessarily
removed by the return of Alexander lo
Bulgaria.

Political afl'nirs in England present no
new features of striking interest or im
portance. In the hoiinu of commons on
Thursday night the address to thu queen ,
after the amendment of Sexton was voted
down , was agreed to without division.
Sexton's amendment called upon the
government to reassert the law in Belfast
and restore the authority of the constab
ulary in the section ot the city from
which it had been excluded by vie
lence. The amendment had be
come unnecessary by reason of the
fact that the authorities had taken
possession of the disorderly portion of
Belfast , Shank Hill , on Thursday , and
maintain control there. There is no
abatement of y.eal in the liberal ranks.
At a meeting of forty advanced Glad-
stonian members of parliament , Mr.
Alfred lllinsrsworth presiding , it was
unanimously resolved to favor a forward
and aggressive policy. It was also de
cided to notify Sir William Vernon liar-
court and John Morley that the meeting
desired that the home rule struggle , com
menced at the recent elections , should bo
strenuously maintained.

The meeting in London a few days ago
of (10,000 workingmen at whieh there was
a very free express on of socialistic doc
trines , is noted as indicating that the
spirit of discontent among thu working
classes of England has assumed immense
proportions. The ngrieuUural classes ,
too , have been brought to the vorg'e of
ruin by American competition , and it is
snid that thousands o ladings have be
come so nearly worthless that the rent is
only nominal. IVn years ago there was
not a handful of .socialists in England. To
day , at twenty-four hours' ' notice , 50,000
can bo summoned together in London ,
and all her great clfiea lre honeycombed
with thorn. To what iinjiy thcso bearers
of the red Hag not sw IPto in the coming
ten years if discontentclntiniies to grow
as rapidly as at present * Altogether the
situation in Eiiglamrpro-icnts some threat
ening aspects. Thu Irish question still
divides her people. 'Her agricultural and
industrial classes are growing more nnd

terial counsels. Her markets arc being
eaten into , and the worm of taxation is
at her vitals.

If Russia wore to .Utcmpt a bold mili-
lary movement for the possession of Bul
garia , which many regard as n not im
probable occurrence , she would find no
insignificant forcu to confront her. Tur
key , Bulgaria , Scrvia and Roumania can
bring into the field 400.0CO soldinr.s.but if
the c/.ar makes a sudden move ho might
gain his object before these men could beget
got together. There are at pres
ent over 100,000 soldiers , comprising
several regiments of the splen
did imperial guard of Russia , massed in
Bessarabia , whence Ihey can be qiiickly
moved by transport ships to any vantage
point determined upon , while the Black
Sea licet is in readiness toco-operate with
thu land troops afterword , U is not
likely , however , that the powers in inter
est will permit the nisclves to bo taken un
awares. They have just learned a lesson
in Russian audacity that will keep them
actively vigilant for some time.

proper , which is said to be in contempla
tion , should bo carried into ollcct , the
movement would , no doubt , tend to give
homogeneity to tlio population of the
principality , but it is not easy to see in
what way it would strc-iiirthen the posi-
lion of the sultan. Whilu Mussulmans
remain in Bulgaria Prince Alexander's
su/.erain has some subjects there who
may bo expected to remain loyal , but
should they migrate ho will have none.
The porto , however , is said to be Inclined
to encourage the movement and some of
the Mussulmans are nlnmdy on their way
to Armenia.
