STOCKS Stocks were dull and drooping.
The market opened k@ > fclov\cr and further
declined XWfa but the extreme fluctuations
were generally wjtliln 1 per cent. On a slight
rally during the forenoon the highest prices
were reached , and the lowest quotations were
made generally In the last hour , from which
thcrowas a small reaction and gain , with a
downward tendency at the close. The gen
eral weakness of the market Is attributed to
the unsettled condition of railroad traffic ,
growing out of the stilkealrcady in existence
and those that are threatened.

A hollow stool float eighty feet square ,
anchored in mid-ocean , and bearing a six
ty-foot light tower , is the suggestion of
an English inventor. Ho would have this
known as a harbor of refngo in d-stress
or a plnce for transmission of siiip nrivvs
by telegraph , and us a wcall.or station.
The saving of cost in cable telejrnvwhing
alone by the nso of relay instruments on
this lightship would , in his opinion , he
suflicicnt to pay its current expenses. Ho
undertakes to provide secure anchorage.
stability , and harmless deflection of
