During his exhibition a rope on the roof became loose , which caused tlie wire to suddenly drop about ten inches and him to fall. He caught the rope with his balance polo and consequently re mains in a condition to go through the same exhibition this alternoon at 3 o'clock. Property owners on several streets are anxious to have paving ordered , but tlio throat made by some parties to attempt to restrain the collection of taxes for what paving has been done , causes the council to go .slow about ordering any more paving until it becomes apparent what these parties in tend doing. It is to be regretted that this whispered tight against the assessments should be started , as it has a tendency to retard improvements , and cattso general distrust and demoralization. It is thought that the move will end in talk , and that the improvements will go on without any further jars or contentions There seems to be a disposition on the part of tlio present eity council to see to it that the now city woighmastor is pro tected in his olllce. and that he secures all the fees and emoluments belonging to it. Heretofore the business of weighing has boon done by private parties , and the city weighntastcr has been allowed to sit down and fold his hands in idleness , while others reaped the profits. The city is entitled to 20 pur cent of tlio receipts of the olllco , and by allowing the busi ness to bo done by private parties the eitv has been deprived of its share of the proceeds. It Is proposed to make a change aud let the weighmaster have the benefit ot'the ollice to which the people has elected him. At tlio same time the city will secure the per cent due it under the ordinance. Tlie city council met yeMorday after noon as u board of cquali/ation , and listened to the verbal complaints of citi zens who felt that their persoilal propel ty hud been assessed too high. After spending in hour or so In this business adjournment was taken as a board of equalisation until U o'clock this after noon. The aldermen then met as a city council. C. Haldane made a verbal petition to have the tilling of Seventh street con tinued from Ninth to Tenth street. Re ferred. Petition of A. J. Ciittenden uskinir that eel lain propel ty tnud lor agricultural jiurposes be exempted ftom city taxes. Referred. W. 11. Campbell petitioned for $100 damages , on account of the sewer ditch running near his property corner of Fottileentli street and Seventeenth avenue. A lamp post was asked lor at the cor ner ot First avenue and Ninth street. Referred. Henry Palmer a&Ked that $100 be al lowed him for eight feet frontage of his lot on Pierce street taken years ago tor street purposes. Referred. Fred W. 1 lulu asked for relief from cltj * taxes on land being used for agricultural purposes. , J. Leut/.ingpr and Fred Let/inger asked for relief from assessment lor Broadway sewer , claiming the tax to bo erroneous and unjust. Referred. L. M. Ayle.swoith and W. P. Wiyht- man protested against a sidewalk bemir laid by their property on Broadway , as ease was being started here the property relieved from city ta\ca , being used for agricultural purposes. Some of the express men complained because the busses were not forced to pay common carriers' license. There are six busses and numerous carriages running , it is _ claimed , \\ithuut paying license. Lewis & Arm ! petitioned lor permission to run busses without a license. This was rejected. Petition of property owners on Upper Broadway was presented asking that tlie street iu that part of the city be paved with cedar blocks. Laid over until next monthly meeting. C. L. Besley and W. \Vightiuan asked for exemntion on _ certain lauds from city taxation , being used for ag ricultural purposes and not divided into lots. Referred. Henry Do Long petitioned for a reduc tion of taxation on a certain lot , there be ing a clerical error. Grunted. The telephone ordinance was again brought up and referred. Petition of propel ty owners was pro- scntcd asking the council to order Fourth street , Irom Bro.tdwuy to Willow avenue , paved wilhcedai block. Placed on table. Sidewalk petitioned lor on south .side of Broadway , from Chicago & North western depot to Sixteenth street. Mitchell Vincent proposed to the coun cil that ho be allowed to proceed with the extension of the new sewer ditch irom the city limits to the cut off lake , under tlie contract claimed by him , the work to proceed pending the litigation , and he to receive 18 3-10 cents a cubic yard on the engineer's estimates , that being the aver age of the bids received by the council. In his petition Mr. Vincent states : "This work was let in three contracts , the first extending from Sixth or Seventh street to Filth avenue , the second from Filth avenue to Twentieth avenue , the third from Twentieth avenue southward. The grade from Twentieth avenue was estab lished with u fall of one foot nnd nine inches per mile. From Twenty-fourth two- nuo southward for a temporary expedi ent , the bottom of the ditcli was level tor one and a quarter miles. The ultimate mechanical cffoctof Ibis level stretch , so far as the sediment carried in suspension is concerned will be equivalent to a dam acrosf the stream. Upon the first con tract the deposit of sediment is 43 ! MO per cent of the original quantity ; upon the second section if is 27 percent , and upon the third contract 21 ! MO per cent , nnd an average unon tlie entire work of nearly 88 per cent of the quantities of tlie original cross-suctions. This is the condition of the work at this time. I should liayo said that those per contugcs , include material already reniovcd. If the entire fall from the established grade of tlie bottom of the ditch at Broadway to the present surface of the water in sec tion 1 1 were used , a fall of three feet and a half per mile can be Imd.Tnc velocity , winch would bo the equivalent of its discharging capacity , would be increased 40 per cent , while the securing action would bo doubled. " The city engineer expressed himself as unfavorable to the proposed course , the point by no means fixed , and its liability to change not warranting so ex pensive an experiment. Ho tuvorcd using the old channel of the creek for one or two years. A few hundred dollars lars would suffice for a present outlet. He did not deem it au engineering ne cessity at present The matter was discussed quite at length , and Mr. Vincent's communica tion was filially placed on file. Petition of Peter Bechtolo for relief from house sewer assessment on his hotel was referred. The bonds of the police force and mer chants' policemen approved. Also bonds of C. J. Bookman , poll tax collector , John Tompleton , chief of the fire depart ment , E. S. The wax-colored and \ itreons stalactite pendants hanging from the lower extremity rolled flashes of the light , and when the burning candle.- * are held still the visitors behold the appear ance of innumerable splendors. The incrustations on the bottom of some of the chambers include patchesof imitation hoarfrost , which is so hard and sharp thai it makes prints in the boot- soles ; but it glistening in the candle light is like n body of newly-fallen snow when the early sunbeams strike it in the morning air. There are imitation sponges that look soil and velvety , but hard and sharp to the touch ot the hand ; imilhition coral and coral fringes of very beautiful shapes and coior.s : : i body of stalagmite resembling the snow-clad Mount Hood , and the ( Jliost chamber which came near scaring the life out of the cave unm when he discovered it. Before enlei ing into the big chamber there is overhead a vertical aperture that seems to run up the distance of thir ty feet , ami all the way it seems to have the same diameter. A strong current of air spins through , and visitors have to take extra care of their lights or they may lose them. The big" chamber is well named. It is a spacious uudergroml room , being ! Wt feet long , i"0 feet wide , its vaulted roof rising to a height of from BO to 7o feet , and its MKO imposing to the beholder. Its bides and roofs consists of rock , differing from any other cave chamber that the writer has seen ; enor mous bowlders cover the bottom , and on the shelly sides bunches of gravel are sticking that contain variously-colored pebble stones.
