Harry Blrklnblno , who has had an ex perience of fifteen years as an engineer , and who Is thoroughly posted In the sanitary questions Involved In the discus sion about the location of the cemetery , has made n careful survey of Falrvlow cemetery , and declares that ho does not bellovo It in any way detrimental to the health of the city under the present man agement. Ho further says that In all the cities ho has vhitod and lived In ho cannot - not call ono to mind that has not a burial ground In the thickly populated part of the clly , and much nearer than Falrvlow to the populated center of Council Bluffs. John T. Stewart , Krq. , sends from Now York a copy of the World of the 17th last. , containing an account of the burial on the loth of August of W. H. Thomas , commodore of the Now York Yacht club , whoso body was placed In Trinity churchyard , Now York , which is located on Broadway at the head ofV 11 street. This shows that seine of the learned men and physicians of Council Blnfli are In error In supposing that burying In the city of Now York has boon prohibited. The trouble there Is that ground is too valuable to bo used generally for burial purposes , not that the public health is affected thereby. The fire department conld do llttlo to put down the flames , lowcvor , aa there was some nnfortnnato jrcak or atoppago in the firo-prcesnro of ; he water aupply , the first occarronco of ihia kind which has yet marked the hls- ; ory of the company. The building woa burned to the ground. It was a two- story frame , and coat about § 1 , < 100. It was Insured ior $400 In the Council Blnffa Insurance company. The caneo of the fire Is unknown. The first known of It was by the awakening of a yonng man named Sorensen , who was sleeping In the houeo , and who finding : ho room filled with intake , roused Mr. [ lonnlug , the roat of the family being in 3odar lliplds , visiting friends thero. The two mon got out of the house with difficulty. The resldenca of Mr. Maync , about forty feet distant , had also a nar row cscapo from being destroyed , and had It not been for the rain tCat was Falling , would have at least been badly Bcorched. The failure of the water supply Eoams not to bo due to any neglect or defect of the water works , but to ono of those nn fortnnato combination of circumstances for which no ono Is to be blamed , and which could hardly have been forenoon and prevented. One of the largo valves at the river is out of order , and another was ordered by telegraph to bo sent from the east by express , but had not arrived. The defective one was being made to answer the present purposes , but conld not bo worked BO quickly as if it had been in good order. Captain Hathaway , not knowing this , shut off the fire pro tection at the city building , as usual In case of fire , and after waiting for the water works , and finding that the pressure did not come with usual promptness , opened it again , thinking that If this was not done , there would neither be fire pressure or reservoir pres sure , and that by opening It the resor- volr pressure would bo given anyway. The opening , howorer , prevented the en gines from getting on the fire pressure , all tholr pumping being simply to throw water Into the reservoir. The reccrvolr pressure was of itself not sufficient at that location , the nearest hydrant being eight hundred feet or more away , and the friction overcoming the pressure. This is the first time when any such break has occurred elnco the establishment of the water works , but had it not happened , it Is doubtful whether there would have been any difference in the result , BB the building was wrapped In flames when the fire was discovered , ono theory bolng that It was struck by Hghtnlncr. Next Sunday , August 23 , the saloon keepers are to give n picnlo at the park on Graham avonuo. The Missouri voyager , a slight built , fair-haired young man , perhaps 30 years old , pulled Into tto port of Stonx City , Thursday noon , two days out from Yank- tou , The flixen-halred , sun-browned skipper loft Livingston , on the Yellow stone river , July 4 , bound for the jetties at the month of the father of waters , and has completed this much almost one- half the trip In his clinker-built , white hull rowboat. COUNCIL ORDMBS , Iho Municipal PMornals AltcndinR to Sidewalk * , Sewerage nnd The city oouucil met In special session Saturday morning. The commlttoo on paving reported in f ivor of letting the paving contracts to S. P. Folsora. The county attorney reported that the salary of the judge of the superior court should ba paid the first two quarters of the year out of the city treasury , and iho last two out of the county. The time for constructing sidewalks on streets ordered paved was extended. The city engineer was Instructed to prepare a grade for Park avenue from Pomona ttroot to Falrmount park. A sidewalk was ordered on Eighth street fiom Broadway to Avenue G. alto on Seventh street from Broadway to Avenue E. The city attorney was Instructed to prepare n resolution ordering Eighth and Ninth avenues filled to grade. The petition of Jake Rogers for a free license as carrier was referred. A crossing was ordered at the corner of First avenue and Ninth street , and also at several points on Franklin avenue. The city attorney was Instructed to prepare a resolution ordering property owners on Noith Second street , Wash ington avenue and Fletcher avonno to construct a house now"or. A number ofs I on mon petitioned far a refunding of the licence paid by them for August , or o'ss that the delinquent saloonmen should bo forced to pay. No action taken. The council ] then adjourned until evening. THE EVENING SESSION. In the overling the council spent con siderable tlmo in discussing the question of sewering the streets lately ordered pavod. Property owners and others pre sented tholr views , and finally the coun cil decided to advertise for proposals for building Bowers. A sidewalk was oidored onWauhlnRton avenue , from Benton to Harrison streets. Property owners on Eighth and Ninth etreota were ordered to fill up the aldo- walks to fjrado within thirty days. A resolution was adopted accepting the bid of S. P. Folsom , on paving , for all the otroets advertised except North Second end street from WGBhlngton avenue to Fletcher avonno , the council reserving the right to designate what portion and when the work should bo done by the contractor. Alderman Stranb was Instructed to In terview property owners on Main and Bancroft streets in regard to paving of alloya in the rear of their prcmlsts , with wooden blocks instead of stonp , if the contractors would release the city from the contract. The city attorney TTOS Instructed to prepare a modification of the ordinance In regard to street stands. The council then adjourned until next Thursday afternoon at 2 o'clock. A GIANT LIFT , A. Three-Story Brick Building , Ono Hundred Foot Square , liaised Six Foot from Its Fomida- tlons. and Kottt Oracle , The largest brick building over raised n this part of the west has been success fully lifted six foot in the air without a crack or a break. This heavy bit of work a none other than St. Francis ccademy , oca ted at the corner of Seventh street and Fifth avenue , and the herculean task was performed by Mr. W. P. Ayls- worth , of this city , who has already done some remarkably skillful work in that ine , but who has now covered himself all over with glory. The building is a mammoth ono to bo thus raised , it being three stories high , and having a irontage on Fifth avenue of 100 feet , whll o Its frontage on Seventh street is only four feet lesi. The filling of the streets made it ncoos- eary that this great pile of briclc should be raised six feet by no moans an easy task , and its progress has been watched eagerly and anxiously. Ono of the diffi culties was the fact that the academy had been built In three sections , the brick walls not joining Into each other , though clocoly united. It vras raised as a whole , however , and so skillfully has the work been done that oven where the diffeiont parts of the building cum together , there Is not a crack , while ono looks in vain over the plastering , ceilings and walls for the slightest evidence that this great structure has been thus lifted six foot from Its original foundation. To thus ralso such a building , timbers without number , and EGO jacks Tforo re quired , and under the tower especially thoto jicks wora placed BO closely as to hardly leave room for another ono. It Is needless to enlarge nptn the skill re quired to have all these timbers adjusted perfectly , and e ch of this army of screws turned with a nicety and uniformity which would result in the quiet , nteady lifting of this mans of brick and mortar , sr > that there should not bo a jar , or the least crack of oven the fragile plastering. That Mr. AylsworthJ has accomplished this Is sufficient proof of h's ' being an artist in his lino. There Is an L to the building , 22&5G feet , closely joined to It , but still a sep arate building , This has been three feet above the main building , but now its floora are throe feet below. The change has been made without hardly any Indi cations of it , the buildings being still close together. It Is probable that this L will oho be raised , later in the season , and then St. Francis academy will bo os model an establishment In the cdnca tlonal line as can be found ( n any city.
