It seems that In 1870 the city planned to have the cropk straightened , and needing the right of way across ground owned by the Rook Island railway , negotiated for the same , the prlco being $900 , but Mr , Stewart being anxious to have the Improvement made agreed to secure the right of way for $700 and the council told him to dose so , but afterwards the plan was abandoned. Stewart brought suit , and recovered abaut $1,300 , land the matter has boon lying dormant nntll recently , when tbo city reviving the project finds that the right-of-way Is still claimed by the Rock Island. The decision to let matters remain as at present is caused , evidently , from the difficulty the authorities have In deciding the quarrel between tbo two aspirants , rather than any particular love for Ar mour , but the business mon will bo satis fied. The Foundations of the Now Conrt to tie Laid at ODCC , The Old Blto to 1)0 Retained , The delay In the building of the now conrt houss has c&nsod no llttlo atlr , and the proposed change of location , while generally thonght to bo a sort of bind on the part of the connty board , caused still moro of a stir. It Is n matter of con gratulation that the connty board has decided to have no farther delays or talk , but to proceed with the building. A special mooting of the connty board IB to bo called at an early date for the par- pete of advertising for bids for the construction of the building , It being conceded that In regard to sovrorago the city will do its part as soon as possi ble , and that nothing can bo gained by farther delay , whllo much can bo and will bo lost by such delay. The building can have Its foundations so laid that the aoworago connections can bo made after wards , and by the tlmo the building Is ready for occupancy the sewer will bo done. The greatest trouble Is in regard to the new jail , for that will soon bo done , and there Is no way provided for so wo ting that , and the jail mast ba occupied at once , for the prisoners now confined in the old jail under the conrt house muit bo removed before that building can bo torn away to make room for the now court houio.
