Manual Training in Schools ,
'hiladolphia Kecord.
It Is generally conceded by all who
ako a broad view of education is that on
f the great effects cf our present school
yatem Is the laik of training of the eye
nd hand. Until the very recent intro-
nctlon of drawing into the schools the
duration there given was entirely men-
al entirely of such a nature that a be-
og destitute of limbs or of any senses
save sufficient to furnish the powers of
eadlng and writing could master It. To
peak a statement describing how a pro-
ess was performed was accepted as a
iroof of comprehension of that statement
nd aa tantamount to ability for the per-
ormanoe of the process. Some Improvo-
nent baa latterly taken place. It ia no
onger assumed , In all cases , that bo-
ause a child recites a definition
10 understands it , or that because ho
epcats a series of numbers that he knows
mythlng of the subject to whloh they re-
ate. Ascertain amount of questioning ,
if testing the child's ' comprehension , and
n that very questioning spurring him to
hink , Is now generally advocated and
> ccaslonally practiced. Object teaching
> y means of the eye has won a recognized
ilaco In the schools , and , although many
f the less qarnest and more old fashioned
eachora would be qulto pleased to dla-
icnse with U , U Is likely to keep Its place
hore. But object teaching by the eye
only ] useful though It is , is of less use to
ho people In the struggle for life which
awaits htm on bis departure from school
ban Is that combination of visual 1m-
ireaalons with muscular skill which is
: nown as manual labor.
While It la true that all the great ad
vances made by humanity are primarily
ho work of the world's great thinkers ,
secondarily the work of the world's great
nyentors ( that 1 , thinking workers ) and
n no eonss at all the work of the rink
and file of humanity who profit by them ,
lot it is at the same time true that those
vho bavo aooompliihed great results In
irlglnal research or In Inventive design
lave also In some way or other acquired
ionaldoroblo manual skill. It is also trno
that by this manual skill , and not by re-
> eaich or by Invention , the great major-
ty of individuals earn their bread and
; aln whatever comforts they possess.
Manual training Is , In fact , the founda-
ion upon which all higher training ought
o be built. Without It , the postoaslon of
ho most splendid facilities Is likely to
)0 useless to the possessor ; with It , the
man who never mastered an abstract
iroposltlon becomes at least a useful
uomber ot society.
There was a time a generation . "or so
ago when schools which gave only a
mental and moral education gave all that
was required of them. In thosn days
; ho school had no need to give manual
raining scarjely any need to give phys-
cal education cf any kind. As ednca-
.lon was less universal than It now Is ,
schools less numerous , and school duties
iavo for the tow who ran through the
entire course and ended with tha uni
versity ) lets exactlcg , the need of by-
; leulo school-rooms and of syttamatlo ex-
jrcise had not forced Itself upon the
[ ) ublio mind , which , In fact , in those days
was obtuse to all physical and physiologi
cal facts. But in the matter of manual
training the want now felt was then sup
plied outside of the schools snd better
lupplled than schools can hope to supply
It. Before a boy became a workman he
was apprenticed for a term of years , and
when he was graduated as a workman he
know bis business , oreu though ho knew
nothing else under the sun. Then came
the , age of great ftotoriei , of m&cblnerj
( which somehow is entirely In the handi

the decadence of trades , the

members of which , do not , aa a tule

man , I suppose. Ho is the man who
when presented to President Cleveland a
ow days ago said : "Mr. President , J
am looking at the man who boat Blalno

man who boat Finorty and dynamite. " It
was in a contest for the cily treasuroshlp

Tlnerty , having been defeated for a re-
nomination to congress by ono of the
ougheat toughs In that tough city , got
ho nomination for the rich oillco of city
roasurer as a sort of consolation purse ,
rinerty is very popular in Chicago , and
olt certain of election. But Dovlno was
milkman , and a very successful milkman ;
> milkman who had made a fortune
n milk and who could afford to spend "a
good bit of money" for such a tempting
htng as $50,000 office. Dovlno Is a soft
nd smooth porton , with silky blaok hair ,
[ Iky black board and sleepy black oyos.
Io bad a small army of aselstants , pro-
esslonal and political. With their bund
ed hands ho distributed milk tickets
rlth carefully calculated prodigality over
ho doubtful districts of the city the
trouger the opposition in a ward the
arger the number of milk tickats it re-
elvcd. All Chicago was invited to re-
rosh Its thirsty eoul at Do vino's "dairies. "
iranch "dairies" were doubtless extern-
lorlEod in drinking saloons , where milk
innchos , egg flips , mint juleps and other
mcollo drinks could be had In exchange
or Devine'a milk tickets. Nor was this
silent shower of milk tickets. Povlno's
irsl'cs seemed to bo on the lips of every
rind that blow they certainly were on
bo cylinders cf every party organ. Do-
Ino's partisans were everywhere. Well ,
o make a long story short , Deviuo was
ilocted. Now ho Is hero helping evory-

Hook her up,1 ho said to 'Billy' Hunter ,
who wai with him then as his head
; room ; 'hook her np and take this watch
nd catch my second mile. I'll ' loosen
lor up a bit on the first mile , and then
'm going to spnd her on the repeat for
11 she Is worth. You take that time. '
CTow , my old girl , I'll fix you , ' ho said
ternly , na ho caught the rolns behind the
iflrlghtod horse. Ho seemed to hold her
) ack with difficulty on the first mllo.
ho feared that cruel whip. Gradually
ettlng her out she came down to the
Parting post for the second mlle like a
ash , and away she wont.
"Tho watch entpped as It began timing
mile , which Dan Mace averred to his
ying day was the fastest over spun by a
rotting horse in all the world. How ho
'elled. How ho laid on ihe lash ! Hooted
otod like a maniac. Under every blow
< ady Thorno sped along faster and faster ,
while gaping , awe-stricken hostlers looked
n in spcecbleu amazement , for such
rotting as this not ono had over dared to
rosm of. Down the back stretch tore
, ho frightened animal , too frightened to
> roak , trotting cqnarely without a skip ,
round the lower turn and down the
retch sailed the mare , whlto with foam ,
peckled with blood. Within 100 feet of
10 wire Mace let ont a screech more
ildoous oven than any that had proceeded
t. Lady Thorno flaw through the air
aster still , and like lightning shot under
10 wire. Hunter looked at the stop
watch , grow pale and shnt the case with
vehement snap.
"That watch marked 2 08 , " said my
nthusiastio friend , "and 2.08 it was. "
"I am willing to take the word of Billy
Innter and the word of Dan Mace that
jadv Thorne on that day trotted the
astost mile this world ever saw.
Reform With Vengeance ,
A Washington dispatch to the Globe
) emocrat of St Louis says :
lie civil servlco reformers are raising
row over the appointment of Col Swlt-
ler , of Missouri. A protest has been
made , in which It Is alleged that Whitney ,
ho man displaced from the Chief Clerk-
hip of the Bureau of Statistics , was one
f the most efficient and useful men In the
Veosury Department , and that it will be
mposslblo for a political appointee snob
as Col. Swltzler is said to be to perform
ho duties satisfactorily. This Is the first
Ismlssal of the Chief Oleik of a Treasury
inrean on partisan grounds , and causes
inch uneasiness among cfliclals of this
lass , who relied npon being retained If
heir records wore good. But the prompt-
less with which Secretary Manning
ollowod np the appointment of Swltzlor
with the removal ot two chiefs of dlvls-
ons , adds to the bad feeling and still
urtbor disgusts the civil service refer
mers. What was predicted some time
go Is now becoming plainly apparent ,
hat in the Treasury Department , If no
where else , there is to be a practical cx-
mpHfication of the principle to the vie-
nra belong the spoils. It is In rain the
eformera urge that Treasury chiefs of
ivlslon have never been political ap-
lointeos under Republican Admlnlstra-
Ion ; that the chiefs of division , over
eventy In number , have nearly all risen
rom low-grade clerkships and are men
of years of experience ; that not a few of
hem are Democrats ; that President
Hoveland has declared himself to bo op-
> oscd to removals of this kind. The
lunges are taking piece. When Mr.
iTannlng gets through with all the places
lOchnlcally above the civil torvlco rules ,
and when Mr. Eagono Hlgglns has re
organized the forces of messengers ,
watchmen and other employs below the
Ivll-sorvico classes , the work will atop ,
and not before. There is sitting and
landing room for several thousand Dem
ocrats In the Treasury Department , and
hey will get thoro.
Ontdoor Work and Exerclso ,
ndlanapolli Times ,
This Is the season of muscular enjoy-
nent ; a few weeks ago it was too cold ;
n a few weeks more it will bo too hot
or any but professionals to enjoy the
xcessive outdoor sports , The profes-
ional baseball player goes through' the
ardors of his game with the sun driving
ho thermometer up to 08 ° or 100 ° in
he shade , and rests as soundly at night
and wakes up as froah and healthy the
next morning as does the man who stacks
straw or cradles wheat at a like temper
atnre , The reason is the same in both
: ases : the body Is accustomed to outdoor
exorcise on every day of every month in
, he year. The fathers and mothers of
many of the men and women who can
not walk a square without the shelter of
an umbrella in midsummer , and who
dread a walk across the street In Decent-
jor , were accustomed to do harvest work
and "tend garden" In July , and to chop
cordwood and make soap In a kettle
iwung on a pole out of doors In Decem
ber and January. It Is needless to say
that these people were quite aa happy anc
far more healthy than their weather fearIng -
Ing offspring. Needless exposure to the
extremes of heat and cold should be
avoided ; not less BO needless siclnsloc
from the open air or abstinence from
bodtly exercise , There are very fen
days in the year on which an hour a out
door exercise would not be of benefit t
both the body and talnd of all personL
ordinary health.
