THE OUTLOOK , Council Blolft Has a Brisker Fntnre Than Ever , llnlf n Million Dollnrs of New Build-1 Ings In Sight , Council Bluffs never hai had so bright future as now lies at its very feet. There are already ia sight building Im provements which will , when completed , roach fully $500,000. The government building has got an appropriation of $250,000 , the now court house and jail have boon voted for to coat $180,000 , the Episcopal church and the Catholic church will bo now carried on to completion , and scores of leaser building Improve ments are being commenced , which cannot but make the amount swell Into the hundreds of thousands of dollari , and there are several very im portant enterprises on foot-which will add thousands of dollars to the industries of the city. The tlmo ia not far distant when the wagon bridge connecting Council Bluffs and Omaha will bo built , Council Bluffs will bo greatly benefited by this , Oma ha is getting crowded , and workingmen requiring homos , ani business men re quiring room for warehouses , yard ) and shops would gladly fill up the bottom lands , now lying unoccupied , if those landa cau bo made easy of access , and communication between the cities can bo made closer. Aside from the bnildlng Improvements and great cromlao of the advaucomont of commercial intoroats them are other features rich with promise. The chief is that the citizens them' ' solves are getting enthusiastic and full of confidence In the city. Ono of the great faults of Council Bluffs has been that Its own citizens were continually giving their own town a black oyo. Almost any stranger coming to the city to investigate with a view of Bottling hero or embarking in business , would be told the most dole ful stories by Council Bluff's people them selves as to the prospects of vho city. They have been constantly running down the town , and spakinx 111 of It. This sort of talk has done great harm to this city , but now there seems an end of this. The people now seem confident themselves , and to confident that they are willing to invest their own means In enterprises This general expression of confidence on the part of Council Bluffs' own people cannot but inspire * confidence in others. Real oetato men say that already the prices which have been very low , are be ginning to stiffen aomowhat , and there Is the promise of greater activity in that lino. lino.Another Another encouraging feature Is that the city's financial affairs , under the handling of tha now council , will bo based on a more * economical policy , so that the tendency will bo to make the burden of taxation lighter Instead of heavier. A little retrenchment can be better made this year than other years fqr the bnildlng boom , and various new enterprises will keep the city lively and growing without so great an amnnnt of public work being done. The public improvements which are to bo made will mostly beef of a character which will be met by jpcclal assessment on the property direct ly benefitted.lj Pearl and Bancroft streets ire to bo paved , and several residence treats will also bo pived. The decision of the supreme court as published in yesterday's BEE has caused the query to arise on all ( idea ; "What's ; olng to bo done about lit" No ono seems to know. The saloon men are on the anxious bench , for under this de cision it seems that almost any citizen can get out an injunction and cloro any saloon in the city , and still | the city is urging thorn on all the tlmo to pay their license under the "pop" ordinance , By Inquiry amng thi taloan men yesterday TUB BEE learns that the sentiment prevails quite unanimously among them that the only thing to do is to go right on as usual , and await developments. Some say that there ara many good citizens who deem it Inexpedient to attempt to cloio tbo sa loons here , with Omaha ready to catch the. trade , and draw the people over there , gbt them drank , take their money , and send thorn back to the Bluffs again ; alao that to close tbo siloons will deprive the city of a large amount of revenue , make taxes higher , drive travel away from hero , make It a "Sunday" town , and 'net prevent . people from drinking after all . The Council Bluffs delegation , at whoso disposal the "Q"has placed a special car , will not arrive till 11 o'clock. The number In attendance from "tho initial point" increases daily. A day passed at "tho great railroad center" has satisfied your correspondent that this case is the ono topic of paramount Inter- oat at the metropolis of Western Iowa. Oounaal engaged in the trial of this cau BO and these Immediately interested have taken permanent quarters hero aud will patiently await the yordict of the 'jury. Not so wltli the camp followers on cither sldo. These birds of paisago , como aud go at will. Ono day they are hero In force , the nozt Iholr places will ba vacitod. Ono of the moat noticeable features of this great trial Is intoneo Interest manifested by the ladies. Woman Is naturally a pnrtlzin , and It Is safe to say that not ono of them has changed her mind , either > by force of fact or argument. The McKuno forces occupy the north sldo of the court room , and there his boon no desertions thus far. Mrs. Keller always sits at the light hand of Mrs. Cross , and Mrs. Crosi never fails to bo at her husband's side. Her devo tion to her husband attracts universal at tention and admiration. She has shown herself a wife any man might well bo proud of , and regardless of what the ver dict of tha jury may be , eho has won the respect of all disinterested spec tators. The MoKuno forces far out number that of Cross , but It can not bo claimed that they are superior either In social standing or intelligence. The ad mittedly high social position of all the parties has attracted wide attention to all the details of the tragedy. W Mr. John N. Baldwin began the argu ment for the defense at 9M5 this morn ing. The exordium was thorr , ( but of a character well calculated to command the respect and attention of the jury , Ho has a pleasant voice , a commanding fig ure and winning address. His arts are those of the orator rather than rthoao of the logician. Ho has however , a trick of coloring adverse facts In a manner well calculated to deceive the very alert. As ho proceeds It Is often difficult to separate the facts from the conclusions of the speaker. His first efforts were dsrected agalEst the points of law by the state. His defini tion of the law of malice was In direct conflict to that given by Mr. Pusey. He then entered upon an exhaustlees exam ination cf all the details cf the evidence. Ho compared , explained , reconciled with consumate skill. His argument wai con cluded at 11:40. : JCDGi : pUBBAUD followed in the further presentation for the call for the defense. Ho * continued to renew tbo ovldonco , dwelling at length npon tbo threats alleged to have been made by the accused. Ho clearly reviewed all the circumstances of the kill ing. Ho claimed the plea cf solf- durciuo to ba abundantly sustained by the evidence. He pictured the final stru ggle McKune stealing up behind Cross , dealing the terrible blow upon the back of his head , Crois stapgerlrg from the effects , partially falling. Then fol lowed j ( the.second blow full in the face , the bonus of the nose broken , Crocs blinded , dazed and .partially Insenrlblo. Then , his ataailant grappled Cross by the throat ho could not breathe , his censes were leaving him. It was the supreme moment of his life. The struggle was ra ono of life and death. Both cf McKnna'a hands were olaipiog his throat. He man aged to draw his revolver from his p ck- ct. McKune saw his danger , lootcned his hold upon his victim's throat and at tempted to wrest the revolver from him. He turned it toir.ird's Cross. By a superhuman effort ho succeeded in turnIng - Ing the revolver to ward's McKune's body- hia own loft hand clasped over the muz zle of the revolver pulled the trigger and McKuno fell to the ground doad. By tha circumstances Immediately sur rounding this tragedy It must ba deter mined whether Cross , acting as a reason able man , bad safliciont cause to appre hend tbpt McKuno intended to kill him or inflict great bodily Injury. If ho had , then this is justifiable homicide and . re S3 will bo acquitted. The fact that there ! was or was not Ill-feeling and bad- blood between these mnn would not justify the assault by McKuno. Cross acted in this matter at any reasonable man would have done under like clrcum- stinces * At three o'clock this afternoon cot. w. v. SAM- entered npon the closing argument for the State. Ho briefly addressed the court upon questions of law , and then gave a circumstantial history of the caao in the courts. His argument to the jury was directed to the purpoio of refuting the propositions claimool by defendant's at torneys to have been established by the evidence. At this writing Col , Sapp'a argument Is uncompleted. The charge of tbo court has been carefully prepared and will bo read at the conclusion cf this ar gument. The CAS3 will doubtless be finally submitted to night. Nothing now ro sains of this great trial save to patiently anait the bringing in of the verdict. A Now OlUco-ScoIccr.
