That oflico hai been fitted up first and will bo moved first , as It Is necessary to get things to rights before the rush of business starts in , as many will pay their taxes this month. Deere , Wells & Co. have hit upon a neat little advertising dodge. They are distributing little sacks , marked "A rem edy for dull trade , " and guaranteed to bo sure. The little sacks are found to contain sand. There's moro truth than aand In the sacks. It is what the mer- clmnta of this city need greatly more eand. The pay roll of the polieo for February amounts to $049 CG. To meet this , under iho present financial situation , the city will have to pay six per cent on the nmonnt , with probably an extra coat for judgment , as the warrants will bo sold and then sued upon. The policemen , at the present disconnt of warrants , will in cash receive about § 487 , while the city will have to pay nearly $700 , sooner or later. The building of a new court honao and jail In Council Binds is an enterprise of such importance to this cltv that it should call for a full and unanimous vote In llt favor , Although this city , with its steady growth and Its present asaosiod valuation , will have topav a very largo poition of Iho tax , yet it should not hou- ate to atsomo the burden , whatever it may bo. The coming year promises to boone ono of great building activity here. The government building , coating $200,000 , is in assured fact , and with the building of t new couit house and jail several other important enterprises will bo carried on. If the proposition canlcs the county will buy tbo little strip now separating ho county property , and owntd by St. Paul's Episcopal church. That church society has already commenced the orco lion of a now church in the rear of the old ono end facing on the other street , and if this lot is purchased by the conn ty , the money thus rociivod will bo ap piled in continuing the building enter prise. If the proposition fails , the now church building will remain ai now for the present. Another catorprlso hinges on the carrying of the proposition. If the now court homo is to bo built , the Cathol'c ' church property will bo very desirable , and of Increased value , and the syndicate now talking of purchas ing .it for $20.000 will close tbo bargain. This § 20,000 will enable the Catholics to go on with the building of tholr nowchurch. The tynditato who will purchaeo the old Catholic property , will not lot it remain unoccupied as it is too valuable , but will doutloss arrange to put some building ) on that , Thus It ap pears that if the court house proposition comes there will be from $50,0001 j $100- 000 additional building improvements in that vicinity at once , thus adding to the resources of the city and the employment for lab jr. If the proposition is not carried all of those building enterprises will bo postponed nntil another year at leatt , and perhaps longer. The people of Council Bluff's should bo thoroughly arcused , Already they have had to spend time in a city election. Next Monday the tchoo ! election takes placo. Next Tuesday the court .lionso election will again demand their attention at the pjll . This is quiioa drain on the time and attention of the voters , especially these who have to toll hour by honr , and yet Council Bluffs should not lot an honou vote bo lost in any ward , but should call out oyory ballot in order to do its share in giving Pottawattamia county a court homo worthy of the name. There has boon no complaint abonl heavy taxes during the past ten or twelve years , and norr wlioa the cDimty , all oul of debt , proposes to build a new conn houao and jail , some are frightened at the bagbear of "heavy taxation. " Daring the past ten or twelve years this county has paid off debts to the amount of $ GOO- 000 , and now there are no moro debts to pay , the people are frightened at the prospect of paying § 180,000 in the next ton or twelve years. The total levy made by the board in 1872 , was 1C mllh , and BIQCO then while paying oil over § 000,000 of debt , the levy has baon steadily cut down instead of Increased ! until now it is 13.1 mille. With the county growing , and this assosa- ed valuation incroaeing , it la strange indeed - deed if any ono feels the paying of the $180,000 and interest during the next tan yoara. If the county c n piy off in ten years § 600,000without a groan , it can build In ten yoara a $150- 000 court housa aad $30.000 jail , without a whino. In fuel most tax-payers would not know by any incroaeo in thtir taxes that a court house was being built. Now that the result is reached , TIIR Br.r. does not feel hko probing the old sores , or opening the wounds afresh , or kicking thoBO who foil , but joins with others in the hope and belief that Council Bluffs will now have a cleaner and wiser gov ernment. It hopes that never sgiln will the opportunity bo given for folks to say that Coancll Bluffs' mayor made a public ditgraco of himself and of his office , and that no such scones as those which char- aoter'zed ' the evening of election day may again bo enacted , It was a , KOTO defeat for Vanghan , and ho did not take it in a manner which entitles him to any sym pathy , yet there seems a disposition on the vatt of the people to glvo him a chance to redeem himself , with a good council to insist him in nil just measures and chock him from all foolish spurts. ggWhcn will the now council take their seats ? Under the hw the city clerk will canvass the vote next Thuraday , calling to his assistance the mayor , or , in the abtonco of the mayor , the nearest ] magis trate. Ho then notifies those elected , and tht > y must qualify nlthln ten doyt after tbo election. The now council will iirst meet on the 10h lust. , and will bo the judges of their own election , The park commia > ionora are obliged to file bonds ( if § 5,000 each. It will bo the dnty of the new council to elect n clerk. The present incumbent , Ed Troutnun , is n democrat , and theio will be a republican majority in the coun cil. An effort is being made to have him re-elected , however , on the ground that ho has experience , it capable and has done his work well , am' although a democrat ought not to bo thrown aside for this reason alone , as the aldermen were elected not as republicans , but as representatives of the people. Tola effort to retain Trouunin as clerk may prove successful on the grounds stated. It is generally conceded that all the tilk about radical changes , shutting u saloons , etc. , ia moro talk. Yet it is not expected that in bringing about n financial reform an attempt will bo made to shut off all expenses. So in the de sired moral reform ; it is not expoctcc that the city will be turned into a church and its citizens into saints , at one fel swoop. It b expected , however , thai anch wisdom will bo used that need ed improvements will go on , and yo extravagance and foolish expenditures chtckad. Morally , it ia expected that in a city of this slzo there will be aomo drinking , some gambling , same lewdness but the new council wilt doubtless regulate late these matters so that the town ma ] have less of an unenvory reputation , am the citizens more protection. The mayor , with the evident purpose of cither posing as the chief reformer , or of putting himself apparently in sympa thy with the new order of things , is preparing paring a proclamation closing the saloons at 11 o'clock overnight , and closing them Sundays. If thcro was moro tall and moro pressure on the gambling evil it would boa greater benefit to the city and it Is expected the new council wll not foraet the tiger and its prey in ita planning for wise reform. By agreement of coansel on both sides , the trial of Dr. OroBS for Iho murder oi Dr. McKuno , Is set for next Monday in the district court at Glenwood , and it is confidently asserted that there will bo no more continuances or dalays.
