The Manager of tbo Home of me
' Friendless Calls a Council
of Friends ,
An Kx-I'artn Investigation ,
Tlio charges made public in the B KG
concerning the workings nud management -
mont of thojOomo of the Friendless In
this city , has boon apparently ignored by
the manager , Although those making
the chargoa have done so openly , and
assorted their willingness at any tlmo to
present the proof of the charges mndo by
thorn , no formal public action haa boon
takon. It haa boon claimed that what *
over there might bo nominally , yet
practically there was no "association , " as
advortiscd , but that Rov. J. G. Lomcn
was in fact "tho association , " ' No body
of responsible men , trustees or executive
board haa stopped to the front with any
reputation of the charge , and with nty
statement tbat they hava boon personally
overseeing the work , and boon personally
knowing the fact that the management
haa boon wise and honest.
It seems that if any such organization
waa in practical existence , it wonld Invol
held a meeting and taken aomo public
action.
It now appoara that the manager has
sought to obtain the needed endorsement
by calling hero a number of men who
have boon friendly to him nud his work ,
and In a quiet serb of a way this little
b nd waa gathered hero on Wednesday ,
few knowing oven that they were in the
city , much lots what their mission was.
In response to the mnnngor'a personal re
quest Micro came huro Ilav. George W.
Hichoy , of Malvorn , Rov. J. 0. Garter ,
of Logan , Rov. W. E. Randall , of Dow
City , Rov. O. C. Pierce , ot Lincoln , Col.
Bontly of Malvcrn , and Dcason Durlin ,
of Harlan. Tht > y were received and en
tertained at thu hornu in a hospitable
manner , and given an opportunity to
| look through the place Mr. Lemon mode
hia statement of the situation to themand
of cDurso gave hia version of the troubles
and tboir causes. So far aa ia learned no
ono wai called baforo the committee to
produce any proof of the chargoa made ,
and what investigation there waa made
was almost wholly cx-parto. The men
thus called together for counsel and in
vestigation nro men who stand ( roll , and
have the confidoncs of the people , and if
both sides of the affair could bo fairly pre
sented to them their decision would doubt
less act the public mind at rest , nnd if
aftsr hearing all the facts they should
personally endorse th ? actions taken , it
would do much to restore public confi
dence ; Lot a brief cxputo investigation
must bo very unsatisfactory to nuch
a committee , and should n ver
dict bo rendered by them , It
must necessarily ba unsatisfactory to
( lie public.
It aoems strange that the preaenco of
such n committee in the city and their
mission should bo kept secret , if there
was a desire to have an honest , full and
fair examination of tbo Institution It
is also strange that not a Council Bluffs
business man was added to the commit
tee , and that auch men aa Rev. Mr. 13ar
ris , of Omaha' and Rev. Mr. Proper , the
Iowa state missionary , were not called
into the council , they being men who
I also stand high and have public confi
dence , nnd who are already come what
familiar with the workings of the Homo
Just what sort of a report the committee
too selected by Mr. Lemon will make it
not known , but It Is reported that jo
before leaving hare some of the commito
oxprcsicd themselves in auch a manner
as to indicate that they wore not satie-
fiod , oven after anch a one-aided investi
gation , and intimating that they did not
und matters as satisfactory ai they had
hoped they would find thorn.

The police troubles still continue , and
the weeding out ptoccas seems to be i a
hard ono. The qnes ion haa been asked
frequently , why waa Officer Brooks laid
oil the force ? THE BEE , in hunting up
the causes , learned that the natuio of the
charge waa diaobodienco of criers , hoed
dola'ln ' of which appear about aa follow :
La&t Sunday night Brooki was off duty ,
and , nlthoDgh the captela had ed
crdets that none of the polios force , en
when off duty , should visit tbc
beer garden and Sunday night ;
dance hoUl there , Brooks slipped
up there and was having a merry time ,
when woman was charged , by another
woman and a man , with having stolen tora
breastpin. It is claimed that Brooks
with the accusers took thu woman Into >
a room and thora searched her , it bolng
chimed that she had the stolen pin hid'
den In her bos in They did not find boor
pin , and theaccuted woman undo a row
about the matter , which caused the oflicor :
to bo laid elf duly.
Another lllt'o bit of somatlon along
the name line waa the arreet yesterday
of J. T. Hurley , who was lately laid off
duty for ten days , and whoso resignation
la in the hands of the major , who re
fuses to eccapt it until the Investigating
committee get through investigating
charges pending against him ,
It appears that Hurley
waa yesterday in Wm. Liutrop'a saloon ,
and a lively dispute arose about shaking
dice , which caused Liutrop to complain
of tiurloy for disturbing the peace , and
Officer Cuaick eroirted him to head
quarters. Thn atldir was cottled idup
finally. Just what will bo the next
chapter in the hiitnry of tin police force ,
It ia hard to sty , but the. ropu'a'iin hu
made by the foici aa a whole , makes Ic
rather hard on those < libers who do try
to do their dnty and do it well.
