A s at- ute of the state requires that at each la state election the question of license sluxll to N Lu submitted to the electors. If a ma- pc jori y of the voters on the question bo ro hi not for license , then it is unlawful for the ; th county court to grant them. At the last election the question appears to luvo been pa th inadrcitcntly overlooked. It seemed to th Ibe taken for granted that by common consent licensewould , be voted , but the to floqucl showed dill'erently. The returns heLi Li showed throe ballots in the county agauist license , and none forit. The malter wasta- in Icen in1 o court , nnd it has just been decided that tha three votes are decisive on the question of 1'co ' c so. Hence no license can 1m granted in Hot Sp ings for the next two yea's. Th' ro are thirty-two saloons in Ho : Springs , from which the city de rived a levomio of $32,000. It is safe to say , hoirovur , that the topers w > ll manage to get their usual supply of cocktails. The lUaewators of tc-dey weep tears to ot blood because they thlr/k / that aotuo gentlemen have made a profit of a few of thoufimd dollars in apecuUtlng with school land loosen , though the state haa proli'od thereby. With out its share of this p'nndcr the concern v oiild hava been dead loiif nt0- TUE LICENSE QUESTION. The wholotnlo liquor doUtrj cf Omaha and Nebraska are standing in their own 1'ght by restating the plain letter of the law , vhich quirc over/ vendor cf liquor to take out a license. Judge Me- Culloch'a recent decision plicts the wholesale doalora at a dlta'H'jmlago in the matter of collection * , because they hnvo not complied with tha requirements of the law , and therefore are aclling without any authority. Now it strikes us that tha proper remedy Is in amending the present law and making it clearer and broader. Lot the legislature fix the maximum wholesale liquor license and give each dealer authority to tell in any county in the atato during the period covered by the license. This will also compel the drumnurj of foreign liquor honaos , who como to No braskn , to take out license and If the foreign housoi do not conildor their Nebraska trade of sufficient moment to take out license , the Nebraska whole ale doalora will profit thereby and do the outiro traflla themselves. Tj bo sure no tax can b ] imposed upon 'foreign houaca for selling upon ore'era aont from Nebraska , but when their commorjlal agents come hero to acll by simple or take orders for delivery there is no doubt whatever that the/ can be taxed and puuhhed if they fail to comply with the law Right hero , lot us make another suggestion gostion for the benefit of the ochoolfund. a.A prcsant a ealoon-kooper who sells a.V without license may bo indicted and fined , but the tax which ho ou ht to have paid cannot bo collected. There should bo a provision in the law tlat ovary person who sells liquor without a li cense shall upon conviction bo made t : pay § 150 for every month or fraction of a month ! thereof for which ho has been tell ing contrary to hw. That would bring hose ; patties to time who are defiant ind prefer to pay lawyers to light the law ather than to comply with it. Such a trov.sion would wipe out the saloons Yithin the two m lo bolt because they loulcl not afford to pay § 150 a month , and ho keepers would cither move within the ity limits and take a § 1,000 license , ere o beyond the two milo limit and take nit a county license for § 500. The school fund in Omaha has lost over 10,000 ! since the passage of the Slocumb aw simply because it has not been prop- irly interpreted and enforcedand because rn ! undue and improper influence lias been ixcrciscd upon courts , juries , and city iouneil. So far as the amount of the vholesale license is conceined if it is too ligh at § 1,000 , let it bo lowered to § 750 or 500 , but let something bo done to make ho wholesalers bear their poition of the iiirden. ; However , if the law rciminsas is there is no doubt tliat the supreme A lourt will eventually compel the wholc- ac alers to pay § 1.000 license as required by le ts provisions. st st . Some of ar hose plans have proved quite aatlefrc- sh shto ory , particularly a home-like boarding to louse , auch as is conducted by Sarah II. fit Jeggett , of New York city. In the published report of her "board- ng house Jfor business women , " from Hay 1 , 1878 , to May 1 , 1881 , a copy uf. yhieh wo have received , wo are told tliat ivhcn she started her enterprise her IOUEO accommodated thirty boarder ? , who vroro charged four dr.liars a voekv which included all tin privileges af the douse. This certainly is but a small compensation f r the responsibility auch as women a sumo and for iho labor and tlmo that she devotes to her homo. Withrof- erocco to the harmony among the In mates of her house , Mrs. Lcggott beara testimony that It is a surprise to her that to largo a family ahould live 33 intimate' ly and so pleasantly. She says : "In jnstlco to my boarders , I must at tribute this consldeiatlon for each other , not BO much to my discouragement at nil tlmcBtf the voice of gossip niiddlecord , aa to the character of the workingwomen themselves. " STILL. ANOTHER WARNING. Another lira ia an insnia asylum haa occurred thia time at Indianapolis. Damage to the extend ef § 75,000 waa done to the building , but fortunately no llvoj wcce lost. It wai only by the hard est kind cfi work , however , that a fatal calntn ty like that at Kankakce waa averted. Thfo. aavlum is ono of the most extonaivo and magnificent Inatllitliona of the kind in iho world , but the legislature has been very caro- lees iu thenmattor of providing protection from fire. The water suppty was to tally inadequate. The superintendent haa repeatedly called the attention of members 06 the legislature- > all theao facts , yet nothing was done to remedy Iho defects.
