No arrests by the police for three days is either a good showing for the morals of Council Bluffs or a very poor showing of the ability of the police. A mooting Is to bo held at the Y. M. C. A. rooms at 4 o'clock this afternoon to organlzo a newsboys } and bootblacks' as- aoclatlon. All friends of benevolent work are invited to bo present. The Infant child of George P. Moore died yesterday forenoon at 11 o'clock of lung disease. The funeral will bo at 2 o'clock this afternoon from the residence , No. 210 Franklin street. Ago , 7 months. Justice Schnrr. yesterday tied the matrimonial knot binding George A. Bon- honnlok and Miss Emma Kotclimark , both of Omaha. The ceremony was per formed in the parlors of the Oroston house. Some complaint Is made that the ven tilation of the Bloomer school building is lad , as well as the boating apparatus , and that teachers are not allowed to open the windows for fresh air under any clrcum- stances. There are now over fifty cases pending against the city , besides numerous others threatened. It's getting to bo quite the fashion. It looks now as If City Attorney Holmes would have a good chance to earn his $1,000 salary. The Glebe reproduces a column ar ticle , purporting to bo from the Burling ton Tribune , urging Vaughan for a posi tion in Cleveland's cabinet. The Glebe forgets to put on the advertising mark : "d , It. " It was probably put on the ledger , however. The caio of Grenn Myor , the colored nurse in the Loveless case , who sued the county for her services , hai been dis missed by agreement , on account of a defect in serving a notice on the board oi supervisors. Another suit has baen started in its place , however , and that ia set for a hearing before Justice Fralney on the 27th. Thomas H. Brooks , who has had such trouble at DOJ Moines about the alleged writing of abusive and threatening letters to his wife , and who on his release re turned to this city , was arrested hero yesterday again by Sheriff Painter , o : Polk county. The charge la making threats , the case being virtually the same as before , though in the lower courts in atcad of the United States court. A horse belonging to the Singer Sow Ing machine company took a run down Glen avonno and shied over Into Plait nor's lot , there being no fence to prevent The horse tried to jump over the Iron picket fence on Broadway , however , am became Impaled. The vehicle was iiiuubgd to A SHDBT STREET. The Ex-Glerk of the Conrls Arrested for Embezzlement. Four Suits BcRun Alio Against Himself rind Bondsmen. The sensation of yesterdoy was the ar- est of S. D. Street , ox-clerk of the onrtv , on tha charge of embezzling about 51900 from the school fund. The com ilalnt was lodged before Jndge Aylos- worth and City Marshal Gnanolla yoator- lay morning served the warrant. Mr. Street , after consultation with Wright & Baldwin , appeared before Judge Aylcs- worth and waived examination , giving ) all In the sum of $1000 to await the no- Ion of the grand jury at the next term of the district court. The public has been more or leas con versant with the trouble loading np to his arrest , and much has boon said pro , nd con. Mr. Street has many friends lore , and It will bo difficult to convince hem that ho hai done anything willfully wrong. Four suits have also boon commenced > y the county attorney , Col. Kcatloy , by llrectlon of the board of supervisors , ho suits being in the name of the conn- y and the county treasurer against Mr. Street and his bondsmen covering both erms of office. These actions are irought in the circuit court , which meets ? obruary 9. Col. Keatloy , who as attorney for the county , ia conversant with the facts which the prosecution expects to show makes the following statement of them : S. D. Street was elected clerk of the district and circuit courts of this county n 1880 for two years , and entered upon the duties of the office about the 1st of January , 1881. At that tlmo , his bond was fixed at § 10,000 , and D. B. Clark , .Fred Loutzlngor , Wooater Fay , Charles Baughn , John T. Baldwin , S. T. Walker , and T. J. Evaus , were accepted as his sureties. Ho was reflected in 1882 for another two years , and his bond was ilod and accepted about the 1st of Jan uary , 1883 , with W. F. Sapp , T. J. Evans , S. T. Walker , and H. L. Henry , aa his sureties in an obligation to the amount of $10,000. In 1684ho was ro-nomlnatodby accl&mar tlon by the republican county convention , and in September it began to bo whisper ed that lie had withhold important sums Df money from the county treasury. Mr. Street had his salary fixed by the board of supervisors during both his terms ; and was directed to pay all : oata and unclaimed witness fees , etc. , Into the country treasury. When the rumor began about his shortage , that in his reports to the board of supervis ors , ho had withheld Important amounts that had been received by him , and that should have boon paid over to County Treasurer Bennett , the board employed W. H. Ware to go through the records , md ascertain the condition of things. Mr. Ware spent a great deal of tlmo , and made a report which showed > dofict of of ton thousand del lars. Mr. Street was defeated of a third election. Early In December the board met In special session , and took Into con sideration Mr Ware's report ; and after giving It careful examination , Issued an order , at once , suspending Mr. Street from office , and appointing J. J. Shea to fill out the term until the 1st of January , at which tlmo Mr. Street's term would expire by limita tion of law. The district court was [ In session , and Mr. Street refused to obey the order ol the board and retained the office until about the 1st of January. II was useless to commence proceedings to enforce possession of the office In the ap pointee of the board , because Mr. Shea would bo entitled to take possession of il by virtue of his election at the end of the year , and when that time arrived Mr. Street stopped out , and Mr. Shea aa- sumed the offica. Ono of the Important items of this de ficit Is that of fines and forfeitures. The records , in receipts in Mr. Street's own handwriting , show that during his twc terms of four years , ho received $1,900 o : fines , paid to him by virtue of forfeiture of bail bonds and fines imposed by sentence tenco and collected. It Is totally without question that ho never paid one dollai of that money into the county treasury , where the law says it must bo paid foi the benefit of the school fund of this county. There can bo no dispute as to the accuracy of this statement , for the writer hereof , in addition to the examin ation of Mr. Ware's report made a de tailed examination of every casdonrecon in which fines and forfeitures had boon paid to Mr. Street , and found that in that respect Mr. Ware's report wa strictly and literally accurate. The statement mont of Treasurer Bennett and both o his subordinates , Brown and Keller , It that not a cent of fines and forfeiture was ever paid over to the treasurer' office by Mr. Street during Ills enoum honey or since. Other Trouble Brewing , "When the mayor'a bill for services IK soiling the city bonds was presented tc the city council eomo tlmo ago , Mr. N Pueey , as attorney for certain proportj owners and tax-payers , declared that I the bill was allowed the aldermen would b sued as Individuals , it being claimed that they had no right to make any sucl appropriation. The bill was , however allowed on Wednesday , Aid. Siedentop alouo voting agalnatlt. Tha amount of thii suit will be the SflDo which was awarded the mayor , The suit against the city auditor will bo on the ground that ho had no right to issue the warrant , although ordered to dose so by the council. It is also eaUl that another matter will bo made the occasion for a suit. It Is claimed that the law expressly pro * videa that < li3 bonds shall not be sold for less than face and accrued Interest , and that this cannot bo dodged by claiming that It was necessary to pay commisiiotH , It is said that the bonds were really sold at a discount , and hat the city officials had no right to thus isposo of thorn. The difference between what the bonds really brought and what hey would amount to nt par and accrued ntorost Is estimated at six or seven housand dollars , and it Is proposed to make an attempt to got a judgment gainst the officials and nldormon In dividually for this amount , whatever It may bo. , It is assorted that the notice of suit will bo prepared and served In a clay or wo at the furthest. A. room at 4 o'clodk this afternoon. The Oity Solons. At the mooting of the city council yes terday afternoon another hour was spent [ n reading and approving last year's inin ntcs. The only business of importance was the action on the ordinance provid ing for public places on Broadway. I will bo remembered that the object o this ordinance was to relieve the owners of property adjacent to those portions o the street wider than elsewhere. The city , by declaring these "public , " could it was thought , legally pay for the extra paving out of the intersection fund The ordinance liaa already been passed , but there arising some question SB to the legality , some of the aldermen requested the mayor to return the ordinance to the council unsigned and this ho did yesterday , though per sonally favoring the ordinance. The ordinance thus returned to the counci was referred to the city attorney , who is expected to report on it at another moot ing to bo hold this afternoon at two o'clock. The Board of Health. At a meeting of the board of health yesterday afternoon , the report was made that the small pox cases wore about cured , and no now cases. It was decided to close the post house and discharge the nurses , the city physician to provide some suita ble place for the patient to remain a week longer , before mingling with the public. It was declared that there is no danger for his bting allowed to go about now , but the public Is naturally nervous , and hence a week longer would satisfy the public better. The quarantine at the other places will Boon bo removed also. A daughter of Mr. Myron H. Whitney is studying painting. , Heal Estate Transfers.
