His room-mato was also put under bonds as prosecuting wit ness. ness.Tho The December number of Nelson Bro.'s Railway Guide for Iowa , published at Cedar Rapids , is out , and as usual con tains moro information for twonty-fivo cents than any traveller in this state can got in other forms. It ia complete , and arranged very conveniently. Some sneak recently filched some val uable books from Robert Forcival'a law office- yesterday pawned ono of the books for a lunch. The book waa rocov- od by Chief Sklnnor , but the thief la still at largo. Mr. 1'orcival says ho will give $25 for a short interview with the thief. A number of novelties have boon in troduced at the roller skating rink. Last . night there was a feature of special in terest. It being the appearance of a skato- xial artist named Wright , an English man , who displayed aomo elegant cos tumes. Ho showed up "tho 'dudo" In A 'very laughable manner , and besides mak ing much fun , showed rare skill In glid ing about on rollers , making many fancy movements. The talk of organizing a merchant's police to watch the business houses and servo as an extra protection against fires and thieves , is still being kept up , and It Is expected that in a few days a perfected plan will bo presented to the public and if it received sufficient supporters , will bo put in atcivo operation. If started it will bo as a prlvato enterprise with official recognition and under a certain degree of ofilclal control. There waa a dress rehearsal yesterday afternoon for the Great Republic. It inovoa oil' very satisfactorily and gave assurance that the public presentation this evening and to-morrow sftornoon and evening will provo very pleasing. Tickets are soiling well for the Great Re * public , and there Is every indication that there will bo a crowded house both oven- iugs , The arrangements have boon made very carefully , BO that the entertainment will bo sure to please. The management of the Great Republic has kindly accepted all suggestions as to arrangements , so that there may bo no need of alarm In the grouping of so many children upon the stage , and the appointment of deputy marshals and the presence of adults to pritoct against any possible danger proves sufliciont assurance to the public. THE MAYOR'S BILL Some Fresli Facts Mont the Drawing of the Warrants , AVIiy llo Returned Them , The proposal for the mayor to bo recompensed for his tlmo and efforts In selling $170,000 of city bonds has boon pretty thoroughly aired. The BEK was the first to pivo in full the strong backing which the claim for pay had both in justice and in law , the names ot many substantial citizens being affixed to the documents approving the claim. In the bond'Solllng business the BEE has never endorsed the neglect of the officials In letting the bonds lie In the vaults with out any effort to sell until the emergency came when they had to bo sold in a iurry. It has never approved the "star chamber" session of the council in the mayor's back room , at which tlmo a com mittee was secretly chosen to go east and § GOO of the city money appropriated to [ iay expenses. It has never bollovod that the council chose the best way or selected the boat mon for soiling the bonds , but all Una having boon done , the mayor and his two confpres haying boon employed by the council to do the bust- IOSB , It seems that it can now do no leas than pay some reasonable sum for the work , they thus ordered done , especially as the mayor has done the work much better than it waa supposed ho would do t. Had sumo banker or broker been employed to sell the bonds , the city would coitalnly have had to pay aomo reasonable sum , and the bonds being sold , by the mayor's effort , as the other members of the committee testify , there seems no reason why ho should not receive - coivo what Is just. Still , as this pay , and the expenses of the committee mustbo drawn out of the paving fund , and the largest part of it paid by these who have kho paving to pay for , these are the citi zens who should have most to say In the matter , and the fact that many of them declare that the mayor should bo paid It Is n strong backing of the claim. The lo * gality of the claim [ la vonchod for by at torneys who stand high nt the bar hero , and amounts are suggested by careful business mon and bankers who ought to know what the aorvicos are worth. Thcao amounts varied from $1,000 to $3,600 , and the mayor's bill was endorsed by five out of six of the aldermen. There was apparently ono bad break made by the mayor , that waa the draw ing of $905 in warrants , in settlement of the bill before the bill had been ordered paid by the council. It looked as if ho intended to got the money anyway , and indicated that ho expected "a howl" from some quarters. THE BEE has al ways protested against this sly , star- chamber way of doing. It is public business , and if honest should bo done above board and daylight , and if not honest , should not bo done at all. A number of statements have been made public , but the facts about the drawing of the warrants for $095 may bo rolled upon , as follows : The council waa to moot Monday evening. About 4 o'clock in the afternoon the mayor called npon the auditor and showed him the bill , ap proved by five councilmen , together with the approval of the largo number of citizens and tax payers , whoso namea have boon already published In THE itr.i : . The mayor wanted the auditor to draw throe $300 warrants and ono $95 , making $995 , in settlement of the claim at a loss amount than the lowest sum named by any of the aldermen or citizens who had signed the papers. The auditor declined to draw the orders , as the council waa to moot in n few hours , the bill could then bo formally al lowed , and ho would then draw the war- warrants. The mayor urged that the auditor was in the habit of drawing war rants in payment of bills certified to by ono alderman , and hero ho waa objecting to paying ono certified to by five alder men. The bill being out of the regular run of bills , and unique in some respects , the auditor still declined to draw the warrants , seeing no necessity for doing so , as the council was to moot that even ing. The mayor assured him that the council would order the bill paid that evening , and it seemed evident that such would bo the case , as all but one alder man ( Sledontopf 'had signed the bill. Finally , the mayor explained that if the auditor waited until after the council ordered the bill , Mr. Scott or some other of "tho kickers" would got out an Injunction before morning restraining the auditor from Issuing the warrants. To avoid the possibility of an injunction ho wanted the ordora issued then. The auditor finally consented to do so , with the agreement on the part of the mayor , that if the council did , not order the warrants drawn ho should return them to the auditor. That evening to the sur prise of many the council referred the bill to a committee. The next morning the mayor , true to his promise , returned the warrants to the auditor , who marked them void. The mayor is not entitled to any special credit In returning the warrants as it only on that condition that ho could got the warrant drawn , and ho certainly has laid himself open to crith cisn for having had them drawn at all until the council as a body had in open mooting , ordered the payment which they had individually approved , The clairr for recompense seema a just ono , and it is so strongly endorsed by good citizens , that it shall have strength enough to have stood openly in the council and defied throatiied injunctions , If an injunction was made to stick , and the courts should decide the claim unjust and illegal , It ought to fail. The mayor made a mistake , and has fortunate ly predidiccd the claim by his own action. Ho was doubtless led to the mistake by a doiiro to outwit anyone who might try to get out an injuntaion , but this waa a won to of time for the treasurer can bo just as well enjoined from paying the warrant as the auditor from issuing them , and the friends of the claim would have preferred to , Jmvo had the bill take a natural one and open course. This mistake of the mayor will result In ono change for the better. Both tdo mayor and the auditor now declare that hereafter no warrants will be drawn ex cept for bills properly presented and road in open council , anil voted for by the counc.ll. This mode of procedure ought to have been strictly adhered to before , and the mayor would riot then have been so apt to fall into this mistake by follow ing the precedent established by the pay ment of'smaller and lees important bills. Russell , of Kansas City , and who , ho claimed , had skipped out , leaving a 810 board bill unpaid. Ho found his man at Bochtolo'n hotel , regis tered as G. A. Richards , Kansas City. Llo brought the young mnn to time , and made htm turn over a valise and over coat , which Officer Cusick has In custody , the young follow promising to pay the amount and release the goods In n day or two. two.H. H. A. Collins , late of Toronto , has opened an art studio in the rooms of Barko's gallery , 100 Main street , and is prepared to supply portraits In oil and crayon iu the latest stylo. Satisfaction guaranteed and inspection invited. TROUBLED ABOUT TRAVIS , The Grand Juiat Oninlm to be Hot to Investigating Ills Kclcusc. There has boon no little stir caused lioro by the release of the man Travis , who is charged with raiting a check of F. W. Spotman & Bro. Travis was cap tured In Omaha , and the wounds which lie inlllctod upon himself in his suicidal attempt wore so serious that ho was al lowed to remain in jail in Omaha , in stead of being brought to this city. Ho expressed a willingness to come hero without a requisition so soon as ho was able to. The other morning word was received by the officers hero to go to Omaha at once after Travis , The officers say they lost no unnecessary time in going ever , but on arriving in Omaha found that Travis had been released , and could not find whore ho had gene to. These interested in the case hero are quite indignant , and they openly declare that they will have Travla yet , oven if they have to apend a goodly amount of money to got him , and they also intend to got the matter before the grand jury of Douglas county , believing that the proper Investigation will show that someone ono haa laid himself criminally liable for allowing the man to go free. It is understood that a number of prominent Omaha people are interested in Travis , because of their friendly re lations with his brothers , who are re ported aa very wealthy and respected business mon In the far west , and be cause Travis himself has occupied high poslUons of trust , and has fallen into trouble by his passion for drink and the gaming table. These who are concerned In the case hero do not share In this sym pathy , however , and they are anxious to have Travis brought to the front , jnst aa if ho waa a poor man with no wealthy friends or previous high record. They say that if there are any mitigating cir cumstances they can bo presented to the court , before whom ho ought to ba brought. If ho cannot bo found they propose to know who is responsible for his release , and If not legally released , they promise themselves to spare neither money nor time to have the responsible party brought to task.
