" TUB report that Grover Cleveland on the eve of election bound himself in writing , to the railroad kings to prevent any railroad legislation during his term as president is almost incredible , but his of wholesome anti-monopoly legis lation ohaoted by the logialaturo of Now York leave very little hope for any relief through the national jegioluturo by Mr. Cleveland's assent. IOWA has juet adopted several im portant amendments to her constitution. Hereafter general elections will bo held i in November intr cad of October. The legislature is authorized to provide for grand juries of not leas than live , nor moro ihon fifteen members , or It may abolish the grand jury system entirely. A county attorney is substituted for thu clietrict attorney , and judicial districts may bo reorganized and their number iucrofBid or diminished nt the option of the logitlaiuro. THK Jlejntblloan finds fault with TUB Bur. because on the 17th it published n paragraph to the ell'oct that the Union Pacific ought to rcduco its hospital as sessment to 25 cents a month , when on order making that reduction had nlroady been "promulgated" on the 15th. The fact is that neither the public nor THK UKE kuofv that any such order had been issued until it was "promulgated" through the medium of this paper on the 18th General Manager Oallaway evidently knows how to roach the reading public , and capeciully the employes of thn Union Pacific , Wiu , KEIINAN , former editor of the Okolona Stolen , in an interview at Bprlngtiold , Illinois , regards Claveland'n election aa "robuko to the buys in blue and the vindication of the guards in gray , " remarks that "it rings Lincoln out as u traitor and rings Jtif Davis in as a patriot , " and announces the southern after thia wlto "Wo programme : pro- poao to tnako the name of Lincoln and his hirelings a stench In the nostrils of mankind. " It is to bo hoped that this blatherskite doea not represent the sentl * menta of the decent element of the demo cratic parly. THE democrats now claim to have n majority In the Illinois legislature on joint ballot , thia result having been brought about by counting out a repub lican in Cook county. Aa the next legis lature ia to elect a United Slates senator , the proipecU are that the auccesaor of John A. Lgan will be a democrat. Among the democratic candidates for the senatorial succession are Dill Springer , Carter Harrison , General John C , IJIaclc and Governor Palmer , An effort , how- oror , is to be made to secure for Gov ernor Palmer a cabinet position on the claim that the democrats luuo demon- fctratod thuir ubility , with proper attht- anco , to make Jl'uoia ' adumojratlo sluto , and are- therefore , oiitltled to some tuch recognition. If , however , tin JicruM is simply playing rail road stool-pigeon ns it liar done for yoaw , nnd n sop Is to bo throwi to the people just before the mooling ol the legislature In order to prevent rail road legislation , wo shall not bo very thankful to Dr. Miller. The people of Nebraska adopted n con stitution in 187" ) which commando the legislature 1t 1 to enact lawn prohibiting ox tortlon t nnd discrimination by railroat aud telegraph companion. That part ol the constitution haa boon a dead letter f 'or nine yoara. A subsidized proas , a corrupt lobby and a system of wholo- B ale ; bribery , are roaponslbln for tl ho legalized robboriea from which 11 ho people of this stale have suf- 01 rod for yearn. It is only the people have revolted against the polit ical tyranny of the bull-dozing honehmon f the raihrays , and the truculent knavery of their hired editors , ( hat a halt has finally boon called and n wholcaomo reform ia IJEr apparently being demanded and intro duced in railway management. The ad vent of Ohnrleo Francis Adams and Mr. voCt Callowny in the management of the Union Pacific lias nlroady produced some good results , and the BKK has reason to bollove that the patrona of the road will appreciate th reforms which they have inaugurated. In the recent election the Union Pacilio exhibited a commendable regard for public oxdc docunoy by dropping politic ! and attend ing to ita legitimate bmlnoja aa a public carrier. It is to ba hoped that the Bur lington managers will likewise rocogni/.o the propriety of giving the people of Ne braska a olianco to govern thomaolvos biw without undue intorforonoo by organized ganga < of convontion-packors and strikers. Coming events cast their shadow ? ) bo- ore. The Omaha Herald evidently 81 oes a''Hhadow" of railroad toll reduction , > answer to the just demands of the P ooplo through tlio foarloen and un Pti Pb sought proas , and it is trimming ita sails ti o catch the coming broozo. It is docid- titi tic dly refreshing , however , for that paper ti ) tmy : tit As independents of railroad corpora' ' t uns : of all sorts and sizds as wo are of dii lomagoguea of all colors nnd complex iio ona , now that five months of the clangor o if political contention ceases , wo take up t ho subject of railroad reform , and do- iio nand in the interest , nnd for the good , iij all , railroads as well na people , that j net reforms bo at once conceded by all railroad managements in the Htato. Since when has the Herald become in dependent of Mio railway corporations ? Who were the demagogues The moi who honcatly and fearlessly advocatei railroad legislation to prevent oppressive tolld , favoritism and diBorimlnation , or the biasE-collared pay-roll cditoro who wore growing rich out of the partnorahip in ontlng houses , and mibsi dies of all kinds ? If there ia to bo a reform form in railway management nnd roduc tlon on tarill'j the people will certain ) , not bo under any obligation to the apolo gista for all the wrongs that huvo boot perpetrated through all these yoara b railway bosses aud monopolists. Furthermore thormoro , if the railway managers honest ly intend to give us lower rates they can not object to a law which will prcvon them or their successors from raisin thorn again. WESTERN CATTLE INTERESTS There ia no industry in thii countr ; that is of moro importance to-day thai that of cattle raising. It ban grown very rapidly in its extent , aud haa assume' ' mammoth proportions. It has not on ! made fortunes for those engage 1 in it but it haa given a wonderful impetus it vac rioua other branches of inJuatry , r Itsooms sttaugo to us that tlio cattle- 1 men's convention now in session in St. Louis , is really the lirst national conven tion of the kind over hold. There have long been subjects of tl o utmost im-j ] partauco that ought to I ave been dis- . ] ouiaed by the cattlemen in auch a cot c vantion , and those ( juoationa are now bf. [ i ing thoroughly considered. One of these , of COUMU , is the foooa question. Tlio stockmen will naturally apply to canyrjaa c legislation ou this subject. Thi'y t claim that llto lands which they occupy , t nod which they liityu to a groU eitout i in , are vn'uablo ' only for grty'n ' l 1 purposes , and nnvor car , bo and novrfrlin will bo utilized for xgticulturo. They propose to poli'in congress for euch legislation as will cmblo thorn cither to purchase thosy lands in Inrgo tracts , or to lease them for a term of yours , subject , however , to the pro-cmpUon and hoir4c stead laws should any one dcsi'.e to acq'tlro any tush land under theao lawc. They cnuld with safety lease the hnds on such conditions , ns no ono in all prob ability would disturb them , unices thry have enclosed good agricultural lande , U cannot bo denied that fencing ia required quired to carry on the business of Block- raising In n safe and profitable manner , and If the stockmen nuccoed in leasing the graz'tig lands or obtain the privilege of maintaining fences in a manner thai will not interfere with the rights of others they will gain a very important point. Another almost equally important m t tor is the proposition of creating a na llonal cattle trail from Texas to the northern grazing fields In Now Mexico , Colorado , Nebraska , Wyoming , Dakota , Idaho and Montana , the route to bo ten miles wide and along a pathway well supplied with water. To secure such a trail it will bo necessary to purchnao the right of way only to a limited extent from privatu partlcH , the intention being to Jiovo congress pass an act withholding the government land within the trail from public entry and settlement , and declaring it frco to all as a cattle drive. The respective states and territories will also bo naked to make concession ! ! if nocosairy. The probability ia that the stock raisers , among whom are many prominent , influential and wealthy men , will succeed in prevailing upon congress to give them favorable legisla tion on thcso questions. The subjects of transportation , the various methods of brooding and handth ling cattle , and the cauacaaud prevention of contagious diseaues , are also among ; ho matters to bo discussed and acted upon at this convention. It will bo aeon , therefore , that this convention ia a con- bronco of moro than ordinary importfo anco , and ita proceedings are being reW jurdod with a great deal of interest. 'robably no convention , except that perIn laps of thu bankers , has over boon hold u this country which represented so nuch capital and included among the ologatoa so many rich men , a large number of whom began with compara- ively nothing. In his admirable addrcsa to the con- cntion , Governor Crittoudon , of Mis- ouri , furnishes aomo very inleicatlng ucia and figures concerning the cattle in- ' orosta west of the Mississippi river. The otal number of cattle In thia region in 8811 was 22.700,809 , valued at ? 518 , il5,88D , Texas , of course , leads all the ther tttatcu aud territories \vllh 5,000,715 atllo. It will aurprlao aomo poraoua to earn that Iowa comes next , with : tHil- , , 140 cattle , all on fnrma. Miasouri fol- ows with 2,572,11)0 ) , all on farms , while vanaaa comes fourth in the list with 2,210,000 , , while Nebraska stands fifth with 1,770,181 , of which about two- thirds are on fnrma , and one-third on ranges. Wyoming comes seventh , with lOU5'JK ! , and the Indian territory eighth with 1,020,000 , and so on down the liet , Jtuh having the smallest number , 135- , a 000. The value of honsoa , mules , sheep , and w hogs west of the Mississippi in 1883 , wa $5Uai2,87i , only S2j,8' ( > 0)81 , ) moro ; than the value of the cattle alono. The whole number of cattle in the United States In 183. } , was 1 > 8GW,8)3 ! ) , only > ,88C8I ; ! moro than in the states and U lorritoriua west of the Miatisaippi. These th figures will give some idea of thu imnien- aity of the ciUtlo interest in the weat , ; ind the important position it occupies in contributing to the material wealth and prospooity of the country. IIENDIUCKS AS A PROVIDER The telegraphic dispatches from day ' to day are overburdened with the utter- ancoa and movements of ThomiiH A. Hundtioka.Vo are told In ono dbpstoh that Gov. Hondricka ia already over loaded with applications for appoint ments under the now administration , aud wo notice that ho has buoti expos ing his opinion in favor of this ono or agitiuat tlmi ono , in a manner which would lead the average mind to conclude cludo that Mr. Hendricks considers him aolf in a position to disburse federal p tronago with a very liberal hand , and in a way to suit himself. Mr. Ilendricks ( has given aaautnucu that a dom ooratio negro , who waa In aultod every time ho visited the committee rooms , shall be rewarded at the proper time. Vll that will bo nccos sury In his ciee. suys Mr. Uundricks , ia to mention his noino when the time comes. As to Mr. Shoemaker , editor ol the Indianapolis Sentinel , Mr. Hen dricks thinks that ho ought not to have the Indianapolis poatollico , as ho already holds the lucrative position oi prison di rector. Mr. Hendrioks has not foigot ton that Mr. Shoemaker was a friend ol McDonald , and criticised Ilendrlois conduct towards McDonald. dricks [ rcaurvea the postolllco for oouaiu , and he is credited with having al ready picked out Congressman Lamb for United States district attormy. Now , it occun to us tlat this man llondricks ia a little previous. When it comes to the distribution of fedora pilronago , oven in Indiana , G rover Clove 1' land may havii ft word or two to any f. aud noauapujt that , notwithstanding the , result of the election , the beat of lcolli ) { , v doea not oxistbot weentlmso two itatetnun I of Thonus A. Bull r and John Kellf y to betray McDonald nnd Cleveland by himself becom ing n candidate for the presidency. The treacherous plot proved a failure , and then Mr. llondricks sought and accepted the second plico on the ticket. During the campaign when the ButTtlo T'Aer/ram made the famous Hnlpin oz posuro , Ilcndrlcka wrote n letter apolcgizing for being in such bad com pany. The conduct of Ucndrlcks , who was not tlio clioico of hit piity in Indiana , cannot bo forgotten by Clovel < nid or Me Donald. The friends of McDonald now insist that ho shall bo given a cabinet position , and it la not unlikely that Cleveland will very favorably entertain the iirjgcstion. Uut oven If Cleveland la willing to forglvo nnd forget , it ia not likely that ho will place the patronage of Indiana under the control of Mr. llondricks. Under our peculiar system vlco-prealdonts , as a rule , arc not of any moru importance than a fifth wheel to a wugon. Hannibal Ilamlln did not control the patronage of Maine when Lincoln was president , and Schuylcr Colfax , under Grant , did not carry the Indianapolis post ollice ! in hla vest pocket. At a later day Henry Wilson , who waa a man of great national fame , nevertheless waa outranked by Bon. Butler and Boutwcll during the second term of Grant. Still later Mr. Whoolcr , who did a good deal of fishing , under Hayes , did not fish out any ofiicja for his friend a. It Is needless to aay that Arthur had little 01 no influence with the Gariicld admin istration and would have bnon no pro. yidor for hia oflica-aooking frienda had ho not himself become the chief dispenser of [ ntronago. It would eoom therefore that : ho cousins , nephews , and aunta of Mr. llondrlcka have a very slim show In the national grab-bag , unless they can got como other man to endorse for them. SBVKUAI , paste pot knighta who have ought and bled with Congressman Weaver continue to taunt THE BEE over Itf loaa of induction in the late election. In view of the fact that Weaver fell five hoimnd behind Elaine and Lgan in hia district it would seem aa if his rural ooators had very little cause for crow- ng. Chicago Hi'iald , Instead of abuse and revilement Prosi- lent Arthur should recolvo the commen dation of all parties for the dignity with which ho has berne himself through the campaign. The harsh words now used against , him in many places are duo to the exasperation of disappointed politicians who would willingly see the high oflicn which lip holds dragged in the mire of mrty atrifo if thereby they would bo the ainera. Mr. Arthur has held himself above the contention of ambitious men , ind has not once forgotten the duty that 10 owes to the people. It Is of moro im- ortanco that the presidency of the .ited States should not bo degraded .ban that uny political party should liumph. In refusing to use the great rcat power intrusted to him to further ho ends of any party Mr. Arthur has won the enduring regard of everybody nit the few who would stop at nothing a achieve success. Ho haa been a vtieo , courngeoua , upright and courteous magis trate , who haa honored himself and hla country.
