The matter of the sale of bonds is still the tliomo of talk. Everybody is very anxious about the matter , nt its outcome aflbcts the matter of city improvements greatly. As staled In yesterday morn ing's lin ! : , Mayor Vaughnn had tele graphed that ho had sold $10,000 of the bonds , and had placed f'o money in the Park National bank to the credit of the city treasurer. Yesterday morning the city treasurer , Mr. Clausen , received a letter by the mail from the Park J National bank , stating that Mayor Vaughan had drawn ? 20,000 of , ho city bonds and had placed $22,000 to the credit of the city treasurer. This ; ave rise gto all sorts of conjectures imong these who are so feverish over the nnttcr. _ It was whispered that there was lomothing strange about the n I lair , and ill sorts of rumors got afloat , rho city treasurer's explanation wan that irobably on Monday Mr. Vaughan inado omo arrangement ; for the sale of the ) ends , and that that part of the trans action was sent by mail , reaching hero roslorday. Wednesday the sale was prob- ibly completed , and then Mr. Vaughan olcgraphod. It nppoats now that Vaughan has sold the $ ' 10,000 of inter- oction bonds and that they were sold it an equivalent of ! ) ! ) cents on the dul- ar. In pruvious negotiations it had always boon the talk to put only 82,000 of these lout ; time bonds in with § 7,000 of the shorter time ones , so as to bring hem up to a bettor selling average. It does not appear whether an additional one or two per cent , would have to bo paid to some banker for soiling them or not , but probably there would. There has boon much criticism of the city treasurer's action because on leaving Now York ho loft some of the bnnds in Vaughan's possession ; and the others in the bank subject to his order. These which have boon in Vaughan's valise lacked the mayor's signature , and hence stolen by anyone could not bo used , but still it was doomud not businoss-liko for the city treasurer to allow bonds to lay around in a valise , or bo in the con trol of any person. It was declared that the treasurer had tn'von his receipt N'l for the bonds , and ho and his bondsmen were personally responsible for their safe-keeping , ho alone should retain con trol of them until they were sold. Those and ether matters were caught up and carried from one to another as larger bita of news , gaining nothing of accuracy in their winged ( light , until there were many fearful and sensational ' stories made of thorn. Those who were knowing to the real facts and who kept their heads cool , seemed unanimous in the expression of the j belief that there was no charge of any crooked work being done on the part of anybody , but that the chief objection was to the unbuaincss-llko way of pro cedure. Some of these who did not endorse the star-chambor procedure , nor the methods adopted by the committee - too , said that they believed the committee - too had worked faithfully and hard , but thought it was an unfortunate choice of committee , and { hat they had subjected themselves to criticism by lack of discre tion. tion.Thoro There was much talk of all sorts , but still in it nil appeared an anxiety to have the bonds sold , and the improvements go on.
