FOHTY-EIGHTH COXUIIESS. HKNATK. WAHIIINOTON , Juno 12. The Mexican pen ( ion bill xvas taken up. Mr. Van Wyck moxed as an amendment to thu bill some time since reported from tin IK-IIMOU committee by Cullom , to provide pensions for invalid soldiers of thu army or navy xvlio have been discharged nfler three mouths in the xvur of the rebellion , and for the widows and dependent parents of deceased pensioners. Haxvley xx-as opposed to thu service of pen sions , and xvould therefore be unable to vote for the Mexican pensions bill. Able-bodied soldiers did not need pensions , bat for dNablod lie xvould give liberally. Mr. Cullom said the Mexican pensions bill ought to bo passed , also an amendment pro viding relief for soldiers of the latu xx'ar. Sherman xvas very desirious that at this se-H pion some satisfactory legislation should be si cured , not only for the Mexican soldiers , but for soldiers of the late xx-ar. He hoped the military commitleo xvould add to the bill an amendment on another -whit. It xx-as an outrage , he said , that thousands of _ bravo sol diers who served their country faithfully in xx-ar , and xvent to their homes xvhen the xx-ar was over , should htand on the army records as deseiters. Mr. Ilaxx-ley said ho xvould not attempt to fix the precise degree of moral grandeur of soldiers xvlio ran home , nor xvould ho for n nnunent compare them xvith the rascals who ran axvay from the army within the xx-ar period proper , but no man could convince him that the class of men first mentioned had been just to their comrades. M. Slater did not think anybody could measure the expense that xvould bo incurred if the bill became a , laxv ; xvith thu proposed amendments there xvould doubtless bo 500,000 namCB added to thu pension list. Since this bill had been reported from the committee , a voice had ciinio from Chicago commanding that the arrears of pensions bo paid , and that would add probably 200,000 more uames to this roll. The audacity of the whole thing xx-as the only feature in its favor. It xvas a mere political flank movement to cover up ex- ccbaix'c taxation. Inga.ls moved as an amendment that scnato bill No. 2 , being a bill intrud.tct.tl by him the first day of the present bession , amending the arrears of the pension act. Ingalls read froni the plank of the platform of the recent republi can convention , pledging that party to the re peal of the limitation contained in the arrears of pensions act. He noxv called on his part } associates to cry out the expressed declaratioi of their party. Mr. Sherman said the declaration _ of a po itical platform xvould not change his viexx-s Hodiu'nut think the principle xx-as right. Pensions should commence xx-hun the applica tion for it xvas filed.
