Tlio TERROR on tlio Atlnnllo In Forty | Vci r . 1'rom the London Human nature can bo subjected to no moro agonizing suspense than that on- durcd by relatives and friends who anx iously await the arrival of an overdue hip on board of which uotno ono dear to them has taken passauo from n distant port. On the llth of March , 1811 , the President , ono of the finest passenger steamers of her time -loft Now York for Liverpool with many passengers on board. Three or four days after her departure she encountered a terrific ntorm not far to the south of Capo Race , nnd was BCOU by n French Bailing vessel to enter n thick cloud or rntn storm , which brooded upon the face nf the deep and obscured the heavily laden vessel from view. Iu half an hour or so the cloud lifted but no President mot the anxious oyca of the gazers who in the language of the French "interrogated the horizon" in search of the missing object. There was no possi bility of her having run into nn iceberg or come into collision with another ship ; but against her name in the underwriter's books wore inscribed these melancholy words which , wo are told , ought never to bo employed in connection with n well- built nnd woll'inannod craft of any kind , "foundered at sea. " No trace of her existence was over found except a few spurs and part of a boat believed to have belonged to her , which were washed ashore nftor some weeks upon the con.it of North Wales. Among many other passengers of note whom she curried were included Tyrone Power , the well- known and universally popular Irish comedian , and Lord Fitzroy Charles George Lennox , second son of the late anl brother of the present IJuko of Richmond. Lord Fitzroy Lennox was nn ofiicur in the Guards , nnd was on his way homo from Canada in the expectation of passing his 21st birthday on the follow ing llth of Juno with his attached pa rents. 13 o was his mother's favorite son , and was named nftor Fitzroy Somerset , subsequently Lord Baglan , who had boon his father's frlondand fellow-soldier on the Dukp of Washington's stalf during the piinsinsular war. There nro many still living and among them none tolls the story with more fooling than the vonor- nblo and much respected Earl of Stratford who well remember the long and pro tracted agony athopo and suspense which the late Duchess of Richmond was doomed to endure. Some of these , in deed , who know her best , and were no- quainted with the singular depth nnd warmth of her affections , hold the opinion to her dying hour , the bereaved mother refused to give up nil hope that she might once ngnin bo blessed with n sight of her lost son. That hope was not des tined to bo realized ; tbut among the mourners who year nftor.yoar awaited that "message from the aoa" which was never to bo received , the Into duchess of Richmond will always occupy a foremost place. Steam voyages backward and forward across the Atlantic hnvo latterly boon performed with such marvelous aafoty , nnd , in spmo cases with such astonishing rapidity/that the present generation of residents in the old and now worlds are far loss prepared than their predecessors for the loss of a passenger steamer nt BOH. Yet the records of that greatest highway of maritime nations , the North Atlantic Ocean , proclaim that during the first thirty years of atonm navigation voyages were very fnr indeed from being an safe as is now the case. Thus wo learn from the Nautical Gazette , of Now York , that from the beginning of 1811 to the end of 187 ! ) no- fewer than forty-eight Atlantic steamers perished ac sea , the President being the first nnd the Yillo du Havro I the last victim. During these three-ami- ' thirty years the Cunard Company lost the Africa nnd the Tripoli , but in each case without the sacrifice of a lifo or letter ; while between 1851 and 1871 ! the Inman Line lost six , the most melancholy case being that of the City of Boston , whoso fate is ntill a mystery. The Allan Line , again , which commenced in 1802 , was so unfortunate as to lese Haven vessels before 1874. The Collins Line , built nnd owned by the United States , ran four vessels between 1852 and 1857 , of which they lost two. The German - man companies of Hamburg nnd Bremen , established in 1850 , had lost four steam ers before 1871 ; the National L'no ' , ono ; the Guion , established in 1808 , one , the Anchor , ono , nnd the White Star Line , established in 1871 , had also lost ono , through the fault of her captain. Twelve steamers belonging to small companies have likewise mot their doom on the bois terous Atlantic ; while of the French com panies the Mosngcrius Maritimes , with sixty steamers , had in 187-1 lost fourteen vessels during its first twenty-one years of existence , nnd the Oompagnio Trans- ntlantiquo lost two , the Darioti nnd the Villo du Havre , The lloynl Mail , with which the Oompagnio Trana.itlantiqiio is in competition , lost fifteen ships during its first thirty-two years. "It has boon computed , " adds , however , 1'ho Nnutical Gazette of Now York , "that upward of If,000 ! voyages were made across the At lantic between 1810 nnd 187-1 by these steamship lines. " Among the disasters to which wo have referred none was moro calamitous than these which overtook the Allen Liner , Hungarian , wrecked oil' the coast of Nova Scotia in the night of Feb ruary 10 and 'JO , 1800 , with moro than 200 souls on board , nnd tjioVhlto Star steamer Atlantic , which struck a rook oft the same Iron-bound coast on April 18 , 1873 , carrying nt the time more than 1,000 souls , of whom 412 , Including Cnpt. Williams , were saved , and 000 were lost. Many of her hapless human freight , who had climbed into the rigging perished from cold nnd hunger , nnd the captain , upon whom the chiot blame was laid , un derwent n sentence of suspension for two years. Wo hnvo said enough to show thnt while steam navigation wan still young , the Atlantic was far from being that easily crossed "Forry" which Charles Dickens was invited to consider whoa ho made his first trip to the United States in 1811. Now York Sun : The foundation for the pedestal and statue of Liberty is com pleted , nnd rises twenty feet above the old ramparts on Bcdloo's Island , It was formally inspected yesterday [ the 10th ] by officers and members of the Executive Committee , under the guidance of Gen , Charles P. Stone , engineer in charge. The foundation stands in the middle of the old fort. Gen. Stone says it will last longer than the Pyramids. It is sunk fifteen feet and eight inches bolovr the surface of the ground , nnd rises fifty-two feet nnd ten inches nbovo. It is ninety- one feet dquaro at the bottom and sixty- seven nt the top. From the top the mountains of Pennsylvania can bo seen. The pedestal is to rise 117 foot above this , and the statute (157 ( feet ) is to cap the mass , making a height from low-wator to the top of the torch of 332 feet. "Tho great problem , " said Gen. Srone , "is to guard against the/vholo muss , with 4,000 square feet of surface , toppling over into the harbor before the strong winds. Four large iron bars will bo cemented monted into the base nnd pedestal , and will connect with the steel works which nro to support the statue. It will bo as immovable as the hills. " Two anchorages pats through the base of the foundation at right angles , nnd a shaft for the stair ways run through the podoatal and the statue. Holes through the foundations have been left for light ning conductors. Work will bo immedi ntoly begun on the pedestal. V. II.
