Discussing the recent - cent arrests of suspected dynamiters The Times says : "Expectation is strong thnt these arrests will load to important dis closures which will throw light upon the recant explosions. The usual Easter review of volunteer forces has been con verted into a series of manoeuvres ; 33,000 volunteers took part with regular troops at Portsmouth , Aldcrshot , and Sheer- ness. SPAIN AND UADEAU. MADRID , April 14. The journals which represent the ministry in com ments to-day respecting the resignation of General Adam Badoau , consul general of the United States at Havana , thank the American government for the kindly and sympathetic feeling towards Spain. They say there is no doubt but Secretary Frolinghuyson may bo relied on to act as did Secretary Hamilton Fish towards these Cuban revolutionists. It was added Iso that Frelinghuyson has so conducted the correspondence as evidently to force Badoau to give in his resignation. DAWSON AND DAVITT IN LIMERICK. DUBLIN , April 14. Charles Dawson , member of parliament , and Michael Davitt were presented with the freedom of Limerick to-day. In connection with the event a monster meeting was held and resolutions were adopted favoring homo rule for Ireland and expressing confidence in Parnoll. ILLINOIS. Ho had n controlling In terest in the manufacture ol nmrly ail the explosives that were nmdo in the United States and Canada Ot'-st of the llocky Mountains. Ton mil lion pounds of these materials were consumed in the country in 1882 , the Uopanno company's works at Thomp son's point producing ono-third of tins amount. Ho is credited with having or ganized a combination of nil the makers of high explosives. When negotiating with tlio Panama Canal company , for the powder to bo used in that work ho guar anteed to supply twelve tons of Atlixs powder daily if that muount were needed. Ono of the most daring achievements recorded in the history of the present century is ono of which ho was the central figure. During the Crimean war the Rus sian government ran short of powder , nnd the explosive was required to continue the defense of Sebastopol. A cargo was purchased from Duponts in this country , and was placed in a steamship lying oil Baltimore. The British had frigates posted in waiting outside the Chesapeake. After seven feints the watchers were eluded and n chase begun across the Atlantic , through Gibraltar and up the Mediterranean sea. With re markable good fortune the vessel passed through the Bosphorns and into th Black sea unchecked ; but when noariu the place of contention the English war ships hailed the stranger. Young Dupont was at the helm himself , and insisted that the vessel proceed , not hooding the sig nals from the warships. Two broadsides were fired into tlio vessel , but she was able to steam ahead and steer through the rocks and was beached inside the Russian lines. This daring adventure saved the cargo , for which tlio Russian government paid the sum of $3,000,000. In this emergency the patriotic envoy concluded , on the re sponsibility of his own house an arrange ment vith Brown Brother * & Co. , which placed at his command a Buflici nt sum. But the greatest difficulty was yet to bo encountered , for Earl Russell's govern ment refused to allow Great Britain to bo deprived of BO much saltpeter , and Mr. Dupont returned to America. Another consultation of the cabinet was called , and when all were bewildered by the difficulties of the situation , Mr. Dupont made the suggestion that in the event of another refusal , the American minister should bo instructed to demand his passports and close the embassy.
