The supreme council of the Royal Ar canum is to meet in Chicago April 22J , and Fidelity Council No. 150 of this city will send a Urge delegation , several of whom will bo accompanied by their wives. The Fidelity is the strongest council in the state , and ita delegates will make an attempt to gat a grand council established hero , which is no more than justice to these of the order here who have worked so zoalouslyaud successfully for its building up. For inslnnco the Chicago , Rock Island fe Pacific Is assessed for six milts of rack in Council Bluffs , the valuation being $72,000. It has between six nnd iovon miles of track in Gnrnor township ho valuation being $31,070 , nnd n litllo moro in Norwalk township , valued nt ; 83,000. By this syntcm both townships ; ot moro taxes from the Rock Island .lian this city where the railway has very valuable property. A inilo of track with all its buildings and improvements in the midst of ft city is valued at § 12,100 the aimo ni if it was n mile on the prnirio without n section house oven. The Chicago , Milwaukee & St. Paul I'A valued nt 55,050 n mile , and the valua tion of its property in Council BIullH ia $2-1,290 , while in Our nor township it is § 20,1) ) 10 , nnd in Korwaik township ? : H- , 5U2. 5U2.The The valuation of the Chicago & NorHi western in Council Bluffs is only § 28,050 , much lees than nny townohip in the county through which it passes. In Rockford the valuation is 865,81't , Orescent 507,050 , nnd Garner 838,000. The Kansas Cily road in this city is valued at $4,771 , nnd in Lewis townshi ] 823,017. These nro but samples of the workings of the present asHnssmunt plan. There is ono feature of the valuntior table of thia county which is worthy o : attention. The Union Pacific has its ter minus fixed by law as near as practicable to the eastern bank of the Missouri river. During the lost year it has run Us track over n mile from its terminus up to Broadway , whcro it has a so-called depot This mile of track is in the state of Iowa , and should it not bo assessed under the state law and credited up to Counci Bluffs. Anotner interesting matter to examine into is whether the Unioi Pacific has nny right to operate oven this much of n line in this city am ntato without some charter from the state , mid alto whether it ought not to bo subject to the railway laws of the Btato regulating faro ? If subject to sucl n law its rates would bo not one-half o these now charged between the Broad' way depot and the transfer. The Union Pacific , as far as this cilj goes , has acted as if there was no law t < which it was subject , and will doubtlcs continue so to do until it is made t realize differently. The Mulvorn Loader contains the fol lowing account of a burglary committee near there , but is evidently mistaken about the thiovcs making their head quarters in Council Bluffs. In this city no thieves are allowed by the now police to run at largo : At about 5 o'clock last Thuradav after noon the residence of Mr. O. VV. Patrick , live miles northwest of hero , was gone through and burglarized of $51 , Mr. Patrick and family were in Mai Torn at the timo. The thieves of footed an entrance by brcakin ; out two panes of gloss am raising a window. From traces of blooi found all through the house it in euppoa cd that one of the burglars cut his hand on the window glass while getting In , Everything in the house was turned top- sy turvy , aud blood spots were left on everything touched. Fifty dollars of the money taken belonged to Sir. P's mother in-law , end was in a pocket book con tainiug besides $700 in notes , in a bu reau drawer in the second story of the building. Tlio pocket book and notes were left on the tloor. An nntiquatct French silver dollar was taken from the center table in tlio parlor. The thieves who were doubtless tramps , or membori of n gang of pilferers who it is beliovoc make their headquarters at Council Bluffs , were closuly pursued up the \Va bash track to beyond Minoola , where al trace of them was lost. Just how the saloon men will try to protect themselves is n problem which they have not themselves solved entirely , but they nro nt work on it. _ lt mi been planned that the city will derive a revenue , and therefore ot attempt to irnccuto these who pay it , by licensing kinking booths where seltzer , lemonade , and other drinks can bo had , nnd the au thorities close their eyes if something stronger is poured out. Another let-out which is being examined < inod into pretty sharply now is the pro curing of n license from the county board , as providnd by law for selling "for me chanical , culinary nnd incremental pur poses. " Under the law no hotel keeper , keeper of saloon , eiiting house , grocery keoptr or confectioner , can got such per mit , but others can , on presentation of a petition signed by a majori ty of the legal electors of the township or ward , This old law has fallen almost in disuse , there having been in the past year only two or three such permits tnkcn out. This Inw requires that n $3,000 bond bo given , and that the liquor bo sold at no greater profit than thirty-throe per cent , nnd n report made to the auditor every month , showing who purchases , what they purchased for , how much , and the price. Of these who linvo heretofore taken such permits , only ono has over made any such regular reports , and thus the matter lian slipped along. _ In view of the heavy penalties of the now law , every possible loop-holo is being examined and some think they see in this county permit a chance for pro tection in the business , and the predic tion is made that there will bo a largo number of "drug stores" start up in this clty' ' . . Tlio City Council. At the mooting of the city council las evening , Mr. M. A Moore asked for th < right to n temporary narrow railway tracl along the street for the purpose of carry ing dirt , the oamo ns asked for the ptho evening by J. J. Brown. The judiciary was instructed to insert the name rf M A. Moore in the ordinance in conncclioi with that of Mr. Brown. The ordinance in this shape was referred back to the committee. On account of a pretest against th letting of the contract for filling up Oth Uth and 7th avenues , .ill bids were rejected joctod and the clerk instructed to read vnrtiso. A petition was presented fo widening the sidewalks in front of Ma sonio Temple. Granted. A resolution was passed ordering th paving of the intersection of avenues G and Oakland avenue , a 1'ttlo piece of Bry nnt street at the end of North Main Street , The committee reported in favor o recognizing the W. It. Voughan hoa company as a volunteer part of the fire department partmont , but against furnishing the com pany with a hose. The report was concurred currod in , The police committee reported in favor of giving to L. D. Evans the contract fpi feeding persons in the city jail , the bill of faro to bo ono pint of coffee , twc slices of broad and butter , a piece ol beefsteak and fried potatoes , at 18 $ cents per meal. The report was concurred in. A special committee reported that the county board expressed its willingness to build 1 a bridge at Scott street. The police committee reported in favor I of fencing in the rear part of the city < property , sodding the grounds am laying 1 a sidewalk along Brynnt street from I Broadway to the creak.
