The firm hav- ing the advantage of being manufactur ers nnd being always in the eastern mar ket , are in good shape to supply the western jobbing houses with first-clans goods and they propose to handle none Others. SACRED SELTZER , How Saloons Arc to lie Licensed Under a Prohibitory Law , Drinking IMnccn Will SHU Exist In Council IJIufTH. There have been many queries as to what Council Bluffs will do under the prohibitory law. Heretofore Uio law has provided for the licensing of the nalo of bocr and ale , and the city has issued licenses for such drinks , while the sa loons have kept whisky and other strong drinks as well , and no fuss has boon raised about it , so long as they paid their regular license for boor. Now that boor it prohibited , there has been some curiosity ns to how the city would got any revenue from those places. It is now understood that the council will pass an _ ordinance licensing the sale of seltzer at about § 000 a year , and that Boltzor and other drinks will bo substituted in the license system for ale , wino and boor. No one seems to consider it possible to enforce the pro hibitory law hero , and while the city docs not want to lese the revenue , the saloons do not want to bo interfered with , and are willing to pay to keep the city authorities from prosecuting , though the city cannot protect them from prose cutions under the state law. The ueltzor scheme is thought to bo a way out of the dilemma. On the other hand there is a report that an organization may bo perfected by the prohibitionists for the 'prosecution under the state law of those who sell , oven if they have a seltzer license from the city. Such prosecutions in the state court have always proved very tedious , expensive and unsatisfactory , when fol lowed up by private individuals , and this may deter such prosecutions. If the saloons should refuse to pay for a seltzer license , the city authorities would doubt less push such prosecutions tinder the state law , as the amount received from licenses cuts no small liguro In the city's finances , the amount last year being about 830,000. It seems to bo pretty well sottlo-1 that an ordinance will soon bo made public which will , while technically licensing the selling of seltzer and mild drinks , virtually bo a license ordinance , avoiding so far as possible legal difficulties , and evading as far as possible the prohibitory law.
