" She is at the Baptist church to night. It is related of ono of the now police men that ho commenced blowing his whistle lustily , and after the others had hurried to him to give the assistance sup posed to bo needed , ho said. ' 'Say , boys , did you hoar the ivows about Lawyer Cadwoll being robbed of $800 by n man with a revolver' " IIo looked sheepish enough when they began to "cuss" him and informed him that that happened the night before. IIo had just got onto it. . and felt it his duty to do something. As was announced in TUB BEE , the tailors a day or two ago presented their employers with a demand for a now scale of prices , some of which were an ad vance. The employers deciding to grant some , but not all the advances , the tailors yesterday quit work shortly before noon Some of the tailoring establishments are non-union , and hence it does not affect them , and the others will probably bo running as usual in a day or two , as the matter will doubtless bo adjusted in some way. There ia no trouble , and no dinpo sition to create any. TALK WITlf TOSTEVIN , The ObBcrvntloiiHTaken by Him Late ly In Itcforcnco to a Syuiom of Howornica Thomas Tostovin , before retiring from the oilico of city engineer , had by direc tion of the council been taking obaorva tions , making measurements etc. , for the purpose of getting the nocoisary date for the forming of some general system of sewerage. Ho has prepared map with field notes ehowiiig the olova tlona and various othur needed informa tion and haa placed it in the hands of th council. Aa a result ot this survey , Mr. Tosto vin suggested aa a main drain , ono run niug from Broadway at the Northwestern depot , straight south a few hundred fco more than throe miles , to a point whori the old channel of the Missouri wus several oral years ago. The fall for thii distance would bo four foot The suggestion that has boon made , that a drain run north to th lake , appears to bo anything but fcasibl from the observations taken and from th map aa it appears. The Missouri rive : just west of the lake stood 10.00 above the place of reference , while at the old river channel , south of section 12 , at th suggested terminus of the draw south' ' ward , it stood 3. DO , just seven foot fall This drain proposed by Mr. Tostovin would involve the building of about on mile of drain outside the limits of the corporation. To avoid that necessity tin channel of the orook could be brought a little expense , to a point sufficiently low at tha middle of section 2 to turn and receive this main drain or sewer into thi crook channel. The point feasible fo such a juncture would bo about a hal mile inside of the southern limit of the city. This would bo a temporary rangomont to avoid too great expense on the start. From that point ho suggests that the channel of the crook bo aoopenod some , and with the aid of a flood or two it would clean itself out well , and a few thousand dollars expended would carry the water there to a largo pool at the southeast corner of flection 15. From there there are two courses open , ono by a natural line of drainage to the south west , there being a slough 4,200 feet which would give virtually that much ox cayation already done , but little work being needed on it. From there a chan. nol would need to bo dug 2,400 foot it : nearly a straight line to the Missouri near Childs' mill , at a point that prom iaos to remain unchanged , and in which there has been no change in thirty years , The permanence of this point is ono o the advantages which Mr. Tostovin urge ; in this case. The course thus nuggostodin , however larger than to go east from the pool , but the permanence gives it the preference. On the oxcavaton of 2,4 00 foot the depth would have to bo on the average , eigh feot. With this main drain or sewer running thus , the other sewers could bo run hit it , and ho dooms that it would pn sufficient for all of the city lying nortl of Tenth nvonuo and east of the crook The probable expense ho has no1 tigurod out yet It ia conceded by al that any satisfactory system of soworact will cost this city heavily , but all admit too , that it is a great necessity and mus Do _ had. A rough guess at the cost ol this work suggested above would place il in the vicinity of § 100,000 , which is no one-quarter of the estimated cost of som of the plans suggested. With these explanations and suggos ttons the map prepared by Mr. Tostovii and the field notes accompanying it be " - " / - - - ) ome an interesting study to those are concerned in city alTaira. The night before ho had'boon out drinking pretty freely , and as John McAvoy was with him , the po lice arrested John. No money was found on him , and as Ford would not prosecute ho was released. Several ether parties were brought to the front nnd searched , but nothing found on them , nnd no very satisfactory clue had up to last evening boon obtained. Last evening there was another bi crowd at the roller skating rink. Ho is a skater wh in some respects is oven better tha Daniels , who so captivated Council Bluffs and in all respects seems fully up Daniels.
