From the board of public works : Sub mitting estimate and acceptance of sewer work on Sixteenth nnd Chicago streets , done by Mcllugh * t Mcf.'avock. An accompanying communication stated that the work was accepted on ac count of the exoneration of Inspector Joir O'Neal , so that the responsibility of its acceptance was with the council. After considerable discussion , in which it was said that the council had boon lirolict in regard to the removal of the nspoctor. tlio whole matter was referred jack to the board of public works. A number of other estimates wore re- 'erred. From the botrd of public works : Sub mitting estimates for paving on Harney xnd Sixteenth street ; also a contract and send for laying a double line of granite docks along the street car track at such joints as required by the specifications , which it appears , was omittea during the week. The city engineer being asked by Mr. feeder why the atone was not laid on Thirteenth and Douglas streets as per specifications , replied that it was the pinion of himself and approved by the board of public worka , that it was just as well not to lay the atone at that point. Mr. Barker said that this was a lie. 3o had noticed the omission and called ho attention of the board to it. He bought that the best thing the council could do , under the circumstances , was , o approve the bond and contract. The contract and bond wore road and approved. Isn' it redly BcandalousJ" There haa been quite a savory littl scandal trial going on in a South Omali church , and A reporter of TIIK BKK , will his nose windward , got a good stron ] sniff ofit , and says to himself , "by Jove hero is a sensation , " and immediately made for it , The story runs about like this. Waj over in South Omaha , there resides side by side , two women with their rtjspcctm husbands , who for the sake of determining ing them one from the other , wo wil call Mrs. M s and Mrs. D y. For sometime these two neighbors were on the best of terms , and unti quite recently were almost inseparable , and as a consequence confided to cacl other a greater or loss portion of their do ings in early life , and as young and giddy girls nre liable to do some very impru dent , and , perhaps naughty things , so wo presume that Homo of those escapades nn recited by those two bosom friends , wore not of the most savory character. Time rolled on , and jealously , thai green-eyed monster , put in his appear ance and n coolness , as a Vail of ice , arose between these , hitherto friends ol the Dornan and Pythias style , and the Bccrets which they held , as only it woman can hold , began to bo mentioned to those , for whoso oars they wore never intended and that old tongue of scandal , which is hung in the middle and works at botli ends , began to rattle like a mill dam , and a d n sight worse , and the picnic was opened. B jt wo are getting a little bit ahead of our story. These tvro families belong to the same churh , and Mrs. D y's hus band had been elected as an elder of said church. Mr. D y had also bought for Ills wife a horse and dog-cart , and aho used to ride back and forth , much to the annoyance of her neighbor , Mrs. M H. Being envious and jealous , Mrs M s began to circulate stories in regard to Mrs. D y , which stories wore not filled with the purity which omonatcs from a lieavenly throne before which they wore both public worshippers. However , Mrs. M a assorted that the stories had joon told her by Mrs. D y herself , and hat under such circumstances Mr. 1) y vas not a fit man for elder of the church tfow what possible bearing M's. D y'a early life , before her husband , that low is , oven know her , could have upon VIr. D y'a character and his unfitness 'or an elder , nobody except Mrs. M s : laims to know , but as ho was nn older n the church , and the discipline of said ; hurch provided that such things should jo investigated , a delegation from the church waited upon Mrs. M a and re quested her to prefer charges against Mr. and Mrs. D y. This Mra. M a promptly refused to do , but at the same , imo continued to talk 13 before. The committee again waited upon her nnd this time demanded that aho either irefor charges against the parties men tioned and substantiate her statements , or else forever hold her peace , and with t , hortonguo. [ Mrs. M a refused to comply with .heir demands , and accordingly charges were preferred against her for slander , nnd she was tried bdforo the church council , and the decision has not yet been rendered in the case. Now , whether Mra. M s or Mra. 0 y ia to blame in the matter wo are unprepared to say , but bo that as it may , one thing is very positive in our mind , and that is the fact that i secret is never safe between , wo women unless one of them is dead , md in order that it be perfectly well kept , t would bo necessary for both to die. The foregoing has caused a very hard ind bitter fooling to assort itself in a lithortp peaceful fold , mid as the congre gation ia a young one and the pastor a villingnnd hard worker , it is to bo hoped hat this matter may be satisfactorily ad- ustcd. Marsh of the statp of Iowa , and such others as they or a majority of them shall issociato with themselves , first having ob tained an incorporation therefor under the laws of cither the state of Nebraska pr the state of Iowa , are hereby author ized to construct and maintain a bridge across the Missouri river at such a point as may bo hereafter selected by said cor poration , between the north and the south line of the county of Douglas In the state of Nebraska , as shall best promote the public convenience and welfare and the necessities of business and commerce , and also to construct accessory works to sccuro the best , practical channel-way for navigationandconlinothotlow of tlio water : o n permanent channel at such point , nnd also to lay on and over said bridge a railway track for the more perfect con- icction of any railroads that are or shall ) o constructed to said river at or oppo site said point ; and said corporation may construct and maintain ways for wagons , carriages and for foot-passengors , charg- ng and receiving reasonable toll thereof. Sec. 2. That said bridge shall bo con structed on the terms and _ subject to the imitations and restrictions contained in , ho first , second and third sections of the net of congress passed July 25th , A. D. I860 , entitled , "An act to authorize the sonstruction of certain bridges , and to cs- ablish them as post routes , and that said coporation may , have , hold and enjoy all , ho rights , privileges and franchises con- erred by aud contained in said last-men- ioned act ; and when said bridge is con structed under said limitations it shall be ncluding its approach s , appurtenances , ind said accessory works , a lawful struc- uro , and bo known and recognized as a lost-route. SEC. 3 , That the corporation aforesaid hall submit to the secretary of war for lis approval , a plan with the necessary Irawings of this bridge , and of aJl acces sory works to secure the best practicable jhannel-way for navigation , and : onfino the flow of water o a permanent channel ; and intil the secretary of war shall approve ho plan of the bridge and accessory works , and notify the corporation of the same in writing , the bridge shall not bo commenced or bailt ; and should any change bo made in the plan of the bridge at its appurtenance , or said accessory works during the progress of the work thereon , such change snail subject like wise to the approval of the secretary of war. war.Sec. . 4.
