One of the great problems for Congress
to solve at its coming session is what
shall bo done with the surplus in the Na
tional treasury. Another grave problem
is how to pay off the National debt without -
out disturbing the present banking aye.
tom , Lastly cornea the problem of Na
tional taxation by imposing duties on
imports and by taxing the manufacture
and solo of liquors and tobacco.
Political economists , statesmen and
financiers differ widely about the proper
solutioi of these problems , Wharton
Barker , of Philadelphia , one of the ablest
minds in Pennsylvania , advises Congress
to divide the sui lus in the treasury
among the States ; continuo the protective
tivo duties on imports and ubolislr inter.
nal revenue taxes ,
Mr. Barker is seconded by imifiuontinl

thin surplus in Uncle San's cash box
strikes a very responsive chord among
southern jcurnalists and politicians , who
