an important part in elections in this
county. Quito a number of dfarppulable
politicians have aucceedod in pulling
through by fradulent ballots when they
really could not have been elected by a
square deal. Such frauds upon the voter
can no longer be perpetrated under the
State law. The printing of the name of
any candidate upon a ticket in the place
of a regular nominee of the party

If one were asked to name the greatest
English speaking critic of the day , the
name of Matthew Arnold would be t e
first to suggest itself. Upon leis rare
critical discernment more than upon his
abilities as a poet or : hfa powera , as a
polemic , his futdre fame will be likely to
test. The trite functionuf the critic is
mot merely to praise or to blame , to
poiint out what is readable and what unreadable -
readable , to ainglo out pictures that are
worth viewing or musio that is worth
hearing-in short , to save people time
trouble of reading and thinkingforthem
wives. It is rather to stimulate men to
thought , to be the interpreter whichm
brings great minds within the reach of
iesaer ones , to reveal to the careless or
ignorant the secret of an author's or ar-
tist's power and greatness , the aourco
of his charm , the atreugtli or
beauty or grace of lifa work ,
The true critic illuminates for his
readers what he ignored or vaguely uu-
derstood before and leads him n by lira art
to a contemplation of beauties previously
unknown and power before undiscovered.
Judged by this standard Matthew Ar
nold , who is now visiting our country' for
the first time , is pre emuionthy the literary
critic of the day. No critic has more
eminently the quality of illuminating his
subject and giving it significance , no
critic has a moro dolfeato gift for discern-
hng fine and exquisite minds and making
the public fool their charm , and no critic
has a in ire unerring faculty for perceiv
lug'and ' noting subtle and refined shades
of beauty and making them living and
tangible.
Long after Mr. Arnold is forgotten as
a poet ho will be remembered as the
author of "Essays on Criticism , " It was
this volume which first made hum famous
and bids fair to outlive all his
oilier productions. There is scarcely a
line witlun its covers which is not
valuable and delightful. It is criticism
at once keen and sympathetic , criticism
that poietratos the spirit as well as the
letter and which shows a fastidious souse
of the value of ideas as well as of words.
Satire and praise are carefully modulated'
and tempered to exquisite delicacy , and
the essbuco of the matter is distilled in a
atyle of great charm and perfection. The
essay on Eugenio and Maurice da Cuerin ,
on home , Joubert , and that on "Pagan
and Religious Modiwval Sentiment" are
masterpieces which can hover lose their
charm and value. Mr. Arnold was for
years tlio professor of poetry at Oxford ,
and his metrical work is marked by re.
finement , imagination and a certain sym
pathutlo grace , In severalpoems such aslits
"Thyris , " { Time Flaying of Marayas , "
and "The Forsaken Mormsu , " he rises
to a high creative plane , but in the
greater part of his poems the intellectual
element is snore prominent than the cre
ative. The hearty wulconie which this

r of Dr. Arnold , of Rugby , is receiving in
this country is evidence that the circle o f
his admirers in the United States is

It is gratifying to rote that since the
advent of Mr. James , our city sch of sys
tern has improved steadily. There are
still occassional clashes , and we do not at
nil times ngreo with the policy of time
board , but no one can deny time advance.
