Quito a number of dfarppulable politicians have aucceedod in pulling through by fradulent ballots when they really could not have been elected by a square deal. Such frauds upon the voter can no longer be perpetrated under the State law. The printing of the name of any candidate upon a ticket in the place of a regular nominee of the party under who5o name the ticket , is L3aued vitiatea tlio ballot. In other words , the names 'printed on a ticket under the name of "Republican ' inuat be the candidates of the ltopubli can party through its authorized convention tion , The sumo i5 true of the Demo crake and Anti-Monopoly tickets. Each of these are voluntary political organiza tions anti nobody has a legal right to isatle tickets containing names of per eons not regularly nominated. This will render it easier for the voters to decide upon what ticket they desire to vote , fie will be assaured that no trick is being played , and ho need not look beyond the heading to know what names are on the ticket. If he wishes to scratch a name ho must make a change on the ticket unless another regular tick. of contains in print the names of all the candidates for whom he wishes to vote. The lawis a good one and will certainly be enforced. Designed to prevent frauds on the voters , it will greatly simplify time outside machinery of elections. There will be no bogus tickota in the field next Tuesday , because any party who dared to peddle them would make ltfrnsolf a can. date for the penitentiary. M.1TTllfr ABNOLD. If one were asked to name the greatest English speaking critic of the day , the name of Matthew Arnold would be t e first to suggest itself. Upon leis rare critical discernment more than upon his abilities as a poet or : hfa powera , as a polemic , his futdre fame will be likely to test. The trite functionuf the critic is mot merely to praise or to blame , to poiint out what is readable and what unreadable - readable , to ainglo out pictures that are worth viewing or musio that is worth hearing-in short , to save people time trouble of reading and thinkingforthem wives. It is rather to stimulate men to thought , to be the interpreter whichm brings great minds within the reach of iesaer ones , to reveal to the careless or ignorant the secret of an author's or ar- tist's power and greatness , the aourco of his charm , the atreugtli or beauty or grace of lifa work , The true critic illuminates for his readers what he ignored or vaguely uu- derstood before and leads him n by lira art to a contemplation of beauties previously unknown and power before undiscovered. Judged by this standard Matthew Ar nold , who is now visiting our country' for the first time , is pre emuionthy the literary critic of the day. No critic has more eminently the quality of illuminating his subject and giving it significance , no critic has a moro dolfeato gift for discern- hng fine and exquisite minds and making the public fool their charm , and no critic has a in ire unerring faculty for perceiv lug'and ' noting subtle and refined shades of beauty and making them living and tangible. Long after Mr. Arnold is forgotten as a poet ho will be remembered as the author of "Essays on Criticism , " It was this volume which first made hum famous and bids fair to outlive all his oilier productions. There is scarcely a line witlun its covers which is not valuable and delightful. It is criticism at once keen and sympathetic , criticism that poietratos the spirit as well as the letter and which shows a fastidious souse of the value of ideas as well as of words. Satire and praise are carefully modulated' and tempered to exquisite delicacy , and the essbuco of the matter is distilled in a atyle of great charm and perfection. The essay on Eugenio and Maurice da Cuerin , on home , Joubert , and that on "Pagan and Religious Modiwval Sentiment" are masterpieces which can hover lose their charm and value. Mr. Arnold was for years tlio professor of poetry at Oxford , and his metrical work is marked by re. finement , imagination and a certain sym pathutlo grace , In severalpoems such aslits "Thyris , " { Time Flaying of Marayas , " and "The Forsaken Mormsu , " he rises to a high creative plane , but in the greater part of his poems the intellectual element is snore prominent than the cre ative. The hearty wulconie which this , distinguished man of letters and the son r of Dr. Arnold , of Rugby , is receiving in this country is evidence that the circle o f his admirers in the United States is I hardly less restricted than it is in Eng t land where he hold the post of Bono r 1 mmong literary mati of his class. r TIE CITY SCIlOOLS The increased attendance in the cit y I schools and the increased interest of 1a1 I roes of our school system in its man 1 agoment and operation , are satisfacto ry a indications that the standard both of in I struotion and of instructors is being stead , ily advanced and time efficiency of tit a t system as a wholo'proportiemtely height I ened. With the funds at the disposal o time school board , amounting in all t is aomot ming over a hundred thousand del is lara yearly , there is no geed reasons wit It the schools of Omaha should not comp are 1 favorably with those of any city of th ) t size in the country , The great defect 1 : s our school system in years pant has bee 0 loose management on the part of eupo r is intondenta , aid the absence of reepols 1 I. bully in the school board. Many men d born of our various boards of oducatio u ii have sought and obtained the otlico t e further the personal ends of friends an 1 relations who wore applicants for pu i d o s as teachers , while examining con 1 mfttees have often been influenced by the same consideration. In consequence it has frequently been impossible to secure - cure competent tcacherA without sending abroad , although a dozen or more. men and women holding certificates wore out of employment in the city. It is gratifying to rote that since the advent of Mr. James , our city sch of sys tern has improved steadily. There are still occassional clashes , and we do not at nil times ngreo with the policy of time board , but no one can deny time advance. uncut of time system as a whole , or the growing public confidence which shows itself in a growingdailynttendance. We still need more and better school build. fags , a greater attention to thoroughness in the primary departments , and more time bestowed upon sciontilie subjects in the higher grades ; but even now our citi tens have tto reason to be ashamed of their school system. Ho has hold the office eight years during which he has drawn more than 500,000 in fees. Is it not about time for Mr. Ijams to retire ? The most startling events of the week abroad wore the .London explosions eu Wednesday night in the underground tunnels of the Great Western railway. The deed , which was undoubtedly committed - mitted with dynamite by evil disposed persons , wrecked two trains and maimed and disabled moro thorn sixty passengers. Glass bouubs were discovered iii the neighborhood of both time Westmuiniater and Primed strode stations , which had boon filled with an explosive material , and nil time circumstances point 'to ' a carefully - fully hatched plot for the widespread do- straction of public Iiroperty. 'limo explosions - plosions created intense oxciteuneit in London , The Englislm press are nearly unanimous in charging them upon the Fentans , while time Irish attribute time outrages to the deliberately planucd machinations of enemies of time National party in Ireland , who intend to create an auti Irish fooling in England. There i s a prevalent fooling that it will b e next to impossible to secure a fai r trial for O'Domiell now. The foam created by time explosions lima sprea d all over England , and oxtru precaution s are being taken in all sections of Great Brilatn to protect the banks , railway a std publio buildings , Largo Liberal mootmgs have boom hek d throughout the week m ' various parts o England , which have been addressed by time liberal loaders. There are atvonf g reasons for believing that the Radica programmuo will be carried out , at ions f in part , at time opening of time aossioum o S Parliament. The two meetings of th cabinet which have been held have beet y largely devoted to outlining time policy o time ministry and drafting the measure a whichm are to bo introduced whom Parkin n moat reconvenes , The county franchis n 1,111 will be pushed , and its operation ex tended to Ireland ; the measure for re organizinthe municipal governnment London will also bo introduced , and soma , sclmorno for laud reform in England ca o hardly be held back , There are non it bravo enough to predict that the Iris question will not unto nngro force itself t a' the frost in spite of over effort made to repress its appearance. Time opening of time French Chamber of Deputies has been interesting clmiotly on account of the attempt of the opponents of H Ferry to impeach his Cabinet on flue Tonquin affair , Time debate , which 15510(1 for two days , at flue end of which a vote of confidence in time government Was passcd , enabled Challemel Laeomr to defend French policy in time invasion of Tonquin. Ile denounced China for breaking the old treaty , and for entering upon diplomatic relations only to gain time to reinforce her troops. He instated - stated that time government would pttsii the campaign to the issue of war with China , if such action proved necessary to enforce her demands. There is a pro' vailing opinion at London and' Paris that hostilftics between Franca and China cannot be delayed much longer. Several French irelclads have beSon ordercd to be put in readiness to sail for Clminese waters , and roinforcenonts are being githored on both sides. At Canton largo qunntitios of guna and ammunition nro being collected , and advicea from the interior show that political excitement is spreading. Cho results of Sir Stafford Nortmcoto's wicked campaign in Ulster are showing themselves , The Protestantand Catholic Irish ate once more at sword's points and time Orangemen are showing their old hate iii attacking proceasiois and in breaking up meetings. gigue English Liberal press are denouncing this outbreak - break of religious hate fanned into a flame by a Tory politician , but the evil has been already done. Michael Davitt is complaining f a hack of support for time Natioalist ovement and Earl Spencer is roclaimin meetings in time South while Rosamore is Lord o Oran enian , tlmreatemin g bloodshed if they are hold in time North. Mr. Parnell is bravely conducting his campaign nd will gain another member of his party in the Limerick election. Ho will doubtless enter Parianment withm a backing strong enough to enforce his demmnds for fair treatment for Ireland. Time unexpected and startling announcement nouncoment comes free St. Petersburg that the Czar has at length broken away from the nobleq ; vho have hung as a heavy weight 9ipon life judgment , and has decided to grant his people more reforms forms , and that greatest of all boons coveted by Russia-a censtitutien , Count Tolstof , mninister of time interior , is said to be intrusted with time drafting of this docnmemt , and upon approval by the Czar ho will promuato ] it as the fundamental law of Russia. If this is true , Alexander 111 has more than kept the promise of Iifs coronation. 'The refusal - fusal to do his people this rigimt cost the Czar's father his life and has made his own later year's a period of constant ter- ror. Time granting of a constitution will make it possible and safe for him to move freely and without the surroundings - ings of armed Cossacks ; it will fulfill the chief mission of the revolutionary party , who have been his greatest because most influential foes , and it will be the virtual death blow of that more brutal form of opposition , nihilism. Bat beyond the consideration of personal safety , Alex- nuder III , if lie Inns really resolved to $ ivo leis people a constitution , will go into history as the ruler who placed Ruim- stn among tuna enlightened nations of the earth' Net's has arrived confirming the treaty of peaeo + betw oPeru and Chili , and on Thursday afternoon General Iglesias entered - tered Lima , time Clulian army withdraw- ing.
