Some of the difficulties attending tlno
solution of the question of sewerage in
Council Bluffs have already bean given
by Tun 1IEE , The importance of the
qucstioii , however , is such that these
dlfl'cultiCs must be ovorcolno , and the
city council lie down in the mud and
water and any it cannot be done. The
board of trade him a committee consisting
of J , W , Itodofer , E. Ir , Shugart , An
drnw Graham , J. N , Baldwin and Harry
Ilirkinbtne , who have boon wrestling with
the question. They wore to have mot

is not complete , and is not adopted oven
by the counntteo as yet , but it furnishes
in its present form some topics for talk
and suggestions which are valuable , it
is as follows :
To Tun P11rsUENT ANU MnnuEits or

Council l luli's is a matter of great 1m
portanco and one which should receive
the inunudiate attention of the nuthori-

and that built on the bluff's mud in the
gloms. Tlio coat of this cannot be estimated -
mated without a thorough survey of time
city. But it would be innlnenao , when
we consider that there is not oily the
streets but thu lots to fill amid all the
buildings to raise. 'Then it nntst be considered -
sidered that the raising of a city destroys
its attractiveness mid beauty for years ,
such as slmauo trees , lawns and tlower
gardens.
Before adopting this , or any other system
tom , the entire city should bo surveyed ,
and a truthful map mode of time same.
After this neap is prepared it ahould 1)0

an export aanitary mngiueor , world no
doubt coat tlmo city a largo scut of mtonoy ,
say $10,000 , which though expansive ,
would bo money wisely spent.
Of eourso time city could continue with
its precont systent of grading , but it is
our opinion that it would be a matter of
great advantage to property owuors to
know that all grades wore linall settled
and would not be changed. yThen it
would be a matter of cone durable saving
if ties city' would first locate mmd build
sewers ad then do the necessary grading
over tlmom.
If upon careful examination it be
found that the city can afford to adopt
the gravity systent of sewerage , it will no
doubt be the bust. But let the city work
with some system in view no that in time
amid their work will all be available mud
useful. It is thorofor impossibluto p1wa :
