torn at fair rates of wages.
In favor of such a company is the consideration
sidoration that it would not be weighed
down with the enormous load of watered
stock which the Western Union is compelled
polled to carry. Since thu organization
of tire Western Union it has purchased
franchises of rival companies for
which it has issued upward of $50,000 ,
000 of stock , not notch more than one-
fifth of which represented an actual
inveatniett of capital. It is estimated ,
in short , that more titan half of the
Western Union's $80,000,000 of stock is
water.
It is estitnnted , and with good reason ,
that if upon this $80,000,000 of nominal
capital the Western Union has been able
to pay a dividend of 3 per colt , after
paying all expenses of operating and extending -
tending uncut , a new company , organized
on a solid basis , without any water in its
stock , could pay handsome dividends
and good wages to its eniploycs , and that
whether on the capital plan or on thw en.
nperttivo plan of giving the operators n
share in the undertaking , such a company -
pany could not fail to secure an
adequate return for its investment.
The suggestion is not likely to ho
carried out , but the earnestness with
with which it is ugol by several of time
leading papers east shows low thoroughly -
ly aroused the public has become to the
dangers which throatou it from the control -
trol of the entire telegraphic system of
the country by a single corporation.
Such a plat as that proposed might re
have matters for a short time , but sooner
or later the now lice would fall into the
hands of the Western Union ,
The only practical solution of the problem -
lem iN the ownership of the entire telegraphic -
graphic system by the government. A
postal telegraph system with graded
classes of employes and good wages for
all employed would give the country
what it has never yet 115(1 , cheap telegraphy -

ahead of the regular time , although
formally constitutional , is , in fact ,
an attack on the spirit of the con
stitution , and , so the victory which
Bismarck has achieved was by the help
of tto ) cloricale. Thin greater part of the
Liberals , perceiving that they were a
helpless minority , joined the supporters
of the government and postponed some
of the most important items of expense ,
so that the chtancollor is bound to convene
veno the reichstag at the begimung of
next year to subunit to it a supplementary
budget. Nevertheless , the defeat of time
reichetag is overwhelming , as , instead' of
taking up the cudgels , it yielded to the
harsh dcmatlls of Bismarck. Even the
fact that he won his success by a great
sacrifice , introducing the imperial influ
dice and wishes into party strife , cannot
be pleaded as an offset against the real
loss of diguity and authority which the
reicllstag has suffered by jts meek sub ,
sorvience.
The worst defeat , however , of all is

1'rusuian goverutsnent witls Rome find the
Catholic church. The advances made by
Bismnrck would bo inconnprehensiblo if
his endeavors to gain the support ( if
a powerful party did not control
all his political actions. It is
more that strange tluat so proni
nett a statesman as the chancellor , led
by the desire to subject everythiue' to his
dictates , disdainful rejected the services -
vices and assistance of those who were
eager to c o1lorate withu him , and is now
trying to win over to his side a party

help of thu thoroughly unselfish national
liberals ( numbering from 160 to 180) ) ,
and of a few so-called free conservatives.
Since 1870 Bismarck has only exceptionally -
ally succeeded in carrying through his
measures with the assistance of the Ul-
trauiontaucs , who , like the clever tradesmen -
men , uaku their terms beforehand , and
tvhio have an advantage over him in the
fact that ho can no longer fall back on
the liberals , who on the contra ht
hiui like ono man , while the conservatives
alone ore mentally , and numerically too
weak. Tins the same statceunan tvlto in
former years declared Windthorst an intriguing -
triguing enemy of his country , and aol-
utnnly protested that he would never go
to Canossa , has now proceeded further
south on the road to Itome , and has just
voluntarily , at least , if net cheerfully ,

The premier has again bent before the
gathering storm. On Tuesday Mr.
GladAtone announced in the house of
Coialtouu that lie would ask parliament
at its proseult session to ratify the agreement -
ment made with Du Lusseps regarding
the now Suez canal. This was a virtual
acknowledgment that the government
would have been beaten on the question
and is only one of many signs of time
weakness of the party of which the
premier is the head. The tie which
binds tonetluor time Wluig and Radical
wings of liberalism in England is daily
growing weaker and it is 'growing plainer
that even 'Mr. Gladstone'n powerful personal -
sonal influence cannot much longer make

Ireland is quieting down. Since the

Murteter circuit that ho had not a crind

Louth the judge was presented with

when the invinciblee flourished. Thorn
