Two que-tions of vital interest to the
hole people had to bu met , at the thres-
olil of the Ciovernment upon which the

ho plan of Alexander Hamilton in favor
if the assumpsion by Government of the
ebts of the several States , and the meas-
ro known us the residence question for the
election of a permanent , seat of Oovern-
ncnt. The thirteen original Status were

heir union by the conflict of views upon
; hose two questions. The excitement wns
creas'cd by n debate which had just taken
laeo upon the bill to fund the public debt.

nd national bank currency was imminent.
It was then that Aloxnndur Hamilton
: umo forward with his celebrated report ,
'tfterward ' immortalized by the eloquence ol
Daniel \Veb tor. Hamilton's statesmnn-
hip wns of the liighcst order , but ho was
numored of the British .Constitution , and
rould have imported certain monarchical
'euttires into our own. The remedies ho
; iow , .proposed , iiowevcr , to relieve the
ple of their burdens were marked by
grcut wisdom. The funding scheme was in
.he main a sound one , although some of its
'eaturcs were objectionable. During the
Revolution the greatest difficulty Washing
ton encountered , and which none but ho
: ouhl huvo overcome , wns the want ol
nouoy to pay the soldiers and procure
npplies tor the array. Paper or Conti
nental money was resorted to , but broke
ilown. Certificates of debt were next given
0 individual creditors , with a pledge ol
mymont as soon as the Confederation
ihould become able to meet its obligations.
Hut so great wns the distress of the soldiers
md the people generally , that they wen
- ompelled in many cnses to part with these
lobenturcs for a mere tithe of their face
vnlue , often at less than ten cents on the
ilbllnr. Rings of speculators sprang iif
and industriously circulated the story fai
and wide that the Contincntnl bonds wouli

cates of debt. As grand as was Hamilton' ,
funding s-chemo il hud this grave defect
it made no distinction between the suffer
ring creditors , the original holder * of th
bonds ; and the rapacious speculators wh
had gotten into their clutch at a few cent
on the dollar Immense blocks .of this in

Besides this debt of Congress , or , us it i
now called , the national debt , the State
themselves during the war had contractc
heavy liabilities of their own. Theoxcitc
merit produced by the passage of the func
ing measure had not yet subsided , whe
the bill was introduced for the assumptio
by the general government of these sepa
rate debts of the States. Upon this sul
jcct ono of the most acrimonious debate
which over occurcd in the history of th
American Congress now took place. Th
bill to select a permanent .scut of goven
ment was at the sumo time before Cot
grass.
In the course of the deliberations upo
these questions two eminent parlimcntar
leaders cume forward , Fisher Ames an
James Madison. Five years later Mt
Ames delivered on the Jay treaty the great
est speech which had over then been hear
in Congress : but his tactics as u parlimet
tarinn , his fiery powers of attack , h
lightning like strokes upon his advcrearj
were never displayed to such advantage n
now , in 1700 , when ho stepped forward a
the champion of the assumption of th
state debts , and the determined fee of
Southern location for the sent of govern
rnont. Opposed to him on each quostio
was James Madison , debater of the age
The mental equipment of the two me
was entirely different. Ames was Tola
ment , headlong , and possessed of a Cic <
ronian style of declamation. Madlso
was conspicuous for moderation , and wa
always cool , wary and imperturbable ! i
debate. His reading in constitutional an
general history was uncqualed , and h
had an unusual facility in applying the it
exhaustublo stores of his knowledge to a
cases as they arose. Above all stood h
powers as a reasoner , afterward so wonde
fully displayed in his celebrated Virgin !

Mr. Ames relied chiefly on patriotic sci
tiinent , and made light of the rigid ru
of constmction in deploying his forces uti
opening up the line of his argument to tl
1 louse. Ho drew a glowing picture of tl
Revolutionary btruggle , and of the hero
sacrifices of the people in the commo
cause. Ho iil'cnousy ! ! blended the debt
of the States with the national burdens an
denounced the argument that would pi

curred for defensive purposes during th
war. Their treasure , ho held , wns poure
