The Chicago it Hock Island railway
company has again been notified to en
large ita culvert under the tracks between
Eighth and Ninth streets , so as to let the
'water run off instead of flooding adjacent
propel ty. The company has given sev
eral notices before , but if this ono is not
heeded , A suit is promised.
The certificates which Mayor Bowman
has received for the exempt firemen arc
beauties. They picture out every possi
ble attachment and detail of fire depart
ment apparatus , and the design is v6ry
ingenious and well wrought out. The
boys who receive them will do well to
frame them nicely , and thus they will
become very ornamental.
The many friends of Miss Barbara
Mcrkel , who has returned from further
musical instruction , will gladly improve
the opportunity offered uy the benefit
concert to bo given at pohanv's , next
Tuesday evening. Miss Merkol is A
singer of whom this city may well feel
proud , and in whoso promising future
Council Bluffs people look forward with
much interest and higher expectation.
8TUKET IMPROVEMENTS.
A Kick by Boino or Tli one Called on
to Pay for the Same.
The city has lately changed its tactics
about street improvements , such as filling
and grading , the cost instead of being
taxed up to the people at largo now being -
ing charged up to the adjacent property
immediately bcnofittcd. Many do not
think this is just , claiming that they have
helped pay in times past for improvement
to property in other parts of the city ,
from which they received no direct benefit -
fit , and that now when they want tho'r '
streets improved they are called on to
pay for it themselves. It is also ru
mored that in regard to filling -up
Main street some of the property owners
propose to object to paying , and to carry
the question into the courts and test its
legality. A lengthy petition has boon
presented to the city council asking for
the resolution to bo rescinded , and pray
ing for a return to the old order of
things. The council seem inclined to
stick firm to the resolution and not
change the present order , it being
claimed by them them that , while it is
true that the property owners have in
times past' paid for other improvements ,
yet in the future they will bo relieved
from paying for filling streets in which
they are not interested , and in the end
will bo the gainers , thought at present
the losers.

last evening , and , as usual , they drew a
largo audience. The entertainment as a
whole was very crcditoblo , although the
participants were not above criticism , yet
they certainly excelled in their orations
and essays , most of the graduating classes
which have preceded them , and won for
themselves , individually and collectively ,

The Kansas City , St. Joseph & Council
Bluffs train that arrived in this "ty yes
tcrday morning was 24 hours coming from
Kansas City , having to como by way of
Lawrence and Topeka , Kansas , crossing
the river nt Atchison , coming through St.
Joe about 4 p. m. Wednesday , and up
the main line to Bigplow , where a wash
out between that point and Craig com
pelled it to take the Villisca & Bigelow
branch to Villisca , and thence down the
C. B. & Q. , to the Bluffs. The track in
many places was under water , while on
each side of track was water as far as
the eye could reack. The train
was stopped several times while the en
gineer , Captain John Chapman , wont
ahead and examined the track. It will bo
some time before trains will bo running
regularly.
Those who were in attendance atthe
St. Joe siongerfest are very loud in their
praiao of St. Joe hospitality. They al
say that nowhere have they been trcatcc
better than at St. Joe , and all dcsiro to
return thanks to the people for then
kindness , especially to the ladies ol
South St. Joo.

The now hospital association has an
eye on the southwest corner of Fair-
mount park as A healthy site for the loca
tion of the proposed building , and have
asked the city to donate a piece of the
park for that purpose. The aldermen do
not'take to the proposition kindly , though
t in sympathy with the hospital movement.
They think they cannot b spore the ground ,
but to-day they will toke a drive out
there and see how it lays and will , while
the carriages are out , take a look about
the city to see about needed repairs and
improvements in various localities.
