It is going to be pretty Imnl work for
the republican party to elect its camli-
latu for the president next year. 1'rotec-
tion won't elect him. The putting down
of the rebellion twenty years ago won't
elect him. While ) the eminent leaders
f the grand old party are pointing with
pride to the American workman anil thu
battle-scarred veteran marching side by
side in the front rank , a watchful and
pitiless enemy will call public attention
Lo the gang of rascals in the trail of the
procession.
"Turn the rascals out ! " is to bo the war
cry of the democrats next summer. This
iloes not mean merely the proved , though
is yet unhranded , rascals. It means you ,
1'resiilent Arthur ; you , Secretary Folger ;
you , Secretary Chandler ; you , Mr. Hat-
ton. It means tutu out everybody who
is now in.
Mr. Dana , who is the ablest and most
nlluontial democrat we know of , said in
Ins paper , The Sun , yesterday morning ,
that "reform is impossible so long as the
republicans are allowed to remain in pow-
r. " A few extracts from the article in
which this swooping assertion occurs will
show our republican readers the spirit in
which their political foe will meet thorn in
the contest of 1881 :
"Mr. Eaton , Mr. Pendleton , Mr.
Haum , and the machine politicians who
liavo put on the cloak of reform want this
venal crow kept in otllco , on the ground
that they have had experience ami are
familiar with the conduct of public af
fairs. On the other hand , wo want them
turned out neck and heels , as the first in
dispensable steji toward the purification
of the public service. No honest admin
istration can hope to succeed with such
agents manipulating the business of the
country and subordinating it to personal
intorosls. The star route villainy , and
other villainies known anil unknown , are
but the outgrow th of a vicious system
which should bo extirpated , not preserv
ed. * * # There can bo no substan
tial improvement until the republican

compared with this one great need of the
country. Tire man most sure to win the
victory should be taken without regard to

a fitting leader for a great political and
moral revolution. "
Now , much of this is the cant of par
tisanship. But every honest republican
will confess with shame and mortification
that the failure of the party to purge
itself of and punish itn proven rascals
affords a fair ground for an attack of this
kind and adds a hundred-fold to its
effectiveness before the peopleIf the
party in power has become so corrupt or
morally debilitated that it cannot cast off
and punish the thieves who have fattened
on its prosperity , then the people will
take up the cry of "turn the rascals out , "
and the honest anil the vicious alike will
be "turned out neck and heels. "
