cause the hair to grow longer for the

itably shorten its term of llfo by ox-
haustlug the nutritive action of the
hair-forming apparatus. When the
hairs are frequently cut , they will usu
ally become coarser , often losing the i
beautiful gloss of the fine and delicate
hairs. Tha pigment will likewise
change brown , for Instance , becom
ing chestnut , and black changing to a
dark brown. In addition , the ends of
very many will bo opllt and ragged ,
presenting a bruah-liko appearance.
If the hairs appear stunted in their
. growth upon portions of the scalp or
beard , or gray hairs crop np hero and
there , the method of clipping off the
ends of the short hairs , of plucking
out the ragged , withered and gray
halts , will allow them to grow strong
er , longer and thicker.
Mothers , In roaring their children ,
should not cut their hair at certain
periods of the year ( during the super
stitions period of full moon ) , In order
to increase its length and luxuriance
as they bloom Into womanhood and
manhood. This habit of cutting the
hair of children brings evil in place of

have to go through another lawsuit in
their nice law courts for two or three
yoara to got the money from the real
defendant , they compromised , loosing
some fifteen hundred dollars them

risks ? Can they not alter the law BO
that the city could not bo made re

They ought to prevent the citizens

If a plank la left off the sidewalk

clty'a business to keep them in repair ,

all wrong. The city ought to do the ,
beat they can to protect the lives and
property of the cltlzona , but they
ought not to bo responsible.
But to return to our matter. I
have to build under great dlflicnlty.
The board of public works will not
permit mo to take more than three
and one-half foot of the eidowalka
although it is silicon feet wide , and
there ia not an average of ono at a
time passing all day. They will per
mit mo to put nothing whatever on
the street , and it ia doubtful whether
they will allow me to hoist my own
columns in front. Having ample
grounda behind I can put all my ma.
