Officer Tyson attempted to arrest him tore
that gentleman's $15 coat , so that the rag
man can find a customer by applying at
police headquarters.
Two hunters , Johnson and Palmer ,
passed through the city enroute for their
borne in Brooklyn , Iowa. They bad been
hunting near Camp Kiblnson , Neb. , and
succeeded ' In killing during the two months
out' , ICO deer , SO jack rabbits , 80 ducks , 10
beaver , 6 otto and CO muibrats.
A party came Into our office yesterday
afternoon at ivbout 2:30 : , to say that we
bad not given a correct account of the
Points-Mass fight near Honey Greek , and

Important Business Transacted.
The roll was called. All the aider-
mon were present , Mayor Bowman In
the chair.
The minutes of the last moating
were aoad and approved.
The bills for the polloo salaries and
meals for prlionors were prcaonted.
The atroot commissioner's bills were
presented without the charges.being
upoclfiod , which was done owlnp to the
price of labor not having been fixed by
the present conned.
Councilman Elohor moved that the
prlco for labor bo fixed at $1.50 and
aud lor teams at $3 50 per day.
Siodontopf moved to make the prlco
ptlco for teams f3 00 and men $1 75 ,
as regards the bill presented by the
street coramleslonor , and this motion
waa adopted.
A larga number of bllln were prc-
eontod for salaries and other expenses
of the city , which wcro allowed.
A petition for the repeal of the
$400 on the business of saloon-keeping ,
signed by the saloon men of the oily.
Alderman Keating moved that the
prayer of the petitioners bo ( granted.
The sense of the council waa not taken
on this motion , and the petition waa
finally referred to the police commit- ,

Alderman Wood reported the steal
ing of wood from the park.

A petition to repeal an ordinance

Alderman Keating .

cash. Judge James dononnood the
olalm as a fraud , but presumed it
would have to bo paid. Referred to
finance commit too with power to act.
A 87C judgment was given the same
benefit.
A crosswalk removed by atroot
commissioner was petitioned for , the
lame to bo put down at the expense of
the city. Referred to committee with
power to act.
Petition , for the extension of the
lire limits' was moved by Alderman
Seldentopf that the prayer of the
petitioners bo granted. Carried.

Judge James moved that all the an
nual report with the mayor's meotago
bo printed in pamphlet form.

The mayor then said that ho wanted
the polloo f oreo Increased if license waa
to be reduced , bat if It waa to bo
maintained at the | 400 figure ho
would bo content with the present
number , but otherwlso an increase of
ono third would bo absolutely noner-
iary.
Judge James objected to paying
money to the city library and a res >
lotion therefor waa withdrawn.
A transfer waa made from the police
fond to the general fund of 83GOO , af
ter extended discussion.
Jadgo James reported that the 6
per cent bonds of the city could be
sold at a premium , and gave opposi
tions from Chicago brokers. He urged
that we bond the Indebtedness out
standing and thereby get a cash basis
'or the city business.
A widow's tax wa remitted on
motion of Judge James on usoonnt of
the poverty of the owner.
A resolution for the clearing of But
Plorco street was adopted
A discussion of the It tyliu Park
management Indicated that better po
lice regulations will be required in the
future.
Fred Lamb nnd K. Thorn wore
nominated for policemen at Vatrmoant
Park. Mr. Limb vris elected unani
mously.
Police power was conferred on the.
keepers of the parks.
Sllaa Oonalt waa nominated for
Bavllsa Park policeman and elected.
For road supervision the Informal
ballot revealed the dead look still ex
isting between Mitchell and Hardln.
After two votes a motion to postpone
election for one year waa lost by an
other tie.
A third ballot gave a now candidate ,
Avery , three votes , and there was still
no cholcn.
The election was then postponed
until the next regular mooting.
The election of city clerk resulted in
two votes for M. G. Grlflin and four
tor Troutmeu ,
.The election of chief engineer oi the
firedopartment was called for by Aid-
orrnsn Keating and it was found that
the chief held for life under the ordi
nances , The matter was referroi to
the city attorney.
Goo. Ilolmea addtteeed the council
in regard to the opening of Pierce
street at its eastern end in a very earn-
oat and convincing speech. On mo
tion the aotlon of the council that ordered -
dorod vacating the property was re
scinded unanimously.
The mayor , city engineer and coun
cil wore , on resolution , Instructed to
Inspect the promises to-day at 10 a. m.
It appeared that some trick had been
turned in tbo Pierce street matter
which waa nncovert > i by Mr. Ilolme * ,
hence this sudden change of front by
the cone ell.
The mayor nrged the necessity for
increase of the police force evidently
contemplating the forthcoming re-
ductlon of Hqnor license * . Alderman
Keating opposed any iucreaso.
Soldontojf presented a resolution

prepare an ordinance increasing the
force to twelve from whom a ohlof and
a oaptniu shall bo selected , the latter
at a salary of $05 per month ,
An ordinance was introduced pro
vldlng for a $000 bqnd and fixing the
rate for s loon licenses at $200 , pay
able quarterly in advance and going
into force May 1st. The ralos were
suspended and it was unanimously
placed upon its second reading. Some
discussion waa had and Keating ad
dressed the council , after Soldentopf
called attention * o the fact that it re.
ducod the bonds to $1,500.
Keating said that nome hold that the
city would go Into bankruptcy under
this low license ordinance , but that
the faot was that ono of the chief In
dustries cf this city was being shame
folly oppressed by the present high
licouDo. That the saloon keepers were
supporting the finances of the city , at
least that they were the chief contrib
utors to onr treasury and thut they
must not be oppressed.
Wood Insisted that saloon keepers
paid no taxes to speak of that they
wont into business with $25 worth of
stock , and that they ought to pay
something for they had the heaviest
to saddle on the city.
Alderman blodoutopf hold that the
most reputable dealers , Mix Mohu
and others , were opposed to a low
license but wanted to make the busi
ness respectable by cleaning out dog
geries and dons.
The mayor stated that for good
reasons ho had changed hla views on
the liquor question : that it was his
opinion that the liquor business could
and should stand a high license ; that
itjwaa in fact necessary In this city.
Alderman Keating Insisted that the
liquor dealers wore doing more for the
city than any other business mon In it ;
that they contributed more liberally
for public enterprises than any mer
chants of the city.
Alderman Siodontopf opposed the
lowering of the present license bacanso
we would then have to license dry
goods and other dealers , as they have
been obliged to do elsewhere.
Keating came again to the front and
talked excitedly.
On motion the rules were suspended ,
and the ordinance was put on Us third
reading.
On the call of the roll , the ordi
nance was lost by a tie vote , Keating ,
Jamoa and MoMahon In favor , and
Eiphor , Wood and Hlodontopf voting
against It.

Improvements , and with yon rests the
responsibility of providing these as a
cpncomltaut of municipal expansion. "
Daring his first year OB mayor of the
city it has bean the pleasure of Mayor
Bowman not to have seen the bonded
Indebtedness of the city Increased.
Twelve mouths ago the clty'd bonds
were outstanding in the Bum of $147 ,
000. The Bimo amount h outstanding
to-day. Eighteen thousand five hnn-
died dollars of thin $147,000 bearing
eight and ton per cent. Interest per
annum are optional on the part of the
city daring the year that is , the city
can pay or.refnnd the bonds , and has
decided to refund at six per cent.
The mayor gives notice that ar
rangements have been made to complete -
pleto the grading of Union avenue ,
Washington avenue extension and
Main street. These will bo accom
plished early the present season.
Passing on to the condition of the
streets and sidewalks generally , the
mayor says : "The sidewalks have
boon allowed to become horribly 1m-
passable In condition to the detriment
of business ana as a reproach to the
olty government. " Ho advocates
oariy repairs and additions , which
everybody will approvev
The mayor gfyes the particulars of
the right of , way procuredfor the levee
In front of town , at a cost of f 3,994 76 ,
not yet , completed , because ? the Northwestern , -
western railway has not done Ita part ;
speaks of , the necessary improvements
of Indian creek , and says $7,366 70
has been expended on the Madison
street culvert.
In denouncing the city prison as a
dltgraoo to Oonncll Bluffs the mayor's
head Is level.
The fund derived from fines and
licenses list yoaramonnto to $23,133-
70. The cost of the police department
has been $8,671 80. The mayor re
commends an officer for night duty to
designated captain of pollco with the
saran pay the ohlof receiver.
The change of the fire sorxlco from a
volunteer to a paid department Is ap
propriately noliood.
The discussion of the water supply
Involves iho completion of the water
works contract with whlon the people
of the city are already familiar. The
subject of sewerage , drainage , health
department , etc. , irocarefully referred
to and will afford onr citizens much
valuable information concerning the
condition of the olty.
After referring to the publio parks ,
the ordinances cf the olty and the
railway bridges within the corporation
the mayor calls nppn the new council
to "exercise every function with
solicitude and with our best judgment ,
that when we lay down onr trust ) It
may bo with a feeling of tatlifnctlon
that we have earnestly striven to do
onr whole duly with the light that baa
been given us to tee it. "
