LINCOLN , February 13. The capl-
tel appropriation bill yraa passed by a
committee of the whole house this
morning by a vote of 49 to 40 , with
the amendment that the limit of the
coat of the now building la $450,000 ,
and the architect's commiBulon reduced
from ono and a half per cent to ono
per cent , or an aggregate t f $4,500 for
for the piano. He has already been
pild over $2,030 for the plans of the
winga , and this is exclusive of the cost
of superintending , which will aggregate
two per cent , or $9,000 , more. The
senate is now debating the railroad
bill , which was reported back by the
senate railroad committee.
