LIQUOR LICENSES.
Will the Oounoil Play High or
Low ?
A Meeting of the Saloon Men
Yesterday Afternoon.
The question of a high or low license
for saloons Is still agitating the offi
cials and the saloon men , and last but
not least , those who are aspiring to
some local political oflicts. The ordi
nance passed by the council fixing the
licence at SGOO a year , to go into of Foot
the 1st of May , has not boon published
and is to lay quiet until the mooting
next Monday evening , there being
Berne points about its Icgillty which
eoom clouded. It It aald that its pub
lication would canso it to go Into ( .fleet
five days after publication , and
that would ba in contradiction
of the clause making it to go
into ( fleet May 1. Tnero are scmo
other pointa about tbo ordinance
which need consideration , aud under
the circumstances it is exceedingly
Important that any license ordinance
should be so thoroughly framed aa to
stand the contests which are In any
event bound to arise.
There is a disposition on the part of
some to have the matter drag along seas
as to become an Issue in the coming
city election , and make a teat at the
polls by putting np low license candi
dates for the throe aldormanlo va
cancies to bo filled. There are many
who object to its being thus dragged
into a local political scrarabln , nnd
some of the aldermen will do all they
can to prevent this.
It Is claimed that these saloon men
who will bo unable or unwilling to
pay $500 license for soiling wine and
beer , the state law being against the
sale of whisky , will continue business
without license , and if complained
of by thouo who do pay $500 license ,
they will in time see that tho'llconacd
doaloraaroproaecntod f or selling whis
ky. The cfL'ot desired to bo ro&ohod by
such prosecutions will bo to jiokon the
licensed vendors for paying $500 for
selling wlno and beer , when the city
cannot protect them from prosecution
for soiling whisky.
It was originally the intention of
the council to make the now licunsi
ordinance go into tiled at oncu , bul
it was represented tli t this would
Rlvo too short notice to the saloor
men , and if any desired to go out ol
business rather than pay the $50 (
license , such would lese on thoh
United States licenHe , which is piidbj
to Mny 1.
This led the council to fix May 1 ai
the time for the ordinance to go int <
effect. The throats of some of thi
aaloon mon that they wil
not stand the ralso , and tha
they will not pay the rcqulrei
amounts now duo and coming dui
under the old arrangement , havi
brought out the counter threat tha
the council , instead of making the nov
ordinance go into effect May 1st , t (
accommodate them will make it go inti
effect at once.
There promises to bo much mnsli
along the line , and there are many ant
varied opinions expressed. The aldermen
dormon themselves differ oa to what 1
boat to bo done. Wore it not for thi
peculiarity of the law in thi
statothero would bo'wlthont doubt al
oven higher license fixed than $500
but the state law barring out whlskj
gives rise to many conjectures , as Ic
any event whisky will be sold hero
so that while those who keep mill
censed saloons will be violating tin
city ordinance , while these who havi
licensed aaloona will bo violating thi
state law If they Bull whisky , Mid the ;
they can hardly afford to pay $500
year for the privilege of Belling win
and beer only. There ia , doubtloia , t
largo majority of the citizens hen
who hope to BOO the matter so ad
justed as to fix a high license
and wood out of the business thi
dogorols and Irresponsible mon. Stll
If a high lloonao ordinance ia so f ramoi
as to leave loopholes , and causes fo
tiresome litigations , it will bo wors
than a lower license ordinance faith
fully executed.
The aldermen need clear heads an
toady nerves just now. They cannc
please all whatever they do , and henc
they had bettor brace themselves fo
mooting the responsibility firmly an
rqnaroly , and not evade the issue b
throwing It onto a now council.
