Senator Garland said the cause of the vprdict rendered by aho pouplo at the recant elections was not dissatis faction with employes or the manage ment of the dopartmonto. The country , like the man who had lain too long on ono aide , had grown sore and ri ; lcss , and had turned over on the other aide for relief.
