ot sugar , how objection was tnado by
the sugar importora vo its being adop
ted by the treasury department , and
how liiph qualities of raw sugar now
come in nt low rates , being artificially
discolored. There has never boon a
tiino , ho said , when sugar im
porters tendered to the committee -
mitteo on ways and moans
any agreement ns to the best mode of
collecting duties on sugar. They could
not agree among themselves , llo
suggested perhaps the beat way out of
the whole sugar difficulty would bo to
apply an ad valorem system to it.
There were practically two questions
before the commission , one was
whether tax on sugar should bo low
ered , or increased , or retained ; Iho '
other was how the different grades of
aug r should bo graded and ascer
tained. Sugar now paid the largest
amount of revenue to the govern
ment. Tlio amount for the fiscal year
ending Juno 30th , 1881 , was over
forty-uight million dollars , and that
for the last fiscal year would probably
exceed fifty million dollars.
After an hour's recess the commis
sion gavo'n hearing to John D Dix of

cents a pound on all sugar. The com
mission did not scorn to agree with
iho speaker and when ho had con
cluded , adjourned.
