In considering the question of pav ing your committco have taken mtc account : First , durability ; second , cost of material at this point ; third , the amount of traffic to which otreeti named nro likely to bo subjected. TUB FIItHT CONCLUSION reached was thai in order to have anj pavement give satisfaction it is abso- utoly necessary both for the conven ience of traffic and usefulness of the mvoraont that it should not Lm dis turbed after laying , and to this end wo recommend that an ordinance be > as8od by the city council , which ihall require that gaa and water pipes 10 laid from the mains to inside of : urbing for each residence or business ot in any block to bo paved before any paving is ordered or permitted. THE NATDltE OF THE BOIt of this city is such that in order to make a good foundation for any kind of pivomenf it is noceasary that it ihould bo protected as tar as practica ble from the action of water and wo recommend that in all cases , no matter what kind of pavement is adopted , a foundation shall bo adopted to consist of at least six inches of con crete , or of broken stone or sand tamped or rolled with a icavy roller. Wo wish to put r-illTICULAIl STIIESS upon this recommendation as your sommittoo are unanimous in agreeing hat no pavement that can bo laid , of whatever material used can over bo rnada a good and durable pavement , without such foundation. IN REdlUD TO MATERIAL o bo used for superstructure of pavo- mnnt. wo accept the universal verdict that if the question o bo determined was one of durability alone there is no mate rial equal to granite , in the form of vhat is known as Belgian blocks. THE ONLY OBJECTIONS nado to this material so far as we lave hoard , is noise from vehicles mssing over it , and wear of 'horses nd vohiclas from the too solid sur- ace. But the question of cost , which wo have tried to keep in sight , mater- ally prohibits the use of granite at his distance from the quarries. A ubstituto which was submit od to the ommittoo , which came nearest to ; ranito , was a hard stone from the vi- inily of Sioux Falls , Dakota , which or sumo metal approaching that in uality might bo utiod to advantage in troets carrying the heaviest traffic. People were slow about con tributing , but ho hoped to secure tlu required amount in time , Mr. Gibson moved that three othoi members of the board bo added to the committee on collection , to assist Mr. McCord , Carried. The president appointed Messrs Schorb , Wakefiold and Falconer ai such committee. From a gentleman who is familia with his life wo learn the following ad ditional matters : It appears accordin , to his statement that Timothy O'Oon neil was married on the 24th day o February , 1S70 , at Huntington QUOOIIB county , Now York , to Holei Jones , a daughter of Samuel \V Jonoa. Immediately after they weri married they wont to reside at Con nellsville , Pennsylvania , and vor ; shortly after their removal O'Conncl commenced his system of abuse am fits of drinking. Whilst they reaidoc there ho had to bo put in Union town , PA. , insane asylum , laboring under an attack of delirium tremens At a later period ho was incarcerated ted at Kirkbrido insane asylum bj the vestry of his church , from whicl asylum hr escaped and came west. The room occupied by him at Con nellsvillo rectory has , it is said , a tium ber of bullet holes hi the walls and coil ing which were put in in some of hii drunken fits. On more than ono oc casiofi ho has threatened the life o his wifa and Bishop Kerfoot , of Penn sylvania , in whoso diocese O'Oonnel. was , personally wrote to Mr , Jones requesting him lo take his daughter homo , as hoi life wns not safe with O'Connnll Mrs. O'Connell then loft him , and went to reside with her father , anti O'ConnoIl was brought west and tool * up his residence at Nebraska City. Hero ho obtained a divorce on tlu ground of desertion. Ho took the precaution to advertise in i paper in Nebraska City , which proba bly did not circulate out of the imino diato vicinity of publication , and thut Mrs. O'Oonnell was not informed ol the proceedings her husband had taken till she received a letter frorr him saying that ho had obtained a de cree of divorce on the grounds before stated , Ono curious feature about the case is that the papera which wore filed in the district court at the Nebraska > braska City , were stolen shortly aftoi they had been filed , It seems as if a clear case can bo made out against O'ConnoIl , judo-ing from what the re porter's informant stated to him. As further proof oi the character of this gentleman the follow ing affidavit is adduced : ( n the district court for Otoo county. Timothy O'Connell vs. Helen J. O'ConnoIl , State of Now York , \ v Oity and County of Now York , ) SB Mary Rogers being duly sworn , says she is acquainted with the parties to the above entitled action , both plaintiff and defendant. That in the month of Novemb-r 1870 , she was jmployed as a domestic servant in the liouso of Samuel W. Jones in the vil lage of Uuntington. Long Island , in the state of Nun York ; and that on ) r about the 30th day of November L87G , the said plaintiff Timothy J'Connoll seduced this deponent , and md carnal intercourse with her in the oem occupied by said Timothy 3'Conncll at said residence of Samuel IV. Jones. That said Timothy D'Connoll was at tha time he had tuch carnal intercourse with deponent cmporarily living in said house upon i vieit.
