Myetonos Hidden Behind , the Mod- lato's Sign BuBlnoea Black Lists. Neir York Mercury. For Bomo dnja last week there np- pearod in n morning paper thofollovr- nip curious advertisement : If J. W , will return the skeletons ho will receive the price ho demands. The name attached to this invita tion WAS that oi a well known Fifth avenue modisto , and n Mercury re porter , desirous of ascertaining in what connection skeletons were tnado valuable in the business of enhancing woman's charms , called on the advertiser. The servant etatod that she was rngagod , and ushered him into n reception room. Across the hall was a door marked "Private Oflico. " and the reporter speedily became awaropf an anything but friendly conversation being con ducted on the other side. Finally the door opened and a young man came out , followed by the woman. "Very well , " said the young man in angry tones , "this is the fifth time you vo pot mo hero , and it will bo the last. You know how much I want ) pay it , or I'LL GIVE Tiir. WHOLE SNAP A\VAV. " The modisto entered the rocuption- rouin without answering , and asked the reporter his business. When ho stated it she flu hed and replied , hesitatingly < itatingly : ' 'Well , there's nothing in it , sir. My brother is n mcdicnl stud ent , and a young man who was em ployed hero fctolo two handsomely prepared skeletons from him and he advertised for them. That'a all , I assure you , Excuse mo , but I'm very busy , and must bid you qood-day. " Tlio reporter wont out. On the front steps ho found the young man , who seized him by the arm and said : "You're ' a reporter , ain't you ? I thought BO. Just coma along with mo and I'll tell you what you want to know. I've got the skeletons , and hero they are. " And ho pulled from his breast pocket two octavo niod ac count books , whoso leaves , as ho flut tered them over , disclosed long lines of entries and columns of figures. "I was her bookkeeper , " the young man wont on , "and 1 worked like a slave for her for 8112 a week. She hasn't paid mo a cent thcso thrco monthr , and last week she told mo she wouldn't unless I took it at the rate of $10 a week. Then I kicked and ELOl'ED WITH THE SKELETONS , and she's boon advertising for mo ever sinco. "Why ? why , because she can't run her business without 'em , that's why. There's $00,000 in money lent in those books , and she can't make out her spring bills without them. Why , I could burst the whole millin ery business in New York inside of a month if I could got hold of their skeletons. " "But what do you call skeletons ? " demanded the reporter. " 'Iho extra books , " replied the young man. "See hero , now. There are few dress makers in Now York with any style that do a straight business. They can't. Their customers won't have it. There's moro money lent than there is spent on customers' dresses , and when a bill fur a couple of thousand is made out you can bet your life that halfot it is clear cash with interest. In these hero skeletons , " said the young manlimprcssiuely , touching the books with his forefinger , "thuru are ever $75,000 entries and less than $30,000 of them are square business. The rest are loans at 5 per cent , a month that the husbands have to pay for along with the clothes their wives wear. There is ono lady in this book whoso spring bill will be ever $5,000 , and less than $2,000 is for dressus. The rest is cash borrowed since last fall and INTJ5UEST ON IT. " "Do you _ mean to say that dress making is only another name for usury then ? " "I mean to say that many drcHsmakors in Now York lend money on interest to customers. That's where the skeletons come from. The skele tons are sncrot books of the house. On one page of them is entered the actual indebtedness of the customer for dresses. On the opuositu page are tlio loans. Every month the books of the business uro made up from thcso skeletons , the money loaned being charged to the dress making account. See hero. There isn't a full name in this whole book , you notice , but each amount is headed with a number , a letter , or a Homo combination of tlmin. This number , letter , star or combination corresponds with Bomo name on the other books , and nobody's got the key to them but the man who keeps the books. I'm the man who kept the books up there , and I've { * ot thu key nnd thoskelotons too. So if I don't get what she owes mo there'll bo trouble about the spring Hottloment. But , moro than that , I've got the IltACK-IIOOK , TOO. " "What is the black-book ? " "Tho credit register. There's a system among the dross makers of keeping a sort of registration of customers who are bed pay. It was started about ten years ago by a big modisto on University Place. Whenever a lady ran up an account and refused or failed to settle it the modisto ontorcd her name in a memorandum book , and sent written slips detailing her in debtedness to the diilcient other big dress makers hero , They were warned in this viny to look out for her , and in return would warn her of their own bad customers. After a couple of years these names made up along list. About five years back , when the- business of lending money commenced , this list became very valuable , for it saved the dressmakers - makers from heavy loss. There are some awell names in it , I can toll you , women who are rich enough to buy you and mo out with a year's income , and who yet have to pay cash for ovoiy bit of ribbon they buy. But * vomon are not the only onea in the black- book. There are pages devoted to men , too , For instance : You are in the habit of kicking at paying your wife's bills. Very well. You nro en tered as a kicker , and an extra charge tacked to your WIKE'H HILLS KVKUY TIHB they are sontjiii to'payl'for ' the trouble blo of collection , Another man is alow pay ; BO interest ia added _ to his bill , D'jubtful husbands are kept ac count of , and those who have to bo sued noted. There are men on the list who are regularly charged with the oxppnsca of suing them to collect their wives' bilU. Some women are allowed unliSited credit , because they have the knack of making CUB- torn for their dressmakers. There is ono lady wh6 dealt with our house who hasn't really paid a bill for years , and vet wo have made thousands through her. All these pointa are down in the books as regularly as the Accounts themselves. Why , loc/k hero. " Ho designated nn entry on n final page of ono of his skeletons. It ran " 4 * # _ A close bargainer , but fond of show ; husband onsyj father pays ninny bills. , A. I. " Following it was the entry : "A. 4. Talker and buyer ; husband suspicious , but pays ; money of her own ; boon sued twice ; " while still an other reads : " 0. 0. Irregular ; in- tcrost charges. " 1IIK FINAL SENTENCE , the young man explained , meant that i\n allowance must always bo made In Mrs. O. O'a accounts for the de lays in paying them. In tlio same * ay all bills and credits were ni- justed by reference to the credit reg ister , As regards the loaning of money ho , stated that the customers to nhom that confidence was extended are only the recipients of it when the lender is Biuisliud as t j their solvency by n system of claborato nnd exhaust ive inquiry. The lender has abso lutely no security for her monoy. Uor rates of interest nro usurious , rat.ging from G to 10 pur cent , pur month according to the character - actor of the borrower and the urgency of her need ; and if tlio cases were uvor carried into court the usurer would faro badly. "But they never { o into court , " said the young man , "because they are never disputed , Die woman who borrows money from a dressmaker knows that if ehu doesn't settle she will bo posted in every other establishment in New York , and ihe sees to it that the bills are paid. There must be some terrible scones .vlioii thy drcusmakor'a bills come ionic m some of our up-to\ui houses , md wo often used to got warnings Tom gentlemen not to trnat their wives any more , along with the checks n Bottloment. " "Ami vh..tuidjoudor "Lot Uiom light it out between .homsclves , and gave the lady what she wanted. She was our customer , lot the husband. " WESTEKN CORNICE WORKS C.
