Thu supreme court has panned upon the matter of slacking the speed of trains when coining within tlio city limits in favor of tlio railroad corpo ration. That is , the decision gave the railroad companies within the un settled limitfl of a city the saino con- eidcrntinn in the matter of running thoirtrains nu they would ho entitled to when running through any unset tled country ; that an ordinance lim iting the nnecd of trains within the unsettled limits of a city is on un reasonable lent notion upon railroada and an obstruction to public travel. Under the ordinance in question in this case it would tuko thrco-quiirtoiB of an hour after entering the corpo rate limits of Council Bluffs to pass over tlirco miles of railroad , through ngriculiuml laniln , fenced on both ides , and reach the inhabited portion of thu city , nnd it would tnliu over an hour and a half to reach the Union Pacific depot. The ordinance places not only an unreasonable restriction upon the railways themselves , hut necessarily impedes the whole trav eling public. If all tlio cities situated along the line of the defendant's road between Council Jilull's and Chicago should enact and inforco a like ordi nance , it is apparent that the time between thu two cities would bo greatly increased. The erdinancu operates as a restraint upon com merce , nnd ought not to he sustained. TAVnilSTIIKKTH A NKCKf-UTY. The pant few days must have thu tendency to set citizeiib thinking of the importance of paved streets. Council Bluffs , above all other con- { derations , needs pavements. Broad way , Main nnd Pearl streets , ought tote to put in a condition to transact busi ness upon in all kinds of wcathar. The fact stares us in the face that after a heavy rain storm it is almost impossible to any very heavy teaming upon them , and the sooner some ac tion is taken in the matter the bottot it will be for the city and business. .Not a single dollar should bo expend ed in parKB or any other improve ments 'until thcso streets are paved with something suitable to haul houvy loady over. There should bo some definato action taken as soon , a the financial condition will warrant it , and all other improvements foregone until it is accomplished. ( lltADINO.
